According to an official from the Legal Department of the Provincial Plant Protection Sub-Department, during the production season, when crops are heavily affected by pests and diseases, many people, even without a certificate to trade in plant protection products, secretly engage in this business to meet seasonal demand.
This situation makes it difficult for authorities to detect and handle violations. Meanwhile, the authorities in some localities have not paid sufficient attention to the management of the pesticide business. This is a worrying issue, given that many substandard pesticides are appearing on the market.
