Nghe An opens online public service portal

(Baonghean.vn) - On the morning of January 10, the People's Committee of Nghe An province held the opening ceremony of "Nghe An province's online public service portal" with the address http://dichvucong.nghean.gov.vn.

Attending the ceremony were comrade Truong Minh Tuan - Member of the Party Central Committee, Minister of Information and Communications; Tran Manh Hung - Chairman of the Board of Members, VNPT Group.

On the side of Nghe An province, there were comrades: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Le Quang Huy - Deputy Secretary of the Provincial Party Committee and comrades in the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; representatives of leaders of provincial departments, branches and sectors.

Online public services are built to facilitate individuals and organizations that need to quickly resolve administrative procedures at a single access address. Citizens and businesses can communicate with the government 24/7, anywhere with an internet connection. Transactions in the process of processing records and providing services are carried out on the internet environment.

Since 2014, the province has approved the roadmap for providing online public services of state agencies in Nghe An province for the period 2014-2018 according to the Project on building e-government No. 3188. With the strong determination of the leaders of the Provincial Party Committee and the Provincial People's Committee, the participation of departments, branches, localities, and the support of enterprises, the province has made great strides in applying IT in management and operation activities.

Up to now, the whole province has 15/17 departments, 21/21 districts, cities and towns and 480/480 communes that have completed the survey, configuration installation and training, and transfer of the electronic one-stop software system to serve the management of the one-stop mechanism and the Nghe An province online public service portal.

This is a product based on cloud computing technology of Vietnam Posts and Telecommunications Group (VNPT) transferred to Nghe An province in the form of outsourcing IT services according to Decision 80/2014/QD-TTg of the Prime Minister regulating the pilot of outsourcing IT services in State agencies.

As of January 5, 2017, there were 4,619 level 1 public services, 3,783 level 2 public services, 827 (the number may continue to change) level 3 public services and 9 level 4 public services out of a total of 4,619 administrative procedures provided on the Provincial Public Service Portal, at http://dichvucong.nghean.gov.vn.

Speaking at the ceremony, Chairman of the Provincial People's Committee Nguyen Xuan Duong assessed that the deployment of online public services is aimed at building e-government, a breakthrough solution in administrative reform, contributing significantly to the management process of provincial leaders, improving the province's provincial competitiveness index (CPI). This is also the foundation and important result in implementing Resolution 26 of the Politburo, including the goal of building Vinh city into an information technology center of the North Central region.

The Chairman of the Provincial People's Committee also emphasized that the creation of the Online Public Service Portal and its operation is only the first step, the road ahead is much more difficult and complicated, requiring us not only to simply pursue the development of new technology or only focus on investing in the development of information infrastructure, but also to reform the State apparatus, optimize operational processes, expand the provision of information and diverse administrative services, in a friendly manner to people and businesses.

"This is also the province's desire as well as the challenge for the province and relevant agencies in the coming time," said Chairman of the province Nguyen Xuan Duong. Nghe An Provincial People's Committee is committed to continuing research and development, hoping to have the support of the Government, ministries, central branches, cooperation and assistance from agencies inside and outside the province, individuals and businesses to overcome internal and external barriers in the process of building and operating the province's online public service portal.
