Nghe An: Improving the effectiveness of directing and handling press information

The plan sets out the goal: Continue to innovate, improve the quality and effectiveness of direction, orientation and handling of press information reflected in Nghe An province, contributing to consolidating unity within the Party and social consensus on effectively implementing political tasks of Party committees in 2023, resolutions of Party congresses at all levels for the 2020-2025 term and Resolution of the 13th National Party Congress;

Promote the leadership and direction of Party committees and authorities at all levels in directing, orienting and handling press information; strengthen and closely coordinate between Party committees and authorities at all levels with press agencies in propagating and bringing Party resolutions into life, promote propaganda of results in socio-economic development, national defense and security, detect emerging issues to promptly combat, prevent and repel corruption and waste.

At the same time, create conditions for propaganda staff at all levels to study and improve their knowledge, legal regulations, and media handling skills, thereby doing a good job of advising and handling information reflected by the press.

On that basis, the plan also sets out 8 specific key tasks for 2023 as follows:

- The Propaganda Department coordinates with the Department of Information and Communications and the Nghe An Journalists Association to organize regular monthly and ad hoc Press Conferences (if any) to evaluate the results of information and propaganda activities of press agencies in the month and orient propaganda work for the next month.

- Organize a conference to evaluate the Regulation on coordination of press conferences No. 01-QC/LT dated July 4, 2011 jointly issued by the Provincial Party Committee's Propaganda Department, the Department of Information and Communications and the Nghe An Journalists Association. At the same time, adjust the Regulation to suit current practice.

- Directing the work of grasping and forecasting the situation well, including applying information technology to serve the orientation of press agencies through the internet, social networking sites such as Facebook, Zalo, YouTube... Propaganda Departments at all levels, localities, and units assign cadres and concurrent departments to regularly monitor and synthesize press information reflecting related to the management area to forecast and promptly detect arising issues to serve the direction, orientation, and handling work of the Party Committee.

- Advise the Provincial Party Committee Standing Committee to issue documents to strengthen leadership and direction, and at the same time assign responsibility to the heads of localities and units for the direction, orientation and handling of press information reflecting on issues and incidents within the scope of the locality and unit they monitor and manage. Timely correct and overcome shortcomings and limitations in the process of implementing political tasks. For issues and incidents reflected by the press and of public concern related to the functions, tasks and scope of management of any unit or locality, the Party Committee and head of that locality or unit must proactively direct inspection, verification and timely handling and be responsible to the Provincial Party Committee Standing Committee for the time, progress and effectiveness of this work.

- Proactively coordinate with departments, branches, localities and units according to Decision No. 238-QD/TW, dated September 30, 2020 of the Party Central Committee Secretariat on "Regulations on coordination between the Propaganda Department at all levels and state agencies at the same level in implementing the law, implementing socio-economic development plans, and resolving outstanding issues of public concern", in order to do a good job of orienting and providing information on the implementation of resolutions, directives, conclusions, guidelines, policies, projects and plans of the Central Government and the province, especially promptly providing full and official information to orient public opinion in the face of complicated and sensitive cases arising, "hot" issues of public concern and must ensure compliance with the provisions of Decree No. 09/2017/ND-CP of the Government.

- Organize training on press work for leaders of Party committees at all levels; leaders and officers in charge of press work of the Propaganda Department of district, city, town Party Committees, affiliated Party Committees, the Fatherland Front and socio-political organizations at the provincial level (with specific plans later).

- Organize a delegation of press reporters to go to localities and units to carry out topics and compositions on Party building, political system building, and the implementation of mid-term plans, programs, and projects, actively contributing to widely propagating and bringing the Resolution of the 13th National Party Congress, the Resolution of the 19th Nghe An Provincial Party Congress, and resolutions of Party Congresses at all levels for the 2020-2025 term into life.

- Organize a delegation to survey, inspect and evaluate the handling of issues reported by the press, especially "hot" issues of public concern, to avoid prolonged backlog, causing public outrage and serving the summary of 3 years of implementation of Project No. 11 in a number of localities and units in the province (expected units: Vinh City, Dien Chau, Quynh Luu, Nghia Dan, Que Phong, Yen Thanh, Con Cuong, Ky Son, Provincial Youth Union, Border Guard).

To effectively implement the plan, the Provincial Party Standing Committee assigned the Provincial Party Committee's Propaganda Department - the Standing Agency of the Project Steering Committee and the Propaganda Departments of district, city, town Party Committees, affiliated Party Committees, the Fatherland Front and provincial-level socio-political organizations to proactively research, advise, and organize the implementation of assigned tasks according to the Project's progress in their localities and units.
