Nghe An province has assigned over 202,000 hectares of forest to 27,339 households for management.

On the afternoon of November 24th, the People's Committee of Nghe An province held a conference to summarize the Project on forest allocation associated with land allocation and issuance of forest land use right certificates for the period 2018-2025, and to consult on the content of the Project on forestry development in Nghe An province for the period 2026-2030 and beyond.

The conference was chaired by members of the Provincial Party Standing Committee: Nguyen Van De - Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Sustainable Forestry Development Program; Hoang Quoc Viet - Director of the Department of Agriculture and Environment; and Nguyen Danh Hung - Deputy Director of the Department of Agriculture and Environment.

Forest cover reached 59.01%.

Nghe An currently has nearly 1 million hectares of forested land, of which more than 790,000 hectares are natural forest, and the rest are planted forests.

According to a report by the Department of Agriculture and Environment, during the period 2018-2025, despite facing many difficulties in resources and implementation conditions, Nghe An province has achieved most of the goals of the Forest Allocation Project. The entire province has allocated 202,049 hectares out of 265,771 hectares of forest land; allocated to 27,339 households and 468 communities in 53 communes; and simultaneously, issued and renewed 18,694 Certificates of Forestry Land Use Rights.

Forest protection effectiveness has improved significantly, with the number of forestry law violations decreasing from 902 cases in 2018 to 462 cases in 2024; forest cover remains high at 59%.

Despite the achievements, the forest allocation process still faces several limitations, such as: progress has only reached 76%; some localities are unable to implement the plan due to fragmented, scattered, and overlapping forest areas; legal documentation is not yet synchronized; and the situation of land certificates being transferred or sold informally makes verification difficult. Furthermore, the inconsistency between the 2024 Land Law and the 2017 Forestry Law continues to affect the progress of natural forest allocation.

At the conference, delegates consulted on the content of the Forestry Development Plan for the period 2026-2030. The draft plan outlines key solution groups including: improving the quality and value of planted forests; developing the economy under the forest canopy; restoring natural forest ecosystems; promoting sustainable forest management and certification; promoting digital transformation; and strengthening the management role of local authorities and communities.

Three key tasks for the coming period.

Concluding the conference, Comrade Nguyen Van De - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee - requested that departments, agencies, and localities focus on implementing three key tasks in the coming period.

Firstly, continue to finalize legal documents and definitively resolve outstanding issues in land and forest allocation. The province will continue to pursue the goal of allocating land and forests, leasing land and forests, and issuing Certificates of Land Use Rights for forestry purposes in accordance with the spirit of Resolution No. 100/2023/QH15 of the National Assembly. Local authorities must review all areas where forests have not yet been allocated or land use certificates have not been issued, and address overlapping, inaccurate boundaries and outdated land records.

Secondly, strengthen post-forest management and enhance the role of the community. The province requires localities to expand forest protection groups; strictly control existing forest areas; and severely punish cases of deforestation and encroachment on forest land. In addition, promote the application of remote sensing, digital maps, and forest change monitoring systems to detect violations promptly.

Thirdly, thoroughly prepare the content of the Forestry Development Plan for the period 2026-2030, ensuring it aligns with sustainable development goals and climate change adaptation. The plan should focus on improving the quality of natural forests, expanding the area of ​​forests certified under sustainable forest management, and linking forestry planning with the province's socio-economic development orientation.

For the period 2026-2030, Nghe An's forestry sector aims to maintain a forest cover rate of 58% by 2030; achieve a growth rate of 8% or higher in forestry production value; and maintain wood and forest product export turnover at 400-500 million USD/year. By 2030, the area of ​​restored natural forests will reach 5,000 hectares, with 500 hectares of new protective and special-use forests and 105,000-110,000 hectares of production forests. Forest productivity will increase to 25-30 m³/ha/year, and the harvested output will reach 2.2-2.5 million m³/year. Simultaneously, efforts will be intensified to review and demarcate the boundaries of the three types of forests, complete land and forest allocation, and issue Certificates of Forestry Land Use Rights.
