Nghe An guides the issuance, exchange and re-issuance of driving licenses from the beginning of 2025
Pursuant to the Law on Road Traffic Order and Safety; Circular of the Minister of Transport, Nghe An Department of Transport notifies relevant organizations and individuals that the issuance, exchange and re-issuance of driving licenses issued by the Department of Transport will be effective from January 1, 2025.

1.Driving licenses issued before the effective date of this Law shall continue to be valid for the term stated on the driving license.
2.In case a person whose driving license was issued before the effective date of the Law needs to change or re-issue the driving license, the conversion shall be as follows:
a) A Class A1 driving license can be changed or reissued to a Class A driving license with the restriction that it can only drive two-wheeled motorbikes with a cylinder capacity of less than 175 cm.3 or with an electric motor capacity of less than 14 kW;
b) Class A2 driving license is exchanged or reissued to Class A driving license;
c) Class A3 driving license can be exchanged or reissued to Class B1 driving license;
d) Class A4 driving license is exchanged or reissued as a certificate to drive specialized motorbikes for drivers of tractors with a load capacity of up to 1,000 kg and a certificate of training in road traffic law knowledge for drivers of specialized motorbikes;
d) A Class B1 automatic driving license can be exchanged or reissued to a Class B driving license with the restriction that it can only drive automatic cars;
e) Class B1 and B2 driving licenses can be exchanged or reissued to Class B or Class C1 driving licenses and specialized motorcycle driving certificates for tractor drivers with a load capacity of up to 3,500 kg;
g) Class C driving license remains unchanged and can be changed or reissued with the same class and specialized motorcycle driving certificate for drivers of tractors with a load capacity of over 3,500 kg;
h) Class D driving license is exchanged or reissued to class D2 driving license and specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg;
i) Class E driving license is exchanged or reissued to Class D driving license and specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg;
k) Class FB2 driving license can be changed or reissued to class BE or class C1E driving license and specialized motorcycle driving certificate for tractor drivers with a load capacity of up to 3,500 kg;
l) FC class driving license is exchanged or reissued to CE class driving license and specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg;
m) FD class driving license is changed or reissued to D2E class driving license and specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg;
n) FE class driving license is exchanged or reissued to DE class driving license and specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg.
3.The validity period of driving license according to new regulations is as follows:
a) Unlimited driving licenses of classes A1, A, B1;
b) Class B and Class C1 driving licenses are valid for 10 years from the date of issue;
c) Driving licenses of classes C, D1, D2, D, BE, C1E, CE, D1E, D2E and DE are valid for 05 years from the date of issue.
4.Driver's license points
a) Driver's license points are used to manage drivers' compliance with laws on road traffic order and safety on the database system on road traffic order and safety, including 12 points. The number of points deducted for each violation depends on the nature and severity of the violation of laws on road traffic order and safety. Data on driver's license points deducted by violators will be updated into the database system immediately after the penalty decision comes into effect and the person whose driver's license points are deducted will be notified.
b) A driving license that has not been fully deducted points and has not been deducted points within 12 months from the date of the most recent deduction of points will have all 12 points restored.
c) In case all points are deducted from a driving license, the license holder is not allowed to drive a vehicle on the road using that driving license. After at least 06 months from the date of deduction of all points, the license holder is allowed to participate in the test on legal knowledge on road traffic order and safety organized by the Traffic Police force. If the result is satisfactory, the full 12 points will be restored.
d) After being changed, reissued or upgraded, the driving license will retain the same number of points as the driving license before being changed, reissued or upgraded.
e) The person with authority to handle administrative violations has the authority to deduct points from the driver's license.
5.People with expired driving licenses.
- Overdue less than 1 year from the expiration date must take a theoretical test according to the provisions in Point a, Clause 1, Article 17, Circular 35/2024/TT-BGTVT to issue a driving license.
- Overdue for 1 year or more from the expiration date, must take a theoretical and practical driving test in the form and on the road to issue a driving license according to the provisions of Clause 1, Clause 2 and Clause 3, Article 17, Circular 35/2024/TT-BGTVT.
6.People whose driving license is lost but has expired, whose name is on file with the Department of Transport, and is not currently being confiscated or processed by competent authorities must take the following test:
- Overdue for less than 1 year, must take the theoretical test to be granted a driving license according to the provisions of Point a, Clause 1, Article 17, Circular 35/2024/TT-BGTVT.
- Overdue for 1 year or more from the expiration date, must take a theoretical and practical driving test in the form and on the road to issue a driving license according to the provisions of Clause 1, Clause 2 and Clause 3, Article 17, Circular 35/2024/TT-BGTVT.
7.A person whose driving license is lost and still valid will be considered for reissuance of a driving license. The reissuance of a lost driving license is carried out in accordance with the provisions in Clauses 2, 3 and 4, Article 36, Circular 35/2024/TT-BGTVT.
8. When the Driver's License is damaged and can no longer be used or when it expires, citizens who need to carry out procedures to change the Driver's License issued by the Department of Transport can choose how to carry out the procedure according to the following instructions:
- Method 1: Go directly to the Nghe An Provincial Public Administration Service Center, Address: No. 16, Truong Thi, Vinh City, Nghe An Province, Phone: 0889.391.818 to complete the procedure.
- Method 2:Go directly to the Central Post Offices of districts, cities and towns in Nghe An province to do the procedures.

INSTRUCTIONS FOR CHANGING CAR LICENSE ONLINEISSUED BY THE TRANSPORT SECTOR (LEVEL 4)
Step 1:Health examination at a medical facility qualified to examine the driver's health and connected to the health insurance assessment portal.

Step 3. Use your account to enter the system.

Step 4: Enter information, photo file, driver's license, CCCD/ID card, look up violations, change residence (if any)
Select:
+ Receiving agency: Nghe An Department of Transport
+ Reception location: Nghe An Registration Office
+ Select reason for exchange: (due for exchange, damaged,...)
+ Enter Driver's License number: 12 digits
Lookup: valid driver's license information if"This driver's license is not revoked or suspended".
Additional:(Change of driver information or not updated CCCD number)
+ Enter new ID number.
+ Permanent residence.
Enter health certificate number: selectLookup
Download file:
+ Portrait photo (blue background, photo format)
+ Photocopy of Driver's License, ID Card/CCCD in PDF or Word format.
+ Fill in all information marked with *.
- Select item:I certify that my driving license is current....
- Select continueget results at one stoporReceive results at home by mail(then enter the recipient information)
Pay: The associated banks in the system appear, select the payment bank and fill in all the requirements. After completing the payment, you can print the Fee Receipt according to the file code. This completes the entire process of changing the driver's license.
Step 5:Get a new driver's license at the Provincial Public Administration Service Center(No. 16 Truong Thi, Vinh city, Nghe An province)or send by post and return the old driver's license to cut corners.
