Nghe An province has completed the payment of benefits to officials who resigned or retired early according to Decree 178.

According to a report from the State Treasury of Region XI, by October 9, 2025, the unit had completed the timely and proper payment of benefits to retired officials in accordance with Decree 178.

In 2025, along with the national Interior Ministry, the Nghe An Interior Ministry has been focusing on advising, arranging, streamlining the organizational structure, and resolving issues related to policies and regulations, as well as reducing the workforce. Accordingly, on February 17, 2025, the Nghe An Department of Interior issued Guidance No. 352/HD-SNV on implementing policies and regulations on early retirement and termination of employment for officials, civil servants, and employees in the implementation of the organizational restructuring of the political system in agencies and units under the management authority of the Nghe An Provincial People's Committee according to Government Decree No. 178/2024/ND-CP dated December 31, 2024.

Comrade Nguyen Viet Hung - Director of the Department of Internal Affairs, said: The Department of Internal Affairs has identified this as a major issue, and implementing it in a short time has encountered many difficulties. The Department of Internal Affairs has guided agencies and localities to carefully review and consider the correct beneficiaries for policy-based retirement according to regulations, preventing widespread retirement, while also focusing on retaining capable officials to ensure the quality of the staff and civil servants. Along with the Department of Internal Affairs, relevant units have arranged for civil servants to work on Saturdays and Sundays to ensure the completion of payment and settlement for eligible individuals.

In addition, the Department of Internal Affairs of Nghe An Province sent a working group to directly visit the communes severely damaged after Typhoon No. 3 to assess the dossiers for resolving benefits for part-time commune-level officials who lost their jobs after the implementation of the two-tiered local government according to Government Decree No. 154/2025/ND-CP, in order to help civil servants in remote mountainous communes avoid having to go directly to the Department of Internal Affairs to submit their dossiers.

As of October 3, 2025, the Department of Internal Affairs has approved the retirement of 2,398 non-professional personnel and 26 civil servants and public employees from units under the department, sectors, and communes in accordance with Decree 154/2025/ND-CP, with an estimated budget of over 412 billion VND. The amount to be disbursed is currently under review and will be submitted to the Provincial People's Committee.

To ensure timely financial resources for payments to eligible individuals under Decree No. 178/2024/ND-CP, based on the results of the dossier appraisal by the Department of Internal Affairs, the Department of Finance will compile the needs, prepare a budget estimate, report the needs to the Provincial People's Committee, balance the budget, and allocate funds for payment as prescribed.

According to Ms. Dau Thi Minh Loan, Deputy Director of the Department of Finance: In implementing Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP, the Politburo requires localities to complete the tasks before October 15, 2025. However, the deadline set by the Government for localities is before October 10, 2025. The Nghe An Department of Finance recognizes this as an urgent task and has directed relevant departments and divisions to proactively and actively determine the specific content of the work, deadlines, and progress of completion, finalizing the necessary documents and procedures according to regulations and submitting them to the State Treasury Region XI for payment and disbursement, ensuring completion before October 10, 2025, to protect the legitimate rights of officials, civil servants, and employees.

"In addition, the Department of Finance has issued a document requesting units to urgently review and complete payments by October 10, 2025, in accordance with the schedule required by the Central Government. At the same time, the Department continuously updates data daily to report to the Ministry of Finance in a timely manner. Although the province has not yet received additional financial resources from the Central Government, it has proactively allocated funds from the salary reform budget to ensure the financial resources for this task," the Deputy Director of the Department of Finance emphasized.

As the payment-making unit, and in accordance with the directives of the Central Government and the Official Telegram from the Director General of the State Treasury of Vietnam, the State Treasury Region XI clearly identifies the payment of policies and benefits to those affected by the reorganization of the organizational structure as stipulated in Government Decree No. 178/2024 (amended and supplemented by Decree No. 67/2025) as a top priority political task that requires focused leadership, guidance, and timely and effective implementation in accordance with regulations.

