Nghe An supports the construction of drug-free communes and wards.
The People's Committee of Nghe An province has requested departments, agencies, and localities to implement the Provincial People's Council's Resolution on supporting the construction of drug-free communes and wards. Accordingly, localities recognized for the first time as drug-free communes and wards will receive 50 million VND in support; many forces directly involved in combating drug crimes will also receive monthly support.
On July 29, 2026, the Provincial People's Committee issued Official Letter No. 9489/UBND-NC requesting provincial departments, agencies, and the People's Committees of communes and wards, according to their functions and duties, to organize and implement Resolution No. 13/2026/NQ-HĐND dated July 14, 2026, of the Provincial People's Council, which stipulates support for building drug-free communes and wards and the specialized force for advising and combating drug-related crimes in the province.
The Provincial People's Committee assigns the Provincial Police Department to take the lead in monitoring, urging, guiding, and advising on the implementation of the Resolution; and to periodically compile and report the results of the implementation to the Provincial People's Committee as prescribed.

According to the Resolution, communes and wards recognized for the first time by the Provincial People's Committee as drug-free areas will receive a support of 50 million VND per commune/ward. For localities that continue to maintain the title and are not removed from the list of drug-free areas according to the Provincial People's Committee's decision, the support level is 30 million VND per commune/ward per year.
For specialized forces involved in advising and combating drug crimes, the Resolution stipulates a support level of 5 million VND/person/month for leaders, commanders, officers, and soldiers directly performing duties within the Provincial Police and the Provincial Border Guard Command; it also applies to employees working at drug rehabilitation facilities under the Drug Crime Investigation Department of the Provincial Police.
A support allowance of 2.5 million VND/person/month is applied to officers and soldiers directly involved in advising and combating drug crimes in the Planning Department of the Provincial Police, commune-level police, drug and crime prevention forces at border guard posts, and officers directly performing duties in the Customs Control Team, Customs Sub-department Area XI, as assigned by the competent authority.
Funding for implementation is secured from the State budget according to the decentralization scheme and is allocated in the annual budget estimates of the Provincial Police, the Provincial Border Guard Command, the Customs Sub-department of Region XI, and the People's Committees of communes and wards.

Resolution No. 13/2026/NQ-HĐND takes effect from July 24, 2026; and simultaneously replaces Resolution No. 17/2018/NQ-HĐND dated December 12, 2018 of the Provincial People's Council on the special allowance levels for civil servants, public employees and workers working at public drug addiction management and rehabilitation centers in the province.
