(Baonghean.vn) – Continuing the morning session on June 24th, the Standing Committee of the Provincial Party Committee gave its opinions on projects under the key infrastructure development program that strongly influence the development of key economic zones.

Comrade Nguyen Dac Vinh - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee - chaired the meeting.

Comrades Nguyen Xuan Son – Standing Deputy Secretary of the Provincial Party Committee; Nguyen Xuan Duong – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Quang Huy – Deputy Secretary of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee and leaders of several provincial departments and agencies participated in the meeting.

At the meeting, based on an assessment of the results of the two-year implementation of the project on building key infrastructure in the province until 2020, in the fields of irrigation and climate change adaptation, the members of the Provincial Party Standing Committee and leaders of several departments and agencies affirmed the necessity of continuing to implement the project on developing irrigation infrastructure, flood control, and proactively responding to climate change.

This includes considering investment phasing, prioritizing projects for weak reservoirs and dams; and at the same time, taking measures to ensure the safety of people living around reservoirs and dams during the rainy season and storms when timely upgrading and repair are not yet underway.

Comrade Nguyen Xuan Son, Permanent Deputy Secretary of the Provincial Party Committee, requested a review of the weak reservoir and dam system to ensure safety during the rainy and stormy season.

Regarding the projects to ensure clean water supply and the project to develop electricity infrastructure in the province, giai đoạn 2016 – 2020, the members of the Provincial Party Standing Committee and leaders of departments and agencies believe that thorough research and calculations are needed to ensure that the projects are implemented effectively and to minimize negative impacts.

Alongside investment, it is crucial to focus on the effective management and operation of electricity and water infrastructure projects after investment. Besides ensuring sufficient resources for project implementation, especially those providing clean water, it is necessary to establish water prices that reflect the true cost of living, while also providing support policies for people in disadvantaged areas, remote regions, and ethnic minority communities.

Comrade Nguyen Huu Lam - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Department - delivered a speech at the meeting.

Concluding this discussion, Comrade Nguyen Dac Vinh - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, stated: The projects under the key infrastructure development program are large-scale projects with many components, requiring significant funding; therefore, it is necessary to clearly define the priority contents and components for implementation. In particular, attention should be paid to accelerating the investment in irrigation projects planned for 2016 to ensure completion before the rainy season.

Over 80% of the Chau Binh canal, part of the Ban Mong Reservoir project, has been completed.

Focus on planning and managing irrigation and hydropower projects; no new hydropower projects will be licensed. Improve the efficiency of state management in irrigation and electricity; and at the same time, improve the quality of service, especially electricity for production areas and bring electricity to areas without electricity.

Comrade Nguyen Dac Vinh also emphasized: To increase the percentage of people with access to clean water, it is necessary to focus on promoting social mobilization in conjunction with state investment, especially in disadvantaged areas.

Regarding the draft policy on investment support in Nghe An province and the Southeast Economic Zone, while generally agreeing with the draft developed by the Party Committee of the Provincial People's Committee, Provincial Party Secretary Nguyen Dac Vinh emphasized that the newly issued policy must ensure continued promotion of investment attraction while also complying with legal regulations. Nghe An always welcomes investors to invest in production and business effectively.
