In Nghe An, the above activity is organized at the provincial and communal levels, starting at 6:00 a.m. on August 16, 2025 (Saturday).

Accordingly, the provincial central point was held at Ho Chi Minh Square, Truong Vinh Ward with the participation of the Standing Committee of the Provincial Party Committee, leaders of the People's Council, People's Committee, Vietnam Fatherland Front Committee of the province; leaders of departments, branches, agencies, units under the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the province, and the National Assembly Delegation of the province.

Leaders, cadres, civil servants, public employees, and workers of the Provincial Police; Department of Culture, Sports and Tourism; leaders of departments and offices of departments, branches, sectors, and socio-political organizations at the provincial level.

Officials and People in the wards: Thanh Vinh, Truong Vinh, Vinh Phu; Board of Directors and teachers of the schools: Phan Boi Chau High School for the Gifted, Huynh Thuc Khang High School, Ha Huy Tap High School, Le Viet Thuat High School. Union members and youth from universities in the area...

At exactly 6:00 a.m. on August 16, at Ho Chi Minh Square and 127 other communes and wards (except for 3 wards participating in the provincial center), the flag-raising ceremony and the singing of the National Anthem will be held simultaneously, at the same time as the flag-raising ceremony at President Ho Chi Minh's Mausoleum (Hanoi), creating a solemn and sacred atmosphere, promoting patriotism, national pride, and practically celebrating the country's important anniversary.

After the ceremony, at the main bridge, delegates will walk along the route from Ho Chi Minh Square to Truong Thi Street, turn left; go all the way to Truong Thi Street to the roundabout of Lenin Monument. At the commune level, the Provincial People's Committee requires communes and wards to choose locations to hold the flag-raising ceremony; organize the walk in accordance with the actual situation in the locality.

To make the program more solemn and meaningful, the Provincial People's Committee encourages all classes of people to wear red flag shirts with yellow stars and participate in the flag-raising ceremony and sing the National Anthem; at the same time, requires localities to launch and organize for all classes of people and social components to walk together from 6:30 a.m. to 7:30 a.m., with the goal of spreading the message "1 billion steps into the new era" - an action symbolizing solidarity and consensus towards a green - clean - sustainable future.

In addition, the Provincial People's Committee proposed to organize a variety of rich and lively forms to call on the community to join hands to reduce net emissions to "0" by 2050, such as: Learning and raising awareness about green lifestyle, donating to build funds to support environmental protection and renewable energy development...

On the afternoon of August 11, Nhan Dan Newspaper coordinated with the Ministry of Public Security to hold a press conference to announce the national walking activity "Moving Forward with Vietnam" to celebrate the 80th anniversary of the August Revolution (August 19, 1945 - August 19, 2025), National Day September 2 (September 2, 1945 - September 2, 2025) and Traditional Day of the People's Public Security (August 19, 1945 - August 19, 2025).

This is a community activity of unprecedented scale and significance, taking place at a special moment when the whole country is entering a new stage of development along with the rearrangement of administrative units.

For the first time, a walking activity took place simultaneously in 34 provinces and cities with 3,321 communes, wards and administrative zones nationwide.

From July 25 to August 16, 2025, people nationwide can register online on the official electronic portal: cungvietnamtienbuoc.nhandan.vn and start recording their steps to contribute to the journey with the message "1 billion steps towards a new era" - a practical activity demonstrating patriotism, reducing carbon emissions and moving towards the country's Net Zero goal.

In particular, from 6:00 to 7:30 a.m. on August 16, 2025, program participants nationwide will wear red shirts with yellow stars, turn to the historic Ba Dinh Square to watch the national flag-raising ceremony, sing the national anthem in unison, and march forward for a united, strong, and sustainable Vietnam.
