Nghe An province decentralizes authority for licensing karaoke establishments and dance clubs.

From February 15, 2026, the authority to issue, amend, and revoke business licenses for karaoke and dance hall services in Nghe An province will be clearly decentralized to each agency, according to a newly issued decision by the Provincial People's Committee.

On February 2, 2026, the People's Committee of Nghe An province issued Decision No. 03/2026/QD-UBND on the decentralization of procedures for granting, adjusting, and revoking licenses for karaoke and dance hall businesses in the province.

According to this decision, the Provincial People's Committee delegates to the Department of Culture, Sports and Tourism the authority to issue, amend, and revoke licenses for operating dance halls within the province. Simultaneously, the People's Committees at the commune and ward levels are assigned the authority to issue, amend, and revoke licenses for operating karaoke services within their respective jurisdictions.

The Provincial People's Committee requests the Department of Culture, Sports and Tourism and the People's Committees at the commune level to fully and correctly implement the delegated tasks; and to be responsible before the law and before the Provincial People's Committee for the results of performing the assigned tasks and powers. These agencies are responsible for periodically reporting and evaluating the implementation of the delegated tasks as prescribed.

Decision No. 03/2026/QD-UBND takes effect from February 15, 2026 and replaces Decision No. 13/2020/QD-UBND dated May 18, 2020 of the Provincial People's Committee on the decentralization of authority to issue, adjust, and revoke licenses for eligible karaoke business operations in the province.

For businesses and household businesses providing karaoke services that have been granted a business license by the competent authority before this decision takes effect, they may continue to operate according to the content stated in the issued license.

In cases where businesses or household businesses have submitted applications for business licenses before February 15, 2026, but the processing deadline has not yet arrived, the agency that received the application will continue to follow the procedures as currently prescribed.
