Nghe An always accompanies businesses and entrepreneurs

Efforts to reform administrative procedures

In recent years, the number of enterprises and businessmen in Nghe An province has been growing steadily with more than 15,000 enterprises registered to date and operating in a variety of fields. This number makes Nghe An the leading locality in the North Central region and the 7th in the country in terms of the number of enterprises. In 2015, enterprises contributed more than 7,400 billion VND to the budget, accounting for 60% of the province's total budget revenue.

To achieve that result, the province has had many policies to accompany and support businesses. In particular, it focuses on promoting administrative reform, improving competitiveness; implementing a mechanism of ad hoc and regular dialogues to remove obstacles and difficulties for businesses... The province has also had policies to support training of human resources, business teams, building product brands, site clearance, infrastructure construction... For example, in addition to incentives, Nghe An has reviewed and reduced administrative procedures, shortening the time to review related documents.

Previously, to implement an investment project in Nghe An province, enterprises and investors had to carry out at least 28 administrative procedures at many departments, branches, and localities, but under this new model, investors only have to go to one place, the Department of Receiving and Returning Results under the one-stop mechanism at the Department of Planning and Investment. These strong and practical solutions have created an increasingly open investment and business environment and have been recognized and highly appreciated by enterprises.

Not only creating a foundation and driving force for local businesses to develop, Nghe An has also changed a lot in its vision and strategy to attract domestic and foreign investment. Therefore, the province has attracted a team of domestic and foreign entrepreneurs to invest capital; notably projects such as VSIP, Ton Hoa Sen, Masan, Hemaraj (Thailand), Em-tech (Korea)... Recently, the province has organized investment promotion in Korea with partners in the medical field, Kaesong Industrial Zone Association, Korea Chamber of Commerce and Industry (KCCI).

Building a creative and serving government

The results achieved in developing the business and entrepreneur team can be said to be very dynamic, promoting the development of the province's economy. However, the current reality is that although the number of businesses is large, the province's development potential has not been fully exploited; the number of large businesses with leading roles is still small, the majority are medium, small, and even micro-sized businesses. In addition, administrative reform has not really met the maximum requirements and expectations of both businesses and the province.

Grasping the existing problems, in recent years, the province has paid special attention to administrative reform in general and investment attraction in particular in the spirit of building a creative and serving government. The province is also focusing on promoting the establishment of an Investment Promotion and Investment Support Center under the Provincial People's Committee.

Along with that, on July 1, 2016, the Provincial People's Committee issued Decision No. 3171/QD-UBND on the Action Program to implement Resolution No. 35/NQ-CP dated May 16, 2016 of the Government on supporting and developing enterprises until 2020. This is a testament to Nghe An's political determination in concretizing Resolution 35 of the Government on this issue as well as implementing the direction of Prime Minister Nguyen Xuan Phuc to accompany and support with the motto "3 companions, 5 supports" so that enterprises can grow at home, reach out to the world and succeed.

Speaking of the province's general direction, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa emphasized: Administrative reform associated with building e-government, building an effective government apparatus, avoiding troubles is always an issue that the province is interested in and implementing throughout the direction and administration process. Along with that, identifying enterprises as the driving force for development, the Party Committee and the government of Nghe An are committed to always creating an equal and fair environment for all enterprises. Creating a transparent and favorable production and business environment for enterprises is not only a lever to improve the competitiveness of the provincial economy but also reflects the management capacity of local state management agencies. The province will continue to build a mechanism for enterprises to meet, dialogue and remove obstacles and difficulties. The government always accompanies and is friendly with the people and enterprises to create driving forces for new development of the province.
