These projects were carried out before December 31, 2014, when the Public Investment Law had not yet been implemented.

This is the result of a review conducted by the Nghe An Department of Finance as of September 2016.

Of these, 286 projects have submitted their final settlement reports to the relevant authority for approval; 865 projects have not yet submitted their final settlement reports for review.

Regarding the responsibility for approving final accounts, the Provincial People's Committee has the authority to approve 264 projects, while the district and commune levels have the authority to approve final accounts for 887 projects.

Regarding the 865 projects for which final settlement reports have not yet been submitted, these are mainly projects with total investment funded by the district and commune budgets, where the documents are lost or incomplete. Some projects have had their investors changed, construction companies have gone bankrupt, or are no longer operating, thus preventing final settlement.

Specifically: Anh Son District has 42 projects, Con Cuong 81 projects, Dien Chau 57 projects, Do Luong 84, Hung Nguyen 26, Thai Hoa 85, Que Phong 47, Quy Chau 37 projects...

Currently, the Department of Finance has sent Official Letter No. 1910/2016 to the Ministry of Finance, submitting to the Government, regarding the final settlement of outstanding project accounts completed from 2005 to 2014.

Accordingly, the settlement of accounts for 75 projects funded by the commune budget with a total investment of less than 300 million VND and completed before 2009 will be processed. For the remaining projects, districts, cities, and towns are continuing to focus on urging and accelerating the preparation, submission, verification, and approval of final project settlement reports.
