Nghe An: Enhancing the effectiveness of directing and handling information reflected in the press.

The plan sets out the following objectives: To continue innovating and improving the quality and effectiveness of directing, guiding, and handling press information reflected in Nghe An province, contributing to consolidating unity within the Party and social consensus on the effective implementation of the political tasks of the Party committees in 2023, the resolutions of the Party congresses at all levels for the 2020-2025 term, and the Resolution of the 13th National Party Congress;

Promote the leadership and guidance role of Party committees and governments at all levels in directing, guiding, and handling press information; strengthen and closely coordinate between Party committees and governments at all levels and press agencies in disseminating Party resolutions into life, promoting the dissemination of achievements in socio-economic development, national defense, and security, and identifying emerging issues to promptly combat, prevent, and eliminate corruption and waste.

At the same time, it creates conditions for propaganda staff at all levels to study and receive training in knowledge, legal regulations, and media handling skills, thereby improving their advisory work and handling of information reflected in the press.

Based on that, the plan also outlines eight specific key tasks for 2023 as follows:

- The Propaganda Department, in coordination with the Department of Information and Communications and the Nghe An Journalists Association, will organize regular monthly and ad hoc (if any) press briefings to evaluate the results of information and propaganda activities of press agencies during the month and to set directions for propaganda work in the coming month.

- Organize a conference to evaluate the Regulations on Coordination of Press Briefings No. 01-QC/LT dated July 4, 2011, jointly issued by the Provincial Party Committee's Propaganda Department, the Department of Information and Communications, and the Nghe An Journalists Association. Simultaneously, adjust the Regulations to suit current practices.

- Directing efforts to effectively monitor and forecast the situation, including the application of information technology to guide media outlets through the internet and social media platforms such as Facebook, Zalo, and YouTube... The Propaganda Departments at all levels, localities, and units shall assign cadres and departments to regularly monitor and synthesize media information related to their areas of management in order to forecast and detect emerging issues early, serving the guidance, direction, and handling work of the Party committees.

- Advise the Provincial Party Standing Committee to issue documents strengthening leadership and guidance, while simultaneously assigning responsibility to the heads of localities and units for directing, guiding, and handling press information reflecting issues and incidents within their respective areas of responsibility. Promptly rectify and overcome shortcomings and limitations in the implementation of political tasks. For issues and incidents reflected in the press and of public concern related to the functions, tasks, and scope of management of a particular unit or locality, the Party committee and head of that locality or unit must proactively direct the inspection, verification, and timely handling of these matters and be accountable to the Provincial Party Standing Committee for the timeliness, progress, and effectiveness of this work.

- Actively coordinate with departments, agencies, localities, and units in accordance with Decision No. 238-QD/TW, dated September 30, 2020, of the Central Party Secretariat on "Regulations on coordination between the Propaganda Departments at all levels and state agencies at the same level in implementing laws, deploying socio-economic development plans, and resolving prominent issues of public concern," in order to effectively guide and provide information on the implementation of resolutions, directives, conclusions, policies, plans, and projects of the Central Government and the province, especially to promptly provide complete and official information to guide public opinion on complex and sensitive issues that arise, and "hot" issues of public concern, while ensuring compliance with the regulations in Government Decree No. 09/2017/ND-CP.

- Organize training on journalistic work for leaders of Party committees at all levels; leaders and officials in charge of journalistic work of the propaganda departments of district, city, and town Party committees, directly affiliated Party committees, the Fatherland Front, and political and social organizations at the provincial level (a specific plan will be developed later).

- Organize delegations of journalists to conduct field trips to localities and units to implement and create articles on Party building, the construction of the political system, and the implementation of mid-term plans, programs, and projects, contributing to the widespread dissemination and implementation of the Resolution of the 13th National Party Congress, the Resolution of the 19th Nghe An Provincial Party Congress, and the resolutions of Party congresses at all levels for the 2020-2025 term.

- Organize survey and inspection teams to evaluate the handling of issues reflected in the press, especially "hot" issues of public concern, to avoid prolonged delays that cause public dissatisfaction and to serve the three-year review of Project No. 11 in some localities and units in the province (expected units: Vinh City, Dien Chau, Quynh Luu, Nghia Dan, Que Phong, Yen Thanh, Con Cuong, Ky Son, Provincial Youth Union, Border Guard).

To effectively implement the plan, the Standing Committee of the Provincial Party Committee assigned the Provincial Party Committee's Propaganda Department - the permanent agency of the Steering Committee for the Project - and the Propaganda Departments of the district, city, and town Party Committees, directly affiliated Party Committees, the Fatherland Front, and other provincial-level political and social organizations to proactively research, advise, and organize the implementation of assigned tasks according to the Project's schedule in their respective localities and units.
