Nghe An Province launches its online public service portal.

(Baonghean.vn) - On the morning of January 10th, the People's Committee of Nghe An province held the opening ceremony of the "Nghe An Province Online Public Service Portal" at the address http://dichvucong.nghean.gov.vn.

Attending the ceremony were Comrade Truong Minh Tuan - Member of the Central Committee of the Party, Minister of Information and Communications; and Tran Manh Hung - Chairman of the Board of Members, VNPT Group.

Representing Nghe An province were: Nguyen Dac Vinh - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly Deputies; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Quang Huy - Deputy Secretary of the Provincial Party Committee, along with other members of the Provincial Party Standing Committee and Vice Chairmen of the Provincial People's Committee; and representatives of leaders from provincial departments and agencies.

Online public services are designed to facilitate individuals and organizations in quickly resolving administrative procedures at a single access point. Citizens and businesses can communicate with the government 24/7, from anywhere with an internet connection. Transactions during the processing of applications and provision of services are conducted online.

Since 2014, the province has approved a roadmap for providing online public services by state agencies in Nghe An province for the period 2014-2018 according to the e-government development plan No. 3188. With the strong determination of the Provincial Party Committee and the Provincial People's Committee, the involvement of departments, agencies, and localities, and the support of businesses, the province has made great strides in applying information technology in management and administration.

To date, 15 out of 17 departments, 21 out of 21 districts, cities, and towns, and 480 out of 480 communes in the province have completed the survey, configuration, training, and transfer of the interconnected electronic one-stop service software system to serve the management of the one-stop mechanism and the Nghe An Provincial Online Public Service Portal.

This is a cloud computing product transferred to Nghe An province by the Vietnam Post and Telecommunications Group (VNPT) through an IT service outsourcing model, in accordance with Decision 80/2014/QD-TTg of the Prime Minister, which stipulates the pilot program for IT service outsourcing in state agencies.

As of January 5, 2017, there were 4,619 level 1 public services, 3,783 level 2 public services, 827 (this number may change) level 3 public services, and 9 level 4 public services out of a total of 4,619 administrative procedures provided on the province's Public Service Portal, at http://dichvucong.nghean.gov.vn.

Speaking at the ceremony, Chairman of the Provincial People's Committee Nguyen Xuan Duong assessed that the implementation of online public services aims to build an e-government, a breakthrough solution in administrative reform, making an important contribution to the provincial leadership's management process and improving the province's Provincial Competitiveness Index (CPI). This is also a foundation and an important result in implementing Resolution 26 of the Politburo, which includes the goal of building Vinh City into an information technology center of the North Central region.

The Chairman of the Provincial People's Committee also emphasized that creating and putting into operation the online public service portal is only the first step; the road ahead is much more difficult and complex, requiring us not only to simply pursue the development of new technologies or focus solely on investing in information infrastructure development, but also to reform the state apparatus, optimize operational processes, expand the provision of information and diverse administrative services in a way that is friendly to citizens and businesses.

"This is also the province's aspiration as well as a challenge for the province and relevant agencies in the coming time," said Provincial Chairman Nguyen Xuan Duong. The People's Committee of Nghe An province is committed to continuing research and development, and hopes for support from the Government, central ministries and agencies, cooperation and assistance from agencies inside and outside the province, individuals, and businesses to overcome internal and external barriers in the process of building and operating the province's online public service portal.

At the ceremony, Minister of Information and Communications Truong Minh Tuan and provincial leaders, along with VNPT Group, inaugurated the province's online public service portal.
