(Baonghean.vn) - In 2016, Nghe An continued to lead the country in the number of people going to work abroad with nearly 13,000 people.

On the afternoon of April 17, the Department of Labor, War Invalids and Social Affairs held a conference to summarize labor export work in 2016 and deploy tasks for 2017. Also attending were comrade Le Minh Thong - Member of the Provincial Party Committee - Vice Chairman of the Provincial People's Committee and leaders of a number of related departments, branches and sectors, and representatives of enterprises specializing in labor export in the area.

Reporting at the summary conference, Mr. Nguyen Bang Toan - Director of the Department of Labor, War Invalids and Social Affairs, said that in 2016, Nghe An sent nearly 13,000 people to work abroad for a limited period under contracts. The market is mainly concentrated in Taiwan (4,556 people), Malaysia (1,606 people), South Korea (1,312 people), Japan (2,244 people)... Localities such as Nghi Loc, Do Luong, Nam Dan, Hung Nguyen... all have over 1,000people who went to work abroad last year.

With this figure, Nghe An continues to lead the country in the number of people going to work abroad. Up to now, the total number of workers in the province working abroad is about 61,000 people. The income that this force transfers back every year is estimated at 255 million USD. "That does not include the money sent back by hand or through other unofficial channels. These are also significant sources of income in sustainable poverty reduction, helping to stabilize people's lives," said Mr. Toan.

However, there are still some limitations such as some localities, especially at the commune level, have not yet recognized the role and benefits of labor export activities, so the direction and implementation of the policy is still limited. The number of skilled workers accounts for only 35.4%. Access to high-income markets such as Germany, the UK, Canada, Australia, etc. is not much.

Last year, the rate of workers who ran away from their workplaces, expired contracts, did not return home, and stayed illegally remained high, especially in Korea, which was nearly 43%. This has created a bad image for Vietnamese workers in general and Nghe An in particular. This is also the main reason why Korea has not continued to sign the agreement under the EPS program in recent times.

In addition, the phenomenon of people voluntarily or through brokers going to some countries such as Angola, Japan, Korea... to work without labor contracts and residing illegally has caused a lot of damage to the workers themselves and the state management. There are still many workers who, when going to work, violate the contracts and laws of the host country.

Speaking at the conference, many businesses said that many localities still make it difficult to recruit workers. "Localities have not really supported and require cumbersome procedures. At the workplace, they create favorable conditions, but when they go to the district, they are made difficult," said the leader of a company specializing in labor export. Businesses are also concerned because unfair competition is also a limitation in recruiting people to work abroad.

Concluding the conference, comrade Le Minh Thong affirmed: “Nghe An provincial government is very interested in labor export, because this is a factor that contributes greatly to hunger eradication and poverty reduction. Although there were many difficulties and challenges last year, labor export still exceeded the set plan, which is very welcome.”

However, the Vice Chairman of the Provincial People's Committee also pointed out some existing limitations and suggested that solutions should be put forward to overcome them in the coming year, such as the number of workers going to high-income markets such as Germany, Canada, etc. is still low; the results are not commensurate with the potential of Nghe An, which has abundant human resources, etc.
