Nghe An receives 10 billion VND in aid to overcome the consequences of floods and Typhoon No. 3.

The Prime Minister has just decided to allocate 115 billion VND from the central government's contingency budget for 2016 to support 10 localities in providing social assistance and urgently repairing essential infrastructure such as irrigation works, rural roads, dikes, etc., damaged by Typhoon No. 3 and the subsequent floods in 2016.

Specifically, Yen Bai province received 25 billion VND; Hoa Binh province 10 billion VND; Ha Giang province 10 billion VND; Tuyen Quang province 10 billion VND; Thai Nguyen province 10 billion VND; Vinh Phuc province 10 billion VND; Quang Ninh province 10 billion VND; Ninh Binh province 10 billion VND; Thanh Hoa province 10 billion VND; and Nghe An province 10 billion VND.

The Prime Minister directs the People's Committees of provinces and centrally-administered cities to use the funds supported by the central budget and the local budget's contingency fund, as well as other legal sources, to overcome the consequences of natural disasters; they are responsible for managing and using the above funds to ensure that they are used for the correct purpose, target, and in accordance with current regulations; and they must report on the allocation and implementation results to the Central Steering Committee for Flood and Storm Prevention and Control and relevant Ministries and sectors for compilation and reporting to the Prime Minister.

Utilize local budget funds to support crop, livestock, and aquatic species damaged by natural disasters, as stipulated in Decision No. 142/2009/QD-TTg and Decision No. 49/2012/QD-TTg of the Prime Minister; simultaneously, report the actual expenditure on supporting seeds in disaster-stricken areas to the Ministry of Finance and the Ministry of Agriculture and Rural Development as a basis for supporting localities according to regulations.

The Prime Minister also requested the People's Committees of provinces and centrally-administered cities to provide support to families with deceased or missing persons, or whose houses have collapsed or been swept away due to natural disasters, in accordance with the regulations in Government Decree No. 136/2013/ND-CP on social assistance policies for social protection beneficiaries.

For funding long-term investment projects, localities shall allocate funds in their annual budget estimates in accordance with the Law on Public Investment and other relevant legal regulations.
