Nghe An: Comments submitted on 5 draft laws spearheaded by the Ministry of Public Security.

On the afternoon of April 24th, the Nghe An Provincial Police, in coordination with the Provincial National Assembly Delegation, organized a workshop to gather feedback on five draft laws prepared by the Ministry of Public Security and submitted to the 15th National Assembly.

The workshop was co-chaired by Major General Bui Quang Thanh - Member of the Standing Committee of the Provincial Party Committee, Director of the Provincial Police Department, and Ms. Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Standing Delegation of the National Assembly of Nghe An Province.

Attending the workshop were National Assembly delegates from Nghe An province. Also present were representatives from the Provincial Military Command, the Provincial Border Guard Command, the Provincial People's Procuracy, the Provincial People's Court, the Department of Justice, the Department of Foreign Affairs, the Department of Culture, Sports and Tourism, and representatives from the PC01 and PC02 Departments of the Provincial Police, as well as leaders of police stations in Vinh City.

At the workshop, delegates focused on discussing and contributing ideas to five draft laws: the amended Penal Code; the amended Law on the Organization of Criminal Investigation Agencies; the Law on Personal Data Protection; the Extradition Law; and the Law on the Transfer of Prisoners Serving Sentences. The opinions closely reflected the practical implementation of the functions and tasks of each agency and unit, as well as domestic and international development trends.

The delegates generally agreed and unanimously supported the necessity and proposed that the 5 draft laws mentioned above be submitted to the 15th National Assembly for consideration and approval.

Speaking at the workshop, Major General Bui Quang Thanh - Member of the Standing Committee of the Provincial Party Committee, Director of the Provincial Police Department - acknowledged and highly appreciated the spirit and responsibility of the participants in the discussions and contributions of ideas to the draft laws.

The Director of the Nghe An Provincial Police emphasized that these are important practical bases for the Nghe An Police to compile and report to the leaders of the Ministry of Public Security on the contributions and attention given to the development of draft laws, in order to supplement and improve the drafting of laws.

Major General Bui Quang Thanh affirmed that the five draft laws stem from practical requirements, based on assessments, forecasts, future prospects, and visions to supplement mechanisms, policies, and regulations to enhance the effectiveness and efficiency of ensuring security and order, in line with the requirements of streamlining the state apparatus, promoting national digital transformation, and international integration. At the same time, the draft laws arise from the need to synchronize the legal system and ensure human rights and civil rights in accordance with the spirit of the 2013 Constitution.

The draft laws have promptly supplemented and adjusted many important regulations, effectively serving the work of crime prevention and state management of social order, while overcoming shortcomings and limitations in practice; timely and in line with the Party and State's policy on streamlining the organizational structure; enhancing the legal effectiveness and efficiency in state management of national digital transformation, protecting the legitimate rights of citizens and businesses in the digital age, and laying the foundation for the development of digital government and attracting foreign investment in the digital economy sector in the locality in particular and the whole country in general.

Based on that, the legal system regarding international criminal justice should be perfected to protect the rights of Vietnamese citizens convicted abroad, while also ensuring human rights and the rights of foreign citizens within the framework of international treaties to which Vietnam is a party.
