Nghe An: Many types of crimes tend to increase
(Baonghean.vn) - Through examining reports from the internal affairs sector, many members of the Provincial People's Council's Legal Committee are worried about the increasing number of drug crimes, gambling, and child abuse.

On the morning of June 21, the Legal Committee of the Provincial People's Council organized the review of reports on internal affairs to be submitted to the Provincial People's Council at the upcoming 9th session.
Concerns about increased crime
Examining the report on crime prevention and law violation work, members of the Provincial People's Council's Legal Committee were concerned about the increase in drug crimes compared to the same period in 2018, with 92 cases and 72 subjects.
Specifically, in 6 months, the functional sectors have fought, discovered and arrested 753 cases, 900 subjects storing and transporting drugs, including major cases. Therefore, it is recommended that the Provincial Police need to evaluate, clarify further the causes and forecasts to proactively take measures to fight and effectively handle this crime.
Some members also raised concerns about the increasing number of drug addicts in the province, notably the trend of "younger" addicts, including teenagers.

In addition to drug crimes, a member of the Legal Department also said that, with economic crimes, although the number of cases and defendants prosecuted in the first 6 months of the year increased compared to the same period, they were mainly related to the production, storage, transportation, and sale of firecrackers; only 13/146 cases and 21/146 defendants were economic. This shows that the fight against economic crimes has not made any progress compared to the same period.
Some members also suggested that the police need to further assess the situation of child abuse crimes; gambling crimes, pawnbroking and financial services, etc., to have more drastic solutions.

Regarding the activities of the 2-level Court in the first 6 months of the year, the issue that the Legal Committee of the Provincial People's Council is concerned about is the increasing trend of administrative complaints with complex nature, while the settlement rate is low, accounting for 51.7% of first-instance cases and 70% of appeal cases.
Also this morning, the Provincial People's Council's Legal Committee reviewed the report on the work of the Procuracy, Civil Judgment Enforcement and administrative reform in the first 6 months of the year, and key tasks in the last 6 months of the year.

Strengthening the effectiveness of state management to reduce crimes
Concluding the review, Head of the Provincial People's Council's Legal Committee Phan Duc Dong emphasized a number of issues, requesting that the sectors continue to make efforts and have more positive and drastic solutions.
Specifically, in the fight against crime, all levels and sectors need to focus on promoting propaganda work, strengthening state management in all fields, raising people's awareness of law compliance, thereby limiting the types of crimes that arise.
Along with that is strengthening the core force in ensuring security and order, especially at the grassroots level; having solutions to closely and effectively coordinate with forces in the fight against crime, including the Coast Guard to combat all types of crimes operating at sea.
Regarding the prosecution work, focus on receiving, classifying and processing denunciations and reports of crimes for investigation and prosecution recommendations; focus on handling complicated cases that attract public attention; do a good job of approving procedural decisions, supervising the settlement of administrative, civil, business and commercial cases, etc.
For the 2-level Court, there needs to be solutions to speed up the handling and increase the rate of trials of all types of cases, especially criminal, civil and administrative cases; associated with taking care of the work of receiving people, resolving complaints and denunciations of citizens related to trial activities...
