Nghe An: Striving to achieve a budget of 11,590 billion VND in 2017.
(Baonghean.vn) - On the morning of January 9th, under the chairmanship of Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, the Provincial People's Committee held an online conference with districts, cities, and towns to implement the socio-economic development plan and the state budget estimate for 2017.
The conference was attended by the Vice Chairmen of the Provincial People's Committee, leaders of departments and agencies, and representatives from various locations.

Opening the session, Mr. Nguyen Van Hai, Director of the Department of Finance, reported on the implementation of the 2016 budget revenue plan and some solutions to increase revenue, manage local budget expenditures, and manage prices in the area in 2017.
In 2016, total state budget revenue in the province reached VND 11,005 billion, equivalent to 107% of the provincial People's Council's projected target and a 26.2% increase compared to the same period in 2015. However, despite the vigorous implementation of many measures, due to the difficulties in production and business activities of various units in 2016, some revenue items did not meet the provincial People's Council's projected targets, such as: revenue from central state-owned enterprises, revenue from the non-state industrial, commercial, and service sectors, non-agricultural land use tax (due to the implementation of exemption and reduction policies), and revenue from import and export activities...
| Total state budget revenue in 2017 is targeted at 11,590 billion VND, an increase of 1,003 billion VND compared to the Ministry of Finance's estimate, and an increase of 1,309 billion VND compared to the 2016 estimate approved by the Provincial People's Council. Next, Mr. Nguyen Van Do, Director of the Department of Planning and Investment, reported on the assessment of the operational mechanism in 2016 and the draft of key solutions for directing and managing the socio-economic development of Nghe An province in 2017. Mr. Hoang Nghia Hieu, Director of the Department of Agriculture and Rural Development, reported on the 2017 Spring crop production and the National Target Program on building new rural areas. The focus for the year will be on striving to have 20 communes and 1 district achieve the new rural area standard, while the remaining communes will strive to achieve an additional 1-3 criteria.

Also this morning, the conference heard a report from the Department of Labor, War Invalids and Social Affairs on the implementation of policies and regulations for war invalids and social welfare in the province during the Lunar New Year of Dinh Dau 2017. According to the report, the total expenditure for war invalids was over 255 billion VND; for social welfare work, the total expenditure was 109 billion VND.
After listening to the opinions of delegates and the statements from localities at various locations, concluding the conference, Chairman of the Provincial People's Committee Nguyen Xuan Duong emphasized that 2017 is the second year of implementing the 5-year socio-economic development plan 2016-2020, the first year of implementing the 2015 State Budget Law, and also the first year of the state budget stabilization period 2017-2020, therefore it is of great importance in achieving the socio-economic development goals and tasks for the entire 2016-2020 period.
Nghe An province continues to focus on implementing Resolution No. 26-NQ/TW of the Politburo on the direction and tasks for the development of Nghe An province until 2020. Nghe An province aims to achieve a reasonable economic growth rate, ensuring stable and sustainable economic development, creating momentum for the entire 2017-2020 period. Therefore, it is requested that all departments, agencies, and localities get involved immediately in the first days and months of the new year to successfully complete the planned objectives.

Regarding the main solutions in directing and managing socio-economic development in Nghe An province in 2017, the Chairman of the Provincial People's Committee requested that the economy be restructured towards improving the quality, efficiency, and competitiveness of the economy in accordance with Resolution No. 05-NQ/TW dated November 1, 2016, of the Central Committee (12th term); significantly improve the investment environment and promote investment attraction; enhance the effectiveness of foreign relations and international integration; and remove difficulties, support, and promote business development.
The government is decisively directing the collection of state budget revenue, tightening discipline and order in the management and operation of the state budget; mobilizing and effectively utilizing resources, focusing on investment and development, and promoting economic growth based on the effective implementation of Resolution No. 07-NQ/TW of the Politburo on restructuring the state budget and managing public debt… In addition, attention is paid to developing culture and society, and taking care of the people's lives.