Accordingly, the unit prioritizes processing payment and disbursement dossiers for beneficiaries affected by the organizational restructuring as stipulated in Decree No. 178, ensuring that no dossiers are left pending beyond the prescribed deadline; progress is reported daily. Simultaneously, to meet the work schedule requirements, the State Treasury branches in the regions coordinate with commercial banks where accounts are held to ensure smooth and timely payment and disbursement to beneficiaries.

In that spirit, the State Treasury of Region XI strives to complete the payments to eligible individuals under Decree No. 178/2024, in accordance with the budget allocated by the People's Committee of Nghe An province and within the timeframe stipulated by the Government.

According to a report from the Regional Treasury XI, as of October 9, 2025, the unit had disbursed 3,886.831 billion VND to 3,500 individuals receiving retirement benefits under Decree 178/2024/ND-CP and Decree 67/2025/ND-CP. Of these, 770 individuals received support from the central budget totaling 1,138.609 billion VND, while 2,730 individuals received support from local budgets totaling 2,748.222 billion VND.

Superior policy

The Party and State of Vietnam are actively promoting the streamlining of the state apparatus. This means that some civil servants will have to leave their jobs. In the context of administrative reform and restructuring of the state apparatus, implementing policies for workers, especially civil servants and public employees who retire early, has become a crucial issue and is of great concern to many.

One of the notable policies, clearly demonstrating the humane and rational nature of our Party and State, is the early retirement policy stipulated in Decree No. 178/2024/ND-CP (amended by Decree No. 67/2025/ND-CP) dated March 15, 2025, of the Government on policies and regimes for cadres, civil servants, public employees, and members of the armed forces in the implementation of organizational restructuring of the political system. This policy shows appreciation and recognition of the contributions of cadres, civil servants, public employees, and workers, especially those with long years of service who retire before the age of retirement.

According to this Decree, officials, civil servants, and employees who retire early under Decree 178/2024/ND-CP will not have their pension reduced and will also receive an additional support payment. These support payments help those retiring early to have sufficient financial resources to retire without facing too many difficulties.

The issuance of these policies has significantly contributed to motivating and providing retired officials and civil servants with additional funds to stabilize their lives. At the same time, it has facilitated agencies, organizations, and units in arranging, streamlining their organizational structures, and restructuring their staff.

With nearly 30 years of service, prior to her retirement, Ms. Nguyen Thi Thu held the position of Standing Deputy Head of the Party Committee's Inspection Commission for Party Agencies in Nghe An Province. Although she still had nearly 9 years left before retirement and met the conditions for re-election, she decided to retire early.

"While studying the regulations of Government Decree No. 178/2024/ND-CP dated December 31, 2024, on policies and regimes for officials, civil servants, public employees, and members of the armed forces in the implementation of organizational restructuring of the political system, I found this to be a very humane and superior policy for those retiring early. This policy has helped those who voluntarily retire feel secure when leaving the system, making way for younger generations. The quick and efficient payment process facilitates timely entitlement for employees," Ms. Thu shared.

Implementing central government policies, all levels and sectors in Nghe An province are striving to support officials, civil servants, and public employees who retire at their own request. At the same time, the province ensures timely and full payment of benefits and entitlements in accordance with the law, and effectively utilizes the state budget.

On October 7th, Comrade Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee - signed Official Letter No. 10636/UBND-KT regarding the payment of policies and benefits according to Decree 178/2024/ND/CP (amended by Decree No. 67/2025/ND/CP).

Accordingly, the Department of Finance is assigned to take the lead in coordinating with the Department of Home Affairs, the State Treasury Region XI; the People's Committees of communes and wards, and relevant units to promptly and fully implement the directives of the Ministry of Home Affairs in Official Letter No. 9012/BNV-TCCB dated October 6, 2025; advise the Provincial People's Committee on matters within its authority according to the correct procedures and regulations to ensure the completion of policy and benefit payments before October 10, 2025; and advise the Provincial People's Committee to report the results to the Ministry of Home Affairs before 3 PM on October 10, 2025.
