Nghe An province provides guidance on establishing specialized departments in 8 communes that will not be merged.
The Nghe An Department of Internal Affairs has just issued a document guiding the process of establishing specialized departments and Public Administrative Service Centers in 8 communes not included in the 2025 administrative unit reorganization, namely: Keng Du, My Ly, Bac Ly, Huoi Tu, Muong Long, Luong Minh, Huu Khuong and Binh Chuan.

According to the guidelines, the new organizational model in these communes includes three specialized departments under the Commune People's Committee: the Office of the People's Council and People's Committee, the Economic Department, and the Culture and Social Affairs Department, along with the Commune-level Public Administrative Service Center.
The establishment procedure is guided as follows: The People's Committee of each commune directs the department in charge of internal affairs to draft a plan for establishing specialized departments and a Public Administrative Service Center under the People's Committee of the commune; then, it submits the plan to the People's Council of the commune for consideration and approval of a resolution on the establishment of the specialized departments.
The Chairman of the People's Committee of the commune issues decisions appointing civil servants to leadership and management positions in specialized departments and the Public Administrative Service Center; and assigns officials and civil servants to work in specialized departments and the Public Administrative Service Center to perform functions and tasks as prescribed.
The People's Committee of the commune, based on the provisions of the law and relevant guidelines, issues regulations on the functions, tasks, and powers of the specialized departments and the Public Administrative Service Center.
Previously, at the meeting on October 16, 2025, the Standing Committee of the Nghe An Provincial Party Committee heard and agreed with the proposal of the Standing Committee of the Provincial People's Committee Party Committee on the policy of establishing specialized departments and Public Administrative Service Centers in communes that were not reorganized.
The Standing Committee of the Provincial Party Committee assigned the Standing Committee of the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee in directing the implementation; at the same time, it requested that the number of Vice Chairmen of the Commune People's Committees, deputy heads of specialized departments and equivalent positions comply with current regulations.
According to Resolution No. 1678/NQ-UBTVQH15 dated June 16, 2025, of the Standing Committee of the National Assembly on the rearrangement of commune-level administrative units in Nghe An province in 2025, the entire province has rearranged 403 out of 412 commune-level administrative units to form 130 commune-level administrative units (including 119 communes and 11 wards). Nine communes were not included in the rearrangement: Keng Du, My Ly, Bac Ly, Huoi Tu, Muong Long, Binh Chuan, Huu Khuong, Luong Minh, and Chau Binh.
From July 1st, 2025, Nghe An province will officially operate a two-tiered local government system (provincial and commune). Under this model, 122 out of 130 communes and wards in the province have established specialized departments including: the Office of the People's Council and People's Committee, the Economic Department (for communes) or the Economic, Infrastructure and Urban Planning Department (for wards), the Culture and Social Affairs Department, and the Public Administrative Service Center.
Of the 9 communes that were not reorganized, only Chau Binh commune (formerly Quy Chau district) has completed the establishment of specialized departments; the remaining 8 communes have not yet established specialized departments, including: Keng Du, My Ly, Bac Ly, Huoi Tu, Muong Long, Luong Minh, Huu Khuong and Binh Chuan.
Practical experience after more than 3 months of operating the two-tiered local government system shows that in communes without specialized departments, the activities of the commune People's Committees face many difficulties. In light of this situation, the Nghe An Department of Internal Affairs advised the Provincial People's Committee to report to the Provincial Party Committee and the Provincial People's Committee to seek the opinion of the Provincial Party Standing Committee.
Based on this proposal, the Standing Committee of the Provincial Party Committee unanimously agreed on the principle of establishing specialized departments and Public Administrative Service Centers in the eight communes mentioned above.
