| According to our investigation, these workers were hired to repair the sewage drainage system running along the southern bank of the North Canal after a subsidence incident caused sewage to leak out. This is one of the items included in the Vinh Urban Development Sub-project funded by the World Bank with a total investment of over 150 million USD. |

| This project was handed over in April 2018. However, in early September, when the investor conducted its first trial run, many of the underground pipelines immediately showed signs of leakage and rupture, causing the soil and asphalt above to subside.
