Nghe An: Comments on 5 draft laws drafted by the Ministry of Public Security
On the afternoon of April 24, Nghe An Provincial Police coordinated with the Provincial National Assembly Delegation to organize a workshop to provide comments on five draft laws drafted by the Ministry of Public Security and submitted to the 15th National Assembly.
The workshop was co-chaired by Major General Bui Quang Thanh - Member of the Provincial Party Standing Committee, Director of the Provincial Police Department and Comrade Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of Nghe An province.

Attending the workshop were National Assembly delegates of Nghe An province. Also attending were representatives of the provincial Military Command, the provincial Border Guard Command, the provincial People's Procuracy, the provincial People's Court, the Department of Justice, the Department of Foreign Affairs, the Department of Culture, Sports and Tourism and representatives of the leaders of the PC01 and PC02 departments of the provincial police, and leaders of ward police in Vinh city.

At the workshop, delegates focused on discussing and contributing ideas to 5 draft laws including: Revised Penal Code; Revised Law on Organization of Criminal Investigation Agencies; Law on Protection of Personal Data; Law on Extradition; Law on Transfer of Prisoners. The opinions closely followed the practical implementation of the functions and tasks of each agency and unit as well as domestic and international development trends.

The delegates basically agreed and highly unified with the necessity and proposed to submit to the 15th National Assembly for comments and approval of the above 5 draft laws.
Speaking at the workshop, Major General Bui Quang Thanh - Member of the Provincial Party Standing Committee, Director of the Provincial Police Department acknowledged and highly appreciated the spirit and responsibility of participating in discussions and contributing constructive opinions on draft laws.
The Director of Nghe An Provincial Police emphasized that these are important practical bases for Nghe An Police to synthesize and report to the leaders of the Ministry of Public Security about the contributions and attention to building draft laws to supplement and complete the construction of draft laws.

Major General Bui Quang Thanh affirmed that the five draft laws originate from practical requirements, based on assessment, forecast, future and vision to supplement mechanisms, policies and regulations to improve the effectiveness and efficiency in ensuring security and order, in line with the requirements of reforming the state apparatus, promoting national digital transformation and international integration. At the same time, the draft laws originate from the requirement of synchronizing the legal system, ensuring human rights and civil rights in accordance with the spirit of the 2013 Constitution.

The draft laws have promptly supplemented and adjusted many important regulations, effectively serving the work of crime prevention and control, state management of social order, and at the same time overcoming shortcomings and limitations in practice; promptly and in line with the policy of our Party and State on arranging and streamlining the organizational apparatus; improving the effectiveness and legal efficiency in state management of national digital transformation, protecting the legitimate rights and interests of citizens and businesses in the digital age, the foundation for developing digital government, attracting foreign investment in the field of digital economy in the locality in particular and the whole country in general.
On that basis, perfect the legal system on international criminal justice, protect the rights of Vietnamese people convicted abroad, and at the same time ensure human rights and foreign citizens' rights within the framework of international treaties to which Vietnam is a party.
