Nghe An plans to invest more than 600 billion VND to develop the grassroots health care network.

(Baonghean.vn) - Nghe An Health Department plans to merge the Medical Center and Grade II General Hospital of a locality by 2025.

At the regular meeting of Nghe An Provincial People's Committee in July 2017, Nghe An Department of Health submitted for approval the implementation plan of the "Project on building and developing the grassroots health network in the new situation" for the period 2017 - 2025 (approved by the Prime Minister in Decision No. 2348/QD-TTg dated December 5, 2016).

The implementation plan is divided into 2 phases: 2017 - 2020 and 2021 - 2025. In the first phase, 2 district-level health care models, including grade II hospitals and health centers, will continue to be maintained in the following localities: Quynh Luu, Yen Thanh, Dien Chau, Nghi Loc, Vinh City, Thanh Chuong, and Do Luong. The remaining localities that do not have grade II hospitals will continue to consolidate and improve the organization of health centers.

In the second phase, localities with the two above-mentioned district-level medical models will merge into a single facility, the district-level medical center, ensuring two functions of medical examination and treatment and preventive medicine.

The project's objective is to complete and consolidate human resources and facilities, improve the service capacity of the grassroots health network to increase people's access to health services, and reduce pressure on upper-level hospitals.

The Health sector also set out the task of innovating the financial mechanism for the operation of primary health care. Notably, there are policies: promoting the autonomy of public health service units, implementing the regulations of the Ministry of Health on the basic health service package, in which clearly defining the part paid by the Insurance Fund.

Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee agreed with the policy of developing the grassroots health network, improving the quality of primary health care for people, especially in special areas. However, he requested the health sector to explain each indicator specifically to closely monitor and evaluate the effectiveness of the project implementation.

Estimated funding sources come from the state budget (central and local), health care budget and the surplus of 20% of the health insurance examination and treatment fund (if any).
