Nghe An strives to develop social housing

Nghe An aims to complete 28,500 social housing units by 2030, including 19,500 units for workers. This is a big target that needs to be focused on.

Great effort

As of March 2025, the country has implemented 644 social housing projects, with a total scale of more than 580,000 apartments. Of these, 96 projects have been completed (nearly 57,700 apartments), 133 projects are under construction (scale of more than 110,000 apartments). The Government aims to complete at least 100,000 social housing units in 2025 and a total of 1 million units by 2030. In Nghe An, the Provincial People's Committee has planned to complete 28,500 social housing units by 2030, of which up to 19,500 units are reserved for industrial park workers - a group of people with urgent needs but difficult to access suitable housing.

The People's Committee of Nghe An province is directing departments, branches, localities and investors to implement 31 social housing projects and housing for low-income people. When completed, these projects will provide about 22,519 houses for people. This is a great effort in the context that many localities are still facing difficulties in land funds, investment capital and approval policies.

According to information from the Southeast Economic Zone Management Board, Nghe An province has approved the investment policy for four social housing projects for workers in industrial parks in the Southeast Economic Zone, with a total of about 8,200 units.

Of which, nearly 7,300 apartments belong to two projects of MK Central Solar Power Joint Stock Company and BMC International Trading Joint Stock Company in Nghi Long and Nghi Thuan communes (Nghi Loc); 525 apartments and 23 low-rise townhouses for workers and laborers in the industrial park of Kim Thi Real Estate Joint Stock Company in Nghi Xa commune (Nghi Loc); nearly 300 apartments belong to the project of Song Lam Cement Joint Stock Company in Nghi Tien commune (Nghi Loc)..

In addition, many enterprises in Nghe An have also built housing systems for workers. Notably, the dormitory of Luxshare-ICT Nghe An Factory, with a scale of 2,055 rooms, provides accommodation for about 8,220 workers in VSIP Industrial Park; Dormitory of Everwin Precision Technology Vietnam Co., Ltd. provides accommodation for about 1,200 workers. It is expected that in 2025, the worker accommodation area of ​​Luxshare ICT Nghe An 2 Factory will be started, including 3,288 apartments for 12,474 workers.

Many difficulties

Kim Thi Real Estate Joint Stock Company is one of the first investors in building social housing in Nghe An province. Currently, the company is implementing a project to build 190 social housing apartments. However, up to now, the project is still facing problems as the company has not yet recovered the land clearance money.

Discussing these issues arising in the current process of building social housing, Mr. Nguyen Dinh Dung - Chairman of the Board of Directors of Kim Thi Real Estate Joint Stock Company said: The policy of calling for investment in social housing is urgent, but currently, there is a lack of land fund for investment implementation. Many industrial parks have been formed but have not yet arranged land fund for building social housing. Commercial housing projects do not prioritize building social housing or have not yet arranged 20% of land fund as prescribed.

In addition, new regulations under the Housing Law 2023 (effective from August 1, 2024) also make investors reconsider, such as the very strict requirements for selling future houses from completing the foundation, infrastructure system, to mortgage release (investor's project mortgaged to the bank) and notification from the management agency before the transaction.

Another problem that has caused difficulties for some projects is the lengthy process of assessing the list of eligible home buyers. Some investors said that they have submitted their customer list to the authorities for quite a long time but have not received a response, affecting the company's finances when they cannot mobilize capital from customers.

Verifying whether people have houses or land to ensure the conditions for buying a house is currently very complicated because there are many cases of land ownership but the ownership has not been transferred or the name is not directly registered. Looking up the system of the competent authority does not show clearly. This prolongs the time and affects the ability to access housing for people who really need it.

Another difficulty, according to investors, is the process of accessing bank capital. According to the State Bank of Vietnam, Region 8, in Nghe An, there are 2 projects that are eligible for disbursement but have not been disbursed.

Enterprises recommend that, in order to quickly develop commercial social housing projects, the State needs to review commercial housing projects with a land fund of 20% social housing but not yet implemented, to reclaim and hand over to other units with sufficient capacity. Localities are responsible for and speed up the progress of compensation and site clearance to have "clean land" to hand over to enterprises. Expand the subjects eligible to buy and rent social housing, increasing accessibility for people without housing.

In addition, the authorities should allow the temporary calculation of house selling prices based on actual costs when starting to sell, then adjust after final settlement and have official prices from the appraisal agency; Limit the extension of the time to review the list of house buyers, so that businesses can rotate capital and people can soon stabilize their housing...
