Nghe An province must definitively resolve the issue of 345 surplus properties (houses and land) by October.

The People's Committee of Nghe An province has requested the completion of the handling of 345 surplus land and property assets by October 2026, as required by the central government. The handling process must be categorized appropriately; it is not necessary to lease or auction off all assets.

According to Notice No. 769/TB-UBND dated August 18, 2026, regarding the conclusions of the Standing Vice Chairman of the Provincial People's Committee Bui Thanh An at the meeting on the handling of surplus public assets and office buildings, by June 30, 2026, Nghe An had completed the second phase of classification and handling for 4,378 properties, including 109 properties received from central ministries and agencies.

Of these, 3,670 facilities were retained for use; 86 were internally transferred to the education, health, and other public service sectors; 108 were transferred to central agencies and units such as the Public Security, People's Courts, and People's Procuratorates; and 40 facilities were converted into cultural and public institutions.

474 surplus land and property assets have been recovered and transferred to the Nghe An Land Fund Development Center and the People's Committees of communes and wards for management and processing. To date, 100% of these assets have had their management and exploitation plans approved.

Of these, 68 facilities have been transferred to healthcare, education, and other units; 33 facilities have had their functions changed; 18 facilities have been temporarily allocated for use by the Police and the Commune Military Command; and 10 facilities have been leased out. The remaining 345 facilities need to be fully addressed by October 2026.

Permanent Vice Chairman of the Provincial People's Committee Bui Thanh An requested the Department of Finance to take the lead in monitoring, urging, and guiding agencies, units, and localities to definitively resolve the remaining cases. The Department of Finance must conduct a detailed review every 15 days to provide timely guidance and resolve any difficulties or obstacles.

The Nghe An Land Development Center and the People's Committees of communes and wards are required to focus on resolving all surplus land and housing properties by October 2026. The implementation process must continue to review and classify properties in accordance with the actual situation.

Notably, the Provincial People's Committee requested that it is not necessary to lease or auction off all surplus land and buildings. Depending on the case, they may be converted for use as public facilities, medical facilities, educational and training facilities; liquidated and disposed of assets on the land and land management implemented; leased; or other options applied as prescribed.

The People's Committees of communes and wards, and the Nghe An Land Development Center must periodically report detailed information on the handling of each house and land property to the Department of Finance on the 15th and 30th of each month.

The Provincial People's Committee also requested relevant agencies and units to continue reviewing and handling unused or underutilized cultural centers in communes and wards; and at the same time, strengthen inspection, examination, and supervision of the arrangement, organization, handling, and exploitation of public offices and assets, promptly rectifying cases of violations.
