The province has implemented numerous policies to significantly improve the investment and business environment; support and resolve difficulties for businesses; and proactively promote and attract targeted investments...

Efforts to reform administrative procedures

Over the years, the number of businesses and entrepreneurs in Nghe An province has continuously grown, with more than 15,000 businesses registered to date, operating in diverse fields. This figure makes Nghe An the leading locality in the North Central region and the 7th largest in the country in terms of the number of businesses. In 2015, businesses contributed more than 7,400 billion VND to the budget, accounting for 60% of the province's total budget revenue.

To achieve these results, the province has implemented numerous policies to support businesses. These include focusing on accelerating administrative reforms, enhancing competitiveness; and conducting impromptu and regular dialogues to address obstacles and difficulties faced by businesses. The province has also implemented policies to support human resource training, the development of entrepreneurs, product branding, land clearance, and infrastructure development. For example, in addition to incentives, Nghe An has reviewed and streamlined administrative procedures, shortening the processing time for related applications.

Previously, to implement investment projects in Nghe An province, businesses and investors had to complete at least 28 administrative procedures at various departments, agencies, and localities. However, under this new model, investors only need to go to a single location: the One-Stop Service Center at the Department of Planning and Investment. These strong and practical solutions have created an increasingly open investment and business environment, which has been recognized and highly appreciated by businesses.

Not only has Nghe An created a foundation and impetus for the development of local businesses, but it has also made significant changes in its vision and strategy for attracting domestic and foreign investment. As a result, the province has attracted a large number of domestic and foreign entrepreneurs to invest capital; notable projects include VSIP, Ton Hoa Sen, Masan, Hemaraj (Thailand), and Em-tech (Korea)... Recently, the province organized an investment promotion event in Korea with partners in the healthcare sector, the Kaesong Industrial Complex Association, and the Korea Chamber of Commerce and Industry (KCCI).

Building a proactive and service-oriented government.

The achievements in developing the business community and entrepreneurs can be said to be very dynamic, boosting the province's economic development. However, a current reality is that despite the large number of businesses, the province's development potential has not been fully exploited; the number of large businesses with leading roles is still small, with the majority being small, medium, or even micro-enterprises. In addition, administrative reform has not yet fully met the requirements and expectations of both businesses and the province.

Recognizing the existing challenges, over the years, the province has paid special attention to administrative reform in general and to attracting investment in particular, in the spirit of building a proactive and service-oriented government. The province is also focusing on promoting the establishment of an Investment Promotion and Support Center under the Provincial People's Committee.

Furthermore, on July 1, 2016, the Provincial People's Committee issued Decision No. 3171/QD-UBND on the Action Program to implement Resolution No. 35/NQ-CP dated May 16, 2016 of the Government on supporting and developing enterprises until 2020. This demonstrates Nghe An's political determination to concretize Government Resolution 35 on this issue, as well as to implement the directives of Prime Minister Nguyen Xuan Phuc to accompany and support enterprises with the motto "3 accompanying, 5 supporting" so that they can grow strong domestically, expand globally, and achieve success.

Speaking on the province's overall guiding principles, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa emphasized: Administrative reform, coupled with the development of e-government and the creation of an efficient and hassle-free government apparatus, has always been a priority for the province throughout its leadership and management. Along with this, recognizing businesses as the driving force of development, the Party Committee and government of Nghe An are committed to creating an equal and fair environment for all businesses. Creating a transparent and favorable business environment for enterprises is not only a lever to improve the province's economic competitiveness but also reflects the operational capacity of local government agencies. The province will continue to build mechanisms to allow businesses to meet, dialogue, and resolve difficulties and obstacles. The government will always be supportive and friendly to the people and businesses to create new impetus for the province's development.
