Nghe An province expects to collect approximately 15,991 billion VND in budget revenue in 2020.
(Baonghean.vn) - According to the report of the Provincial People's Committee, despite many difficulties, the estimated budget revenue for the whole year of 2020 in Nghe An province reached approximately 15,991.02 billion VND, equivalent to 105.1% of the projected target.
To prepare for the 17th session of the 17th Provincial People's Council, on the morning of December 2nd, the Standing Committee of the Provincial People's Council held a meeting to review and discuss reports and draft resolutions submitted by the Provincial People's Committee and the Standing Committee of the Provincial People's Council to the session. Comrade Nguyen Xuan Son, Chairman of the Provincial People's Council, presided over the review session.

Attending the review session were: Bui Dinh Long - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Cao Thi Hien - Vice Chairman of the Provincial People's Council; Hoang Viet Duong - Vice Chairman of the Provincial People's Council; and leaders of various departments and agencies.

According to the assessment of the Provincial People's Committee, in 2020, despite facing many difficulties, especially the impact of the Covid-19 pandemic, with the determination and great efforts of the entire political system, the people, and the business community, focusing on achieving the "dual goals," the economy achieved a relatively high growth rate, society remained stable, and people's lives were ensured.
The projected Gross Regional Domestic Product (GRDP) of the province in 2020 (at 2010 constant prices) is approximately VND 85,380 billion, an increase of 4.12% compared to 2019.
It is estimated that by the end of 2020, 281 out of 411 communes in the province will have met the standards.new rural areas, an increase of 36 communes compared to 2019, with 6 district-level units completing the task of building new rural areas, an increase of 2 units compared to 2019.

Total social investment implemented in 2020 is estimated at VND 78,847 billion, an increase of 12.35% compared to 2019.
In particular, the investment and business environment continues to improve. In the first 10 months of the year, the province issued business registration certificates for 64 projects with a total registered investment capital of over 7,341 billion VND, and adjusted 83 projects, including 22 projects with adjusted total investment capital, increasing by over 6,601 billion VND.
In the first 10 months of 2020, 12 projects with a total land area of nearly 175 hectares were terminated across the province, bringing the total number of revoked projects to 180.
Budget revenue for the first 10 months of 2020 reached VND 13,592.939 billion, achieving 89.3% of the projected target, an increase of 5% compared to the same period last year.
Specifically: domestic revenue reached VND 12,684.142 billion, achieving 94.5% of the projected target and increasing by 9.3% compared to the same period last year; revenue from import and export activities reached VND 908.797 billion, achieving 50.5% of the projected target and equaling 67.5% of the same period in 2019.
Estimated budget revenue for the whole year of 2020 reached approximately VND 15,991.02 billion, equivalent to 105.1% of the projected figure and 96.3% compared to 2019.
In 2021, Nghe An province set a target of achieving a GRDP growth rate of 7.5-8.5%. Budget revenue reached over 14,032 billion VND. Export turnover was 1.2 billion USD. Total social development investment reached 88,000 billion VND. GRDP per capita reached 48-49 million VND.
Concerns about the targets
During the conference discussions, delegates acknowledged the achievements in implementing socio-economic development goals.
In addition, issues requiring attention were also raised, such as: a lack of decisive action in reclaiming slow-progressing projects; insufficient attention to the management and use of land after reclamation; a need to focus leadership on reforming the operations of agricultural and forestry companies; a review of per capita income compared to growth targets and budget revenue targets for 2021; concerns about poverty reduction targets; the ratio of doctors at health stations; and the state of forest fires, etc.

The Provincial People's Committee needs to proactively address existing problems, inadequacies, and obstacles after the merger of hamlets and communes, such as: reviewing public assets, determining administrative boundaries, and issues related to the placement and utilization of officials; there are still some unfinished and stalled basic construction investment projects that have not been inspected or directed for resolution; and focus on removing obstacles and promoting administrative reform…
Concluding the discussion, Chairman of the Provincial People's Council Nguyen Xuan Son assessed that in 2020, the Provincial People's Committee's operational activities were smooth, effective, and innovative. Despite facing numerous difficulties, the Provincial People's Committee actively directed and managed the implementation of a "dual objective": resolutely preventing and controlling the epidemic while focusing on economic and social recovery and development as directed by the Prime Minister, achieving many positive results in various fields.

However, alongside the achievements, some tasks still have unsatisfactory results, with 8 out of 31 targets not meeting the set plan. This requires increased responsibility and better coordination among all levels and sectors.
The Chairman of the Provincial People's Council suggested that, in the spirit of incorporating the opinions expressed at the meeting, the Provincial People's Committee should review and revise the per capita income and other targets.revenue collection2021; clarify targets for clean water, poverty reduction, healthcare, social insurance, etc.
Regarding the tasks for 2021, the focus should be on solutions related to disease prevention and control, market management, agricultural infrastructure, planning, and guidance in the merger of hamlets and communes, etc.
Also at the session, the Provincial People's Council heard and commented on the report reviewing the Provincial People's Committee's performance in 2020 and tasks for 2021; the report on the implementation of the public investment plan in 2020 and tasks for 2021; and the draft Resolution on the Public Investment Plan for 2021.
