In practice, over the past period, Party branches in Nghe An have been striving to implement many solutions to improve the capacity and effectiveness of their leadership, truly becoming the "nucleus" of leadership within the political system and among the people.

In Hung Tan village Party branch, Dien Ky commune (Dien Chau district), leadership capacity has been enhanced by closely adhering to and strictly implementing Regulation No. 27 of the Standing Committee of the Nghe An Provincial Party Committee on evaluating Party branch activities, in conjunction with implementing the "Four Good Party Branch" model.

Comrade Hoang Thi Bich Thuy, Secretary of the Hung Tan Village Party Branch, stated: Based on clearly defining the contents and tasks to be done according to the "four good" standards, the branch secretary, deputy secretary, branch committee members, and individual party members have enhanced their sense of responsibility and promoted their pioneering and exemplary roles. In branch meetings, the agenda is meticulously prepared, with democratic discussions from the branch committee to the branch before resolutions are passed. Once consensus is reached, party members not only seriously implement the resolutions but also propagate and encourage their families and the people to do the same. In cases of disagreement, the branch patiently explains and effectively carries out ideological work, ensuring the principle of "the minority submitting to the majority" is upheld.

The Party Committee of Hung Tan village implements a system of assigning tasks to Party members; in addition to annual tasks assigned to each area of ​​responsibility, such as Party member development, economic development, environmental sanitation, and managing mass organizations and self-governing groups, each month, based on the Party branch's resolution, 28 Party members are assigned specific tasks. Monitoring and evaluating the results of implementation are conducted seriously and effectively, with monthly reminders and included in the year-end Party member evaluation and ranking.

Thanks to this, the Party branch successfully completed its tasks for two consecutive years (2023–2024); in 2024, it was commended by the Dien Chau District Party Committee as a model for studying and following the ideology, ethics, and style of Ho Chi Minh.

With over 270 households and nearly 900 inhabitants, the Party Branch of Hamlet 8, Nghi Lam Commune, has 28 Party members, including a Party Committee of 3 members. Implementing the resolution for the 2022-2025 term, the Party Branch has focused on improving leadership capacity through key solutions: setting an example for Party members, especially the leading role of the Party Committee, to guide and spread the movement to each household. Placing Party members at the center of political tasks, socio-economic development, and building a cultured lifestyle has yielded practical results.

Party members serve as exemplary leaders and actively mobilize the people to implement the contents and criteria of the new rural development program, contributing to Nghi Lam commune achieving advanced new rural development standards in 2024; in particular, Hamlet 8 was recognized as a typical cultural village at the provincial level.

Nguyen Van Hoa, Secretary of the Party Branch of Hamlet 8, shared: The Party Branch has set the next goal as building Hamlet 8 into a "smart hamlet," working alongside Nghi Lam commune to achieve the model new rural standard by the end of 2025.

To realize this, the Party branch continues to promote democracy in its activities, assigns clear tasks to each Party member, strengthens inspection and supervision, and maintains the Party branch's role as the political nucleus at the grassroots level. From the spirit of unity, innovation, and responsibility, the Party branch of Hamlet 8 is affirming its position as a shining example in improving the leadership capacity of Party organizations in residential areas.

Over the years, Party building work in Nghe An has seen many positive changes, especially at the grassroots level – where Party branches are identified as the political nucleus for comprehensive leadership. Not only have individual Party branches fostered a spirit of innovation and creativity in their organization and activities, but at the provincial level, new orientations and policies have created strong momentum, contributing to a significant improvement in the leadership capacity and fighting strength of each Party organization, including Party branches.

Besides the self-renewal efforts of each Party branch, the Standing Committee of the Nghe An Provincial Party Committee has issued a series of important documents such as Regulation No. 08 and now Regulation No. 27 on evaluating the quality of Party branch meetings, aiming to bring this activity into order, make it substantive, and avoid formality.

Furthermore, the province has identified the policy of building "Four Good Party Branches" as a key solution to comprehensively improve leadership capacity from the grassroots level.

The Nghe An Provincial Party Committee and Party committees at all levels have actively and decisively implemented numerous solutions to develop Party members, especially in Party branches that have not admitted new members for many years and in areas at risk of ceasing to exist, in order to supplement the strength of the Party branches; this is linked to reviewing, screening, and expelling from the Party those members who no longer meet the qualifications.

One of the fundamental innovations is the inclusion of studying and following Ho Chi Minh's ideology, ethics, and style as a regular and thematic activity in Party branches. This has led to a strong transformation in awareness and action, enhancing the sense of responsibility of each Party member and each Party committee.

Along with that, many effective and innovative "People's Mobilization" models have been implemented in localities. According to Comrade Tran Van Binh, Secretary of the Party Committee of Nghi Lam commune (Nghi Loc district), from leading political organizations and Party members in mobilizing people to donate land for road construction and new rural development, to protecting security and order and building the material and spiritual lives of the people; the leadership role of rural Party branches is increasingly evident in practice, gaining the trust and support of the people.

Currently, the policy of reorganizing administrative units, streamlining the apparatus, and implementing a two-tiered government model, along with the requirement for innovation and promoting development to usher the country into a new era of national progress, is being implemented vigorously. So what is the solution to this "story"? Besides continuing to implement long-standing solutions, based on practical experience at the grassroots level, Comrade Luu Xuan Diem – Secretary of the Party Committee of Chau Cuong commune (Quy Hop district) – believes that the most effective solution for improving the leadership capacity and fighting strength of the Party branch is the role of the branch leader and the Party committee. Because the Party branch is the level that organizes and implements how Party members speak and act in harmony with the people; not only must they be pioneers in action, but they must also be able to critically evaluate individuals and groups who disagree, even oppose; especially in introducing new, progressive, and civilized ideas to replace the old and backward. The leader must know how to analyze and articulate in a positive way; understand what will be gained if the action is taken and vice versa; clearly define the goals to be achieved and a clear step-by-step plan: What to do? Where to do it? How to do it? Who will do it? When will it be completed?

Also mentioning the important role of the Party branch committee, Comrade Nguyen Van Truong – Secretary of the Party Committee of Quynh Chau commune (Quynh Luu district) said that it is necessary to build Party branch cadres of a reasonable age and with the capacity to ensure they can "shoulder" the work in the hamlet; especially those with prestige so that the people listen; close to the people, understand the people to make correct and people-respecting decisions, being fair and responsible, so that the Party branch can lead effectively and create trust among the masses.

Regarding the quality of the Party branch committee staff, Comrade Kieu Van Thanh - Head of the Organization Department of the Quynh Luu District Party Committee, said: In some administrative units at the commune level that have been reorganized recently, some commune-level officials have been directed to work part-time in hamlets and villages. Currently, the reorganization of commune-level administrative units will also provide additional resources for the grassroots level to improve the leadership capacity of the Party branches.

On June 3rd, the Central Organizing Committee held an online conference to gather feedback on the draft Directive of the Party Central Committee on "Renewing and Improving the Quality of Party Branch Meetings in the New Period." Once issued, this directive will contribute many solutions and a resolute spirit to improving the quality of Party branch meetings, thereby enhancing the leadership capacity and fighting strength of Party branches in the new situation.
