Nghe An effectively combines resources to support the poor in building and repairing houses.

Over the years, many state policies aimed at the poor have been highly effective, especially national target programs. By flexibly implementing these policies, many localities in Nghe An have combined various support sources to help poor and near-poor households build new houses, repair dilapidated ones, and gradually improve their lives.

The joy of new homes

As the year draws to a close, people in the highland villages of Nghe An province begin to shiver in the biting cold. Mrs. Vi Thi Ba, from Thai Son 2 village, Mon Son border commune, said that in previous years, when winter arrived, she and her granddaughter would worry endlessly about their thatched-roof house, which was exposed to the elements. “Before, I worried about my granddaughter getting sick, about leaks and drafts. Now that we have a new house, we no longer fear the cold in winter, and we sleep more peacefully. I am very happy, excited, and grateful to the Party and the State,” Mrs. Vi Thi Ba happily stated.

Having been a poor household for many years, Ms. Vi Thi Ba currently lives alone and raises her grandchild. Her main source of income is rice farming and raising a few chickens, making building a new house extremely difficult and impossible for her. “This spacious new house for Ms. Ba was completed just 3 months ago thanks to a combination of funding sources, including the National Target Program and the Women's Union's 'Shelter of Love' fund. In addition, the Mon Son Border Guard Post also provided Ms. Vi Thi Ba with a breeding buffalo. This collective effort has helped Ms. Vi Thi Ba have both a stable home and a livelihood to rise out of poverty,” said Ms. Vi Thi Ngan, Secretary of the Thai Son 2 Party Branch.

Also in Thai Son 2 village, Mr. Vi Van Trung and Mrs. Vi Thi Hoa are happily and busily decorating their new house. Mr. Trung, now over 70 years old, is moving into his spacious new home for the first time in his life. Introducing his new house, Mr. Trung happily said that without the encouragement of the government, the village, and support from the National Target Program (40 million VND), and a low-interest loan repaid over 15 years, he and his wife would never have a new house to live in by the end of their lives.

Mr. Vi Van Trung has worked as a commune and village official for over 40 years, with his main income coming from rice farming and raising chickens and ducks, so he was unable to contribute money to build a new house. “The active support of the Party and the State, especially the National Target Program, has given poor and near-poor households more motivation and determination to rise up. This is an excellent policy that has had a huge impact on the lives of our people in the highlands,” said Mr. Vi Van Ngan, Head of Thai Son 2 village.

Not only in Mon Son, but throughout the province, during the 2021-2025 period, the support for housing construction and repair of dilapidated houses from the National Target Program, specifically Project 5 on Housing Support for Poor and Near-Poor Households, has basically completed the work of supporting 6,164 houses for people. Of these, 3,540 houses were newly built and 2,624 houses were repaired, ensuring they meet the standards for area and quality as required by the Program. This has helped thousands of poor and near-poor households have safe and stable housing, contributing to social security and sustainable poverty reduction.

Effectively integrating funding into program implementation.

In Nghe An province, the central government's medium-term development investment capital for the period 2021-2025, allocated by the Prime Minister, is 918.868 billion VND. As of July 20, 2025, 100% of the allocated capital has been allocated in detail, including all three National Target Programs.

According to the Head of the Department of Ethnic Minorities and Religions, the province has paid attention to and directed the mobilization of resources to implement National Target Programs through various forms and solutions, especially in mobilizing social capital. It encourages and calls on businesses to invest in agriculture and rural areas, linking with farmers in production, processing, and consumption of products, contributing positively to the construction of new rural areas. It has effectively mobilized credit flows to invest in agriculture, rural areas, remote areas, and areas with special difficulties. The province has also promoted lending to poor households, near-poor households, and newly-escaped-poverty households to create jobs through the Policy Bank.

Specifically, the National Target Program for Sustainable Poverty Reduction over the past four years has provided preferential credit to 305,876 poor households and other policy beneficiaries. In particular, 31,561 poor households, 58,373 near-poor households, and 32,327 newly-escaped-poverty households in disadvantaged areas received loans for production and business development, loans for children's education, loans for overseas employment, loans for repairing, renovating, building, or purchasing social housing, and loans for clean water and sanitation projects to improve their quality of life, totaling VND 13,559.675 billion.

Meanwhile, the National Target Program for Building New Rural Areas has focused on lending for housing construction, production and business development, and consumption, with a total credit capital of 48,359.225 billion VND.

The integration of geographical areas and funding sources between national target programs has been effectively implemented in localities. For example, the project to build roads to the centers of Nhon Mai and Mai Son communes in Tuong Duong district utilizes integrated funding from the National Target Program for Sustainable Poverty Reduction (86.797 billion VND) and the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas (318.203 billion VND)... Or, social policy credit funds have contributed to socio-economic development and poverty reduction in ethnic minority areas through livelihood support, improving people's lives, and helping to prevent usurious lending and "black" credit in rural, remote, and disadvantaged areas.

Over the past four years, preferential credit has been provided to 305,876 poor households and other policy beneficiaries, including: 31,561 poor households, 58,373 near-poor households, and 32,327 newly-escaped-from-poverty households. These households in disadvantaged areas received loans for production and business development; loans for repair, renovation, and new construction… aimed at improving their quality of life.

It can be seen that sustainable poverty reduction, especially in ethnic minority and mountainous areas, is achieved when poverty reduction and social security work receives special attention from all levels and sectors. This leads to a significant improvement in the awareness of Party committees, government agencies, and the people. The goal of poverty reduction has become an important task and target in the leadership, direction, and management of local Party committees and governments. Along with the effective implementation of the National Target Program for Sustainable Poverty Reduction, to date, 77.07% of communes have met the criteria for multidimensional poverty reduction, making a significant contribution to the overall economic development of the province.
