The announcement stated, “In implementation of Prime Minister's Directive No. 1063/CĐ-TTg dated July 31, 2021, and the Provincial Party Committee's Notice No. 331-TB/TU dated August 3, 2021, on COVID-19 prevention and control, the Provincial Steering Committee for COVID-19 Prevention and Control has the following opinions:

It has been agreed to provide support to people from Nghe An province residing in Ho Chi Minh City, Binh Duong, Dong Nai, and some southern provinces who are facing difficulties due to the impact of the COVID-19 pandemic, with an amount of 1 million VND per household from the province's COVID-19 prevention and control fund. Initially, support will be provided to 2,000 households, equivalent to 2 billion VND (two billion Vietnamese Dong), to urgently help people from Nghe An overcome difficulties and work with local authorities to combat the pandemic.

We request that the Vietnam Fatherland Front Committee of Nghe An province coordinate with the Nghe Tinh Business Association in Ho Chi Minh City and relevant agencies to promptly transfer the aforementioned funds to households facing difficulties; at the same time, continue to coordinate and review the number of Nghe An people facing difficulties due to the COVID-19 pandemic in Ho Chi Minh City, Binh Duong, Dong Nai and some southern provinces to develop plans for appealing, mobilizing, and proposing appropriate support measures.

The Department of Finance is tasked with guiding the Vietnam Fatherland Front Committee of the province on procedures related to the provision and settlement of funds in accordance with regulations.
