Nghe An province ranks among the top provinces nationwide in effectively implementing personnel downsizing.

In 2017, the Department of Internal Affairs of Nghe An province actively advised Party committees and authorities at all levels to effectively carry out state management in the area in accordance with its assigned functions and tasks.

In particular, Nghe An province is among the top provinces assessed by the Ministry of Interior for its effective implementation of personnel downsizing. Accordingly, the entire sector has advised Party committees and authorities at all levels to effectively implement Resolution 39/NQ-TW dated April 17, 2015, of the Politburo on personnel downsizing and restructuring of the workforce of cadres, civil servants, and public employees, and Decree 108/2014/NĐ-CP dated November 20, 2014, of the Government on personnel downsizing.

After three years of implementing Resolution 39/NQ-TW dated April 17, 2015, of the Politburo and Resolution 108/2014/ND-CP dated November 20, 2014, of the Government, Nghe An province has streamlined 3.31% of civil servants and 1.71% of public employees (an average reduction of 0.14%).

In the area of ​​personnel management and streamlining, the Department of Internal Affairs focused on appraising and submitting job position plans to the Provincial People's Committee for approval. By November 2017, the Provincial People's Committee had approved job position plans for all 55 agencies and units. Personnel management was tightened, and utilization was generally effective.

Advised the Provincial People's Committee on granting autonomy to public service units. To date, 14 units have achieved autonomy in recurrent expenditure. Advised the Provincial People's Committee on decisions to adjust and supplement staffing for 8 agencies.

During the year, the Department of Internal Affairs advised the Provincial People's Committee to submit to the Standing Committee of the Provincial Party Committee and the Provincial People's Council the plan for civil servant staffing in state agencies and approved the total number of employees in public non-business units in 2018.
