Residential roads crossing railways pose many potential traffic safety risks. Many residential roads are spontaneous and illegally opened, without signs or traffic lights, obstructing visibility. In fact, there have been many serious accidents due to people recklessly crossing residential roads.

In early 2017, Deputy Prime Minister Truong Hoa Binh issued a dispatch directing relevant ministries and provinces and cities with railways to remove all illegal railway crossings and resolutely stop the emergence of illegal railway crossings. Previously, Nghe An Provincial People's Committee issued Official Dispatch No. 7798 on ensuring traffic safety at railway crossings and residential paths through the province.
In accordance with the directive, in November 2017, the functional forces coordinated with local authorities to close 39 illegal residential roads and 2 crossroads at the intersection of Yen Ly (Dien Chau) and Quan Hanh (Nghi Loc). Along with that, 63 residential roads were narrowed to limit the passage of road vehicles; security was set up at some crossroads; "Watch out for trains" signs were placed on all residential roads; and signs prohibiting cars were placed on 53 residential roads.
In addition, to limit speed and increase awareness of observing before crossing the road, the Department of Transport has installed speed enforcement bumps at 20 residential level crossings and installed 6 automatic barriers at key level crossings.
Thanks to that, the railway traffic safety situation in the first 11 months of 2017 has had significant changes. As of November 15, there were 12 railway accidents in the province, killing 9 people and injuring 6 people, compared to the same period in 2016, there were 4 fewer accidents, 2 fewer deaths, and no increase or decrease in injuries./.
