Nghe An province is stepping up digital transformation in Party work.
Administrative reform and digital transformation are among the key tasks, solutions, and breakthroughs set forth by Party committees at all levels for the 2025-2030 term. Currently, digital transformation in Party work is being implemented vigorously by Party committees at all levels to enhance digital skills and capabilities among cadres and Party members.

Implement the "Electronic Party Member Handbook" extensively.
The deployment of the "Electronic Party Member Handbook" application throughout the province is becoming a significant highlight in the digital transformation process of Party work. More than just a management support tool, this application is gradually changing the way Party activities are conducted, enhancing the proactive role of Party members and improving the effectiveness of Party committees at the grassroots level.
At the Party Branch of Quynh Vinh A Primary School (Hoang Mai Ward), the application was implemented from January 2026. After nearly 3 months of operation, 100% of the Party members in the branch have become proficient in using it, gradually forming the habit of working and researching documents in a digital environment.
As someone who has directly experienced this, Party member Tran Thi Van said: “We have full access to documents, directives from Party committees at all levels, as well as new regulations, right on our phones, which is very convenient for monitoring, studying, and implementing. Thanks to this, Party members are no longer passively waiting for the Party branch to disseminate information as before, but can proactively grasp the content of regular meetings and thematic discussions, prepare more in-depth opinions for exchange, and contribute to improving the quality of Party branch meetings.”

From a management and operational perspective, Comrade Doan Thi Hai – Secretary of the Party Branch and Principal of Quynh Vinh A Primary School – believes that the application has helped to implement Party work in a more systematic, transparent, and scientific manner. From disseminating information and promoting Party policies and resolutions to preparing the content of Party branch meetings and managing Party members, everything is done on a digital platform. Party member records and data are updated and stored fully, making them easy to search, and also helps the Party committee monitor and evaluate the sense of responsibility of each Party member in studying documents and participating in meetings.
The digitization of Party affairs not only significantly reduces the use of paper documents but also gradually transforms the method of Party branch meetings from "reading and listening" to proactive research, exchange, and discussion. This contributes to improving the efficiency of Party affairs management, increasing transparency and the quality of Party activities at the grassroots level.

In the Party Branch of Hamlet 3, Quy Hop Commune, building on the previous implementation within the Party Committee, immediately after the reorganization of the commune-level administrative unit and the operation of the two-tiered local government, the Party Committee deployed the "Electronic Party Member Handbook" to all Party members in accordance with the policy of the Quy Hop Commune Party Committee. Currently, 61 out of 65 Party members in the Hamlet 3 Party Branch have installed and are using this software (excluding 4 elderly Party members who do not use smartphones).

At the same time, the software also helps standardize the "party affairs" work process, from preparing content, organizing meetings, taking attendance, summarizing discussion opinions to issuing conclusions and resolutions and monitoring their implementation. All data is stored on the system, facilitating searching, checking, and monitoring, ensuring transparency and scientific management.

Comprehensive digital transformation
Along with the implementation of the "Electronic Party Member Handbook" application, digital transformation in Party work in Nghe An is being promoted in many areas, from leadership and guidance to methods of propaganda, management, and operation of Party committees.
In Quy Hop commune, in addition to promptly updating and disseminating the Party's guidelines and resolutions and the activities of the Party committee to cadres and Party members through the "Quy Hop Commune Party Committee" fanpage and Facebook and Zalo groups, the digital environment has also become an important channel for understanding public opinion.
Comrade Tran Duc Tho – Standing Deputy Secretary of the Party Committee of Quy Hop commune, said: Through digital platforms, the Party committee can detect and quickly handle many issues arising from practice, especially those related to the rights and interests of the people, thereby contributing to improving the effectiveness of leadership and guidance and strengthening the people's trust in the Party. Notably, the locality has also initially applied artificial intelligence (AI) in propaganda and information analysis, especially in disseminating information about Party congresses at all levels and elections, helping to spread information quickly and effectively.

In Hoang Mai ward, 100% of officials and civil servants have used the information system application in handling their daily work. 100% of the Party committee's documents have been cataloged, digitized, and stored on the software system, making document retrieval and management quick and convenient, contributing to improved leadership and management efficiency.
Notably, digital transformation has also contributed to changing the way meetings are organized. In Hoang Mai ward, meetings of the Standing Committee and Executive Committee of the Party Committee, as well as the Standing Committee of the Party Committee, have reduced paper documents by approximately 70% by switching to sending documents through the management software system and electronic meeting calendar application. This is an important step towards a "paperless office" model in Party organizations, while saving costs, time, and improving work efficiency.

To promote digital transformation, the Nghe An Provincial Party Committee has recently focused on investing in and improving digital infrastructure, ensuring synchronous and secure connectivity for subordinate Party organizations. Simultaneously, it has accelerated the upgrading of specialized software, implemented the digitization of documents and records, and gradually formed a database to serve the leadership and guidance work of the Party committee; from inspection and supervision to the management of complaints, denunciations, and petitions from cadres, Party members, and the people. In particular, the review, cleaning, and standardization of Party member data throughout the province has been basically completed, creating an important foundation for building a unified Party data system.exchangeelectronic documents via the network of agenciesPartyThe province achieved a high rate, ranking second out of 56 units nationwide.
Despite positive developments, digital transformation in Party work still faces certain difficulties, especially at the grassroots level, where the IT skills of some cadres and Party members, particularly branch secretaries in neighborhoods and villages, are not uniform. This shows that digital transformation is not just about infrastructure or software, but also about changing perceptions and improving digital skills for cadres and Party members.
To overcome this limitation, many localities are implementing synchronized solutions such as strengthening grassroots organizations, opening training courses on information technology skills for branch secretaries, and gradually delegating access to the system down to the branch level. This will allow directives from higher levels to be transmitted directly to each branch through the system, ensuring rapid and smooth information flow.
In the process of building a digital government and a digital society, digital transformation in Party work is not only an essential requirement but also an important driving force to enhance the leadership capacity and fighting strength of Party organizations, meeting the requirements of the tasks in the new development stage.
