Nghe An: More than 1,000 basic construction projects have not been settled yet

These projects were carried out before December 31, 2014, when the Public Investment Law had not yet been implemented.
This is the review result up to September 2016 of Nghe An Department of Finance.
Of which, the number of projects that have submitted their documents to the settlement appraisal agency for approval is 286 projects; the number of projects that have not submitted their settlement report documents for settlement appraisal is 865 projects.
Regarding the responsibility for approving the settlement of the Provincial People's Committee, there are 264 projects and 887 projects under the authority of approving the settlement of the district and commune levels.

For the 865 projects that have not submitted their final settlement reports, they are mainly projects with total investment capital from the district and commune budgets, and the dossiers are lost or incomplete. Some projects have had their investors changed, the construction companies have gone bankrupt, or are no longer in business... and cannot be finalized.
In which: Anh Son district has 42 projects, Con Cuong has 81 projects, Dien Chau has 57 projects, Do Luong has 84, Hung Nguyen has 26, Thai Hoa has 85, Que Phong has 47, Quy Chau has 37 projects...
Currently, the Department of Finance has sent Official Dispatch No. 1910/2016 to the Ministry of Finance to submit to the Government on the final settlement of outstanding project settlements completed from 2005 to 2014.
Accordingly, 75 projects under the commune budget with a total investment of less than 300 million and completion date before 2009 will be processed and settled. For the remaining projects, districts, cities and towns are continuing to focus on urging and promoting the preparation, submission, review and approval of project settlement reports.
