The fee waiver program in Nghe An province, implemented from 2026, covers many popular applications such as electronic gradebooks, electronic student records, and other convenient services.

The Nghe An Department of Education and Training has just issued Document No. 1127/SGDĐT-TC&ĐTGD VP&TT-GDTrH providing guidance on funding for the implementation of digital transformation at public educational institutions in the province from 2026.

Accordingly, from January 2026, schools will use the tuition fee subsidy allocated annually by the Provincial People's Committee, as stipulated in Government Decree No. 238/2025/ND-CP, to implement digital transformation. The 2026 budget has already been allocated in Decision No. 4158/QD-UBND dated December 17, 2025.

Based on this, the Department requests that educational institutions select digital transformation service providers based on their actual conditions, ensuring data connectivity and synchronization with the education sector's system. The implementation includes various applications such as: student and teacher data management; electronic lesson plans; digital records; and electronic gradebooks.electronic school records,Digital school records; digital signatures; timetables; online teaching and testing…

Notably, the Department of Education and Training requires all units not to collect digital transformation service fees from parents or students. Any fees already collected since the beginning of 2026 must be fully refunded before April 20, 2026.

According to this document, the Department also requires schools, when selecting service providers, to comply with the legal regulations on bidding; and at the same time, manage and use funds appropriately, economically, and effectively.

In addition, we request that the People's Committees of wards and communes coordinate and direct educational institutions to seriously implement this, contributing to promoting digital transformation throughout the entire sector.

This regulation was introduced in the context of recent incidents where some educational institutions in the province have been charging fees for services, causing concern among parents about the reasonableness and amount of these fees.

This is also seen as a timely move to rectify the shortcomings that have arisen in the collection of fees for digital services, ensuring the rights of students and parents.

In addition, using state budget funds to pay for digital transformation services also helps schools be more proactive in choosing and implementing synchronized solutions, avoiding the fragmented situation where each school uses a different software as before.

When seamlessly integrated with the industry database, applications such as digital student records, electronic gradebooks, and student management systems will become more effective, contributing to improved management and teaching quality.
