Nghe An: Enhancing the effectiveness of social policy credit
On the morning of April 16th, the Board of Representatives of the Social Policy Bank of the province held a regular online meeting with the Boards of Representatives of the Social Policy Bank of the communes and wards to implement tasks for the second quarter of 2026.
Comrades Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Board of Directors' Representative Committee of the Social Policy Bank (NHCSXH) of Nghe An province; and Hoang Xuan Thuy - Director of the Nghe An Provincial Branch of the Social Policy Bank, presided over the meeting.

Many positive results
In the first quarter of 2026, social policy credit activities in Nghe An province achieved many positive results; credit programs were implemented promptly, targeting the right beneficiaries and adhering to regulations, meeting the borrowing needs of poor households and other policy beneficiaries; actively contributing to socio-economic development, sustainable poverty reduction, new rural development, and ensuring social security in the province.

Regarding operational results, as of March 31, 2026, total capital reached VND 16,118 billion, an increase of VND 1,144 billion compared to the beginning of the year, achieving a growth rate of 7.64%. Loan disbursements in the first quarter of 2026 reached VND 1,930 billion, an increase of 87.9% compared to the same period last year. As of March 31, 2026, total outstanding loans reached VND 16,088 billion across 23 policy credit programs, an increase of VND 1,127 billion compared to the beginning of the year, achieving a growth rate of 7.53% (higher than the first quarter of the previous year by 6.22%).
The quality of policy credit continues to be closely managed; practical solutions are in place to handle and recover debts; overdue and non-performing loans continue to decrease.

The network of social policy banks operating at the commune and ward level has proven effective as the two-tiered local government system becomes increasingly well-organized and stable, contributing to the effective implementation of the "close to the people" government model, facilitating people's full access to preferential policies and social security benefits from the Party and the State, and gradually placing the people at the center of policy implementation.
Timely implementation of Government Decree No. 06 dated January 10, 2026, regulating the operation of the social policy bank, and completion of the establishment of 130 representative boards in wards and communes throughout the province.
With the results achieved in the first quarter of 2026, the Vietnam Bank for Social Policies (VBSP) branch in Nghe An province has been recognized and highly appreciated by the VBSP branch in Vietnam and is ranked 4th overall in the system for its outstanding performance in the first quarter of 2026.
During the meeting, representatives from departments, agencies, and localities exchanged and shared best practices as well as difficulties and obstacles encountered in the process of implementing policy-based credit in their respective areas.

Maximizing the effectiveness of capital resources.
Speaking at the meeting, Standing Vice Chairman of the Provincial People's Committee Bui Thanh An emphasized: Policy credit has proven effective in recent times, contributing to job creation and supporting production and business development. The credit programs have been implemented safely, effectively utilizing policy credit channels to create livelihoods for the poor and other policy beneficiaries. This has also gradually changed the perceptions and business practices of borrowers; especially changing the mindset of Party committees and authorities in building and developing practical economic models.

Regarding the implementation of tasks for the second quarter of 2026, Comrade Bui Thanh An requested the Board of Directors of the Vietnam Bank for Social Policies (VBSP) in the province to continue closely following the resolutions and directives of the Central and local authorities, advising the Provincial People's Committee to continue transferring local budget funds entrusted to VBSP according to the objectives of the Project in 2026 (the target to be completed is 115 billion VND), to be completed before May 31, 2026.
Members of the Board of Representatives need to strengthen inspection, supervision, and evaluation of the effectiveness of loan utilization to ensure that funds reach the intended beneficiaries and are used effectively. They also need to review and consolidate the organization, improve the quality of operations in accordance with the resolutions and plans set forth; and implement the Government's regulations on social policy credit in a coordinated manner, in conjunction with the plans of the Provincial Party Committee, the Provincial People's Committee, and local authorities.
For the commune-level representative board, it is necessary to promptly organize the first meeting of the representative board to announce the establishment decision; assign tasks to board members according to regulations to direct policy credit activities in the area smoothly and effectively, avoid capital bottlenecks, create favorable conditions for policy beneficiaries to fully receive credit, and improve credit quality.
For socio-political organizations entrusted with lending at the provincial and commune levels, it is essential to continuously improve the quality of entrusted credit, enhance inspection and supervision, especially the inspection of loan utilization within 30 days of disbursement, to ensure that loans are granted to the correct recipients and that the loan capital is used for the intended purpose. Strict management and supervision of the savings and loan group network is also crucial.
Regularly and intensively disseminate information and guide borrowers on the effective use of capital, integrating it with programs and projects, and doing a good job of advising and guiding the development and replication of production and business models.
For the provincial branches of the Vietnam Bank for Social Policies and their transaction offices, it is essential to fulfill their advisory role and properly carry out their functions and duties in implementing the State's policy credit for eligible beneficiaries.
Actively seek funding from the central and local governments to meet the lending needs of poor households and other policy beneficiaries; strive to essentially complete the outstanding loan targets of policy credit programs before June 30, 2026.

In addition, attention should be paid to resolving difficulties faced by institutions in adjusting capital sources, handling long-standing debts, and debts owed to people working away from home; continuing to promote digital transformation and the application of digitalization in banking operations; and providing appropriate training. Effective information and communication should be implemented, with a focus on disseminating new policies and guidelines.
The Standing Vice Chairman of the Provincial People's Committee also requested that members of the Representative Board and local authorities strengthen effective coordination to bring policies to the people as quickly, fully, and effectively as possible, contributing to socio-economic development.
