Nghe An province plans to train and develop commune-level officials and civil servants to meet the needs of a two-tiered local government.

The Nghe An Provincial Party Committee has recently issued Project No. 09 on training and updating new knowledge and skills for commune-level officials and civil servants in the period 2026-2030, aiming to create a substantial transformation in the quality of human resources at the grassroots level.

According to the planThe overall goal is to form a professional team of commune-level officials and civil servants who are capable, responsible, and aspire to development, possessing sufficient qualities, abilities, and talent; equipped with the capacity for innovation, advisory skills, and public service implementation associated with digital transformation; and to organize and operate a streamlined, efficient, effective, and people-oriented local government apparatus that serves the people.

By innovating thinking, broadening perspectives, and adopting modern experiences and working methods, we can contribute to building Nghe An province into a prosperous province and a national-level growth pole in the new development era.

Regarding specific objectives, the province will develop training programs and content to enhance knowledge and skills for groups of commune-level officials and civil servants, including: officials and civil servants working in the commune-level Party Committee; the People's Council and People's Committee; the Fatherland Front Committee and other political and social organizations at the commune level.

By 2030, Nghe An province aims for 95% or more of its commune-level officials and civil servants to receive training and updated knowledge and skills tailored to their specific needs. Each year, 28-32 training courses will be organized, with 60-70 participants per course, using a hybrid format combining in-person and online learning to ensure flexible and suitable learning conditions.

The training program is designed in a modern way, with 30% theoretical knowledge and 70% professional skills and practical work experience of the Party, government, Fatherland Front, and political and social organizations.

The content is open-ended, flexible, and relevant to job positions; it integrates new knowledge in public administration, science and technology, innovation, soft skills, and professional skills, prioritizing topics on digital skills and newly decentralized areas such as finance, land, and justice.

The project also emphasizes innovation in training methods, shifting from traditional teaching to interactive forms, case studies, group discussions, simulations, and self-study.

Nghe An province has 130 commune and ward administrative units with 8,624 commune-level officials and civil servants. The number of officials and civil servants in the Party sector is 2,277; in the Fatherland Front and socio-political organizations is 1,191; in the government sector is 4,748; in the military command is 337; and 7,365 are officials and civil servants holding positions such as heads and deputy heads of Party building committees; chief and deputy chiefs of offices; chairmen and deputy chairmen of Party inspection committees; heads and deputy heads of departments and equivalent positions under the People's Council and People's Committee at the commune level; heads, deputy heads, members of standing committees/executive committees, and specialists in the Party, government, Fatherland Front, and socio-political organizations.
