Dai Son commune (Do Luong district) faces challenging natural and social conditions, and was the last commune in the district to achieve the new rural development goals in 2021. However, the success in directing the new rural development program has "unleashed" the mindset of the Party committee, government, and the entire political system, especially by "opening up" the thinking: this is a national policy that every locality must implement, primarily through the people's efforts, with the State only providing support, and the people themselves being the beneficiaries. Do Luong district continues to direct Dai Son commune to build an advanced new rural area in 2024.

After a year of decisive leadership, Dai Son commune has basically completed 19 criteria for advanced new rural communes. Only one aspect remains in the living environment quality criterion: the percentage of households using clean water from a centralized water supply system. The local authorities are currently working with a clean water supplier to implement this.

According to Comrade Nguyen Thuc Thanh, Secretary of the Party Committee of Dai Son commune, the core lesson learned in building new rural areas and advanced new rural areas is: The key issue is doing a good job of ideological work by thoroughly understanding the guidelines and policies to disseminate information and mobilize the people, combined with leading the way in working alongside the people by cadres and civil servants. In propaganda and mobilization, it is crucial to adhere closely to reality, clearly identifying the characteristics and situation of each target group and residential area, ensuring flexibility and sensitivity in ideological work. To achieve this, every cadre, civil servant, and non-specialized worker in the commune and hamlets must be truly close to the grassroots, understand the people, and cultivate skills in persuading the people.

Along with that, it is necessary to select reputable "seeds" with "weighty" voices among the people in each residential area to work together in ideological work. In particular, Party committees and authorities must fulfill any promises made to the people, and all actions must be for the benefit and interests of the people, creating trust in the officials among the people.

Regarding Hamlet 6, Dai Son Commune, a unit recognized for its outstanding performance in local movements, Comrade Nguyen Tho Huy – Secretary of the Party Branch and Hamlet Head – shared that: Based on the policies and resolutions of the commune Party Committee, the Party branch issued resolutions and set forth practical and people-friendly policies, creating clarity among cadres, Party members, and the people. For example, in the construction of new rural areas and advanced new rural areas, given the large area of ​​Hamlet 6, except for a central cluster of households, many roads have sparsely populated areas. Some roads are over 200 meters long but only have two households; mobilizing contributions for concrete road construction along the roads where people live would make it difficult to create a widespread and comprehensive movement.

Therefore, the Party cell of Hamlet 6 issued a resolution mobilizing a common average contribution based on the entire hamlet's population and conducted ideological work to foster a spirit of solidarity, sharing, and mutual support within the community. Simultaneously, they made residents in the central area understand that they would benefit more from infrastructure than those in areas further from the center, prioritizing road construction first, followed by those further from the center, ensuring that all residents enjoy equal benefits; and ensuring transparency in all revenue collection and clear financial settlements. Through this approach, from the beginning of the 2020-2025 term to the present, Hamlet 6 has garnered the consensus of residents to donate land for road widening and expansion from 2.5-3 meters to 5-7 meters and to pave over 13 kilometers of rural roads with concrete.

Recognizing the pioneering role of ideological work, Party committees at all levels in Nghe An have focused on innovation and creativity, ensuring high effectiveness in this area.

To ensure innovation in political and ideological work, right from the beginning of the 2020-2025 term, the Dien Chau District Party Committee issued the Project "Strengthening the Party's Leadership over Political and Ideological Work in the New Situation" with specific goals, tasks, and solutions. In particular, Dien Chau district focuses on caring for ideological work, enhancing the political fortitude of cadres and Party members, ensuring the completion of tasks, and contributing to preventing and repelling the decline in political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party. It proactively monitors the developments in public opinion and ideology among cadres, Party members, and the people to provide guidance and correction; resolutely combating wrongdoings and divisive actions within the Party and among the people through directing Party branches to organize ideological activities during regular branch meetings and organizing thematic meetings on ideological work.

The Dien Chau District Party Committee also directed Party committees at all levels to strengthen the organization of specialized reporting conferences and dialogues related to issues and areas where ideological issues are anticipated to arise, such as specialized reports on the reorganization of administrative units in 10 communes and towns subject to reorganization; specialized reports and dialogues in areas implementing land clearance, especially for key projects; on building new rural areas and advanced new rural areas; and on Party member development…

Comrade Chu Hong Phi – Head of the Propaganda Department of Dien Chau District Party Committee – affirmed: The focus on ideological work has contributed to the successful completion of land clearance for several key projects, such as the North-South expressway, the coastal road, Tho Loc industrial park, and the expansion and upgrading of many inter-commune and inter-district roads. The district was recognized as achieving the new rural standard in 2023, and the movement to build advanced new rural areas is continuing to be promoted, with 8 communes and towns achieving the standard of civilized urban areas. The district completed the reorganization of administrative units in 10 communes and towns into 5, creating high consensus among cadres, Party members, and the people with a consensus voting rate of over 98%. The results of Party membership recruitment in 2024 reached the highest level since the beginning of the 2020-2025 term, with 390 Party members, clearly demonstrating the impact of ideological work.

To innovate ideological work in Do Luong district, in addition to proactively grasping the evolving ideological situation, public opinion, and information reported in the press and received feedback from the people for timely handling, it is also linked to strengthening propaganda to protect the Party's ideological foundation and combating false and hostile narratives.

The year 2025 is predicted to present a mix of opportunities and challenges, with challenges outweighing opportunities; it will be a year of significant national and Nghe An province.
