Nghe An: Striving to achieve a health insurance coverage rate of over 95.5% of the population.
The People's Committee of Nghe An province has just issued Plan No. 658/KH-UBND on implementing universal health insurance in the new phase.
The plan was issued to thoroughly and effectively implement Decision No. 844/QD-TTg dated May 13, 2026, of the Prime Minister on the territory of the province. It specifies tasks and solutions for implementing universal health insurance in accordance with local characteristics and the actual conditions of each agency, unit, and medical facility; to improve the coverage rate and quality of health insurance services, aiming towards the goal of sustainable universal health insurance in the new phase.

In the Plan, the Provincial People's Committee sets the following targets: The health insurance coverage rate will reach over 95.5% of the population by 2026, and universal health insurance coverage by 2030. The plan also aims to increase the health insurance participation rate in ethnic minority and mountainous areas, especially in remote, border, and particularly disadvantaged areas.
Ensure the full and timely implementation of the policy supporting health insurance contributions for eligible individuals as stipulated by law. Ensure the Health Insurance Fund is managed and used safely, efficiently, balanced, and sustainably; meeting the requirements of implementing health insurance policies in the province. Improve and enhance the effectiveness of the health insurance management and monitoring system on a digital platform; ensure data connectivity and interoperability, and effectively apply information technology and artificial intelligence in the management, assessment, and quality control of health insurance-covered medical examinations and treatments.

To achieve the above objectives, the Provincial People's Committee has set forth tasks and solutions for implementation in the coming period. These include: strongly reforming thinking, strengthening leadership and guidance, and innovating communication on health insurance; focusing on amending, supplementing, and perfecting the system of policies and laws on health insurance to meet the goal of universal health insurance coverage; improving the capacity of the system and the quality of health insurance medical examination and treatment services; enhancing state management capacity; ensuring efficient and balanced management and use of the local health insurance fund; diversifying resources, developing target groups, and implementing policies to support health insurance participants; and promoting the application of information technology, digital transformation, and administrative reform in the field of health insurance.
In this Plan, the Provincial People's Committee assigns:
ButDepartments, boards, agencies, units and People's Committees of communes and wardsStrengthen leadership and guidance in building and effectively implementing policies, laws, programs, plans, and specific tasks, solutions, and roadmaps regarding health insurance. Simultaneously, review programs and action plans implementing Party resolutions, Government action programs, and provincial People's Committee action programs that are still in effect and related to the development and implementation of health insurance laws, in order to adjust, synchronize, and unify them with the Action Plan for implementing Directive No. 52-CT/TW, ensuring consistency and avoiding overlaps and duplications in the implementation process, to be completed in the fourth quarter of 2026…
- Assign to the Department of Health:The agency is the lead agency, coordinating with departments, sectors, and localities to monitor and supervise the implementation of the Plan; compiling the results of the Plan's implementation by agencies and units, and reporting to the Ministry of Health before December 25th of each year; proposing solutions to overcome difficulties and obstacles, and recommending necessary guidance to ensure the progress, quality, and effectiveness of the Plan's implementation. At the same time, it promptly reports and recommends to the Provincial People's Committee necessary measures to ensure the synchronized and effective implementation of the Action Plan as prescribed.
- Provincial Social Insurance:The agency will coordinate with relevant departments, agencies, and localities to organize propaganda and mobilization efforts to expand the number of participants in health insurance; advise on assigning targets for the 2026-2030 period; and guide and supervise the implementation of health insurance coverage targets. It will also conduct audits, payments, and control of health insurance medical examination and treatment costs according to regulations; promote administrative reform, digital transformation, data interoperability, and the application of artificial intelligence (AI) in management and auditing; and promptly coordinate in addressing difficulties and obstacles arising during the implementation of health insurance policies.
In coordination with the Department of Health and relevant agencies and units, strengthen inter-agency inspections and audits; strictly handle violations, evasion of contributions, arrears in contributions, and profiteering from the health insurance fund; prevent and combat waste, overcharging, and abuse of service prescriptions; and promptly implement policies to support health insurance participation for eligible individuals as prescribed.
