On the morning of June 21st, the Legal Affairs Committee of the Provincial People's Council held a review of reports related to internal affairs to be submitted to the Provincial People's Council at its upcoming 9th session.

Concerns about rising crime.

During the review of the report on crime prevention and control, members of the Provincial People's Council's Legal Committee expressed concern about the increase in drug-related crimes compared to the same period in 2018, with 92 cases and 72 individuals involved.

Specifically, in the past six months, authorities have investigated, detected, and arrested 753 cases involving 900 individuals for drug possession and transportation, including some major cases. Therefore, it is requested that the Provincial Police assess and clarify the causes and forecasts in order to proactively implement effective measures to combat and handle this crime.

Some members also raised concerns about the increasing number of drug addicts in the province, notably the trend of "younger" addicts, including teenagers.

Besides drug-related crimes, a member of the Legal Affairs Committee also stated that, regarding economic crimes, although the number of cases and defendants prosecuted in the first six months of the year increased compared to the same period last year, these mainly involved the production, storage, transportation, and sale of firecrackers; only 13 out of 146 cases and 21 out of 146 defendants were related to economic crimes. This shows that the fight against economic crimes has not seen much progress compared to the same period last year.

Some members also suggested that the police should conduct a more in-depth assessment of the situation regarding crimes against children, gambling crimes, and the activities of pawnshops and financial services, in order to implement more decisive solutions.

Regarding the activities of the two-level court system in the first six months of the year, the Legal Affairs Committee of the Provincial People's Council is concerned about the increasing trend of administrative complaints with complex characteristics, while the resolution rate remains low, accounting for 51.7% of first-instance cases and 70% of appellate cases.

Also this morning, the Legal Affairs Committee of the Provincial People's Council conducted an examination of the report on the work of the Procuratorate, civil enforcement, and administrative reform for the first six months of the year, and the key tasks for the last six months of the year.

Enhancing the effectiveness of state management to reduce various types of crime.

Concluding the review, Phan Duc Dong, Head of the Legal Affairs Committee of the Provincial People's Council, emphasized several issues and requested relevant departments to continue their efforts and implement more proactive and decisive solutions.

Specifically, in the fight against crime, all levels and sectors need to focus on promoting propaganda, strengthening state management in all fields, and raising people's awareness of law compliance, thereby limiting the 발생 of various types of crime.

This is linked to strengthening the core forces in ensuring security and order, especially at the grassroots level; and implementing solutions for close and effective coordination with other forces in the fight against crime, including the Coast Guard, to combat all types of crimes operating at sea.

Regarding supervisory work, emphasis should be placed on receiving, classifying, and processing reports and denunciations of crimes for investigation and recommendation for prosecution; focusing on handling complex cases that attract public attention; and effectively approving procedural decisions and supervising the resolution of administrative, civil, business, and commercial cases.

For the two-level court system, solutions are needed to expedite the processing and increase the trial rate for all types of cases, especially criminal, civil, and administrative cases; this should be linked to addressing citizen complaints and denunciations related to judicial activities…
