For several days now, a section of road south of the North Canal near the Điều Hòa Lake (Vinh City, Nghệ An Province) has been blocked at both ends by tightly sealed corrugated iron sheets. Inside, dozens of workers are diligently working. The newly completed section of road, about 50 meters long, has been dug up, with soil and rocks scattered everywhere. Photo: Tiến Hùng

According to our investigation, these workers were hired to repair the sewage drainage system running along the southern bank of the North Canal after a subsidence incident caused sewage to leak out. This is one of the items included in the Vinh Urban Development Sub-project funded by the World Bank with a total investment of over 150 million USD.

This project was handed over in April 2018. However, in early September, when the investor conducted its first trial run, many of the underground pipelines immediately showed signs of leakage and rupture, causing the soil and asphalt above to subside. Currently, to prevent further incidents, workers are installing 12-meter-long steel bars along both sides of the pipelines to protect them. Photo: Tien Hung

The drainage pipes, which had just undergone their first trial run, were damaged and subsequently smashed to pieces, with the steel inside being extracted. According to the reporter's investigation, at least four 20-meter-long pipes were demolished and replaced. Photo: Tien Hung

New pipes were brought to the site to replace the old ones. This drainage system collects wastewater from households, runs along both sides of the North Canal, then empties into a treatment pumping station, and finally into the regulating reservoir. Photo: Tien Hung

Not only is it protected by surrounding steel bars, the newly repaired section of the sewer is also expected to be supported by concrete pillars underneath. Photo: Tien Hung

"Initially, they called us to fix only 20 meters, but then we had to repair another 30 meters. It's expected to take many months to complete," said a worker currently working there. In addition, in recent days, they have discovered more sections of road that have also subsided due to leaking pipes. The photo shows the road in front of the pumping station being dug up in preparation for repairs because the drainage pipes running underneath are damaged. Photo: Tien Hung

At the upstream end of the drainage canal, authorities had no choice but to pump wastewater into the canal. After years of construction and two extensions of the deadline, the Vinh Urban Development Sub-project must be completed by December 31, 2018. Photo: Tien Hung
