Nghe An province thoroughly implements the Regulations and Guidelines for the Implementation of the Party Charter.

The conference was held at 406 locations throughout the province, including 4 provincial-level locations, 3 directly affiliated Party committees, 21 district, city, and town Party committees and grassroots organizations, with 11,740 delegates in attendance.

Comrade Thai Thanh Quy - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, and Chairman of the Provincial People's Council - presided over the meeting at the main venue of the Nghe An Provincial Party Committee. Also present were Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee, and other members of the Provincial Party Standing Committee, as well as leaders of several departments and agencies.

UNIFIED UNION OF PERCEPTION AND ACTION

The 13th National Congress of the Party unanimously agreed not to amend or supplement the current Party Charter and assigned the 13th Central Committee to direct research and incorporate feedback to adjust the regulations and guidelines issued by the Central Committee.

On July 30, 2021, the Central Committee issued Regulation No. 24-QD/TW on the implementation of the Party Charter. Subsequently, on September 28, 2021, the Secretariat issued Guidance No. 01-HD/TW on specific issues regarding the implementation of the Party Charter, replacing Guidance No. 01-HD/TW dated September 20, 2016.

In his opening remarks at the conference, on behalf of the Standing Committee of the Provincial Party Committee, the Secretary of the Nghe An Provincial Party Committee, Thai Thanh Quy, emphasized that Regulation No. 24-QD/TW and Guidance No. 01-HD/TW are two very important documents, having a consistent nature in the implementation of the Party Charter; guiding and resolving very fundamental and core issues in Party organization and Party building until the end of the 13th term.

Emphasizing the importance of the conference, the Provincial Party Secretary stressed two major objectives. Firstly, to ensure unity in understanding and action among cadres and Party members, especially Party committee officials from the provincial to the grassroots level, regarding the implementation of the Party Charter, through the thorough understanding of Regulation No. 24-QĐ/TW and Guidance No. 01-HD/TW. Therefore, delegates need to firmly grasp the content and strictly implement the Party Charter, contributing to enhancing the leadership capacity and fighting strength of Party organizations, building increasingly clean and strong Party organizations; and ensuring the successful implementation of the Resolution of the 13th National Congress of the Party, the Resolution of the 19th Provincial Party Congress, and the Resolutions of Party Congresses at all levels.

In addition, through the conference, delegates once again reviewed the Party Charter, while also accessing and updating new points, amendments, and additions, as well as issues frequently encountered and addressed in practice.

With that in mind, the head of the Nghe An Provincial Party Committee urged delegates to focus intently and listen carefully to the speakers' presentations in order to effectively address the conference's agenda.

At the conference, representatives from the Nghe An Provincial Party Committee's Organization Department briefly introduced the amendments and additions to Regulation No. 24-QĐ/TW on Party member work, including: educational qualifications for Party membership; rights of Party members; introduction and admission of new members; timeframe for organizing Party membership admission ceremonies; consideration for recognition of full Party membership; calculation of Party membership seniority; issuance and management of Party membership cards; management of Party member records; and procedures for transferring Party membership.

Along with that, there were several regulations on implementing the principle of democratic centralism, issues related to organizing Party congresses at all levels, specialized advisory and support agencies, public service units of Party committees, the Fatherland Front and political and social organizations, grassroots Party organizations, Party organizations in the People's Army and People's Police, the organization of the Inspection Committee, commendation of Party organizations and members, and personnel work. In addition, nearly 12,000 delegates attending the conference were also briefed on the new points of Guidance No. 01-HD/TW.

IMPLEMENT THIS INFORMATION TO ALL PARTY MEMBERS THROUGHOUT THE PARTY COMMITTEE

Concluding the conference, on behalf of the Standing Committee of the Provincial Party Committee, the Secretary of the Nghe An Provincial Party Committee, Thai Thanh Quy, emphasized the need to continue to thoroughly disseminate the contents of Regulation No. 24-QĐ/TW and Guidance No. 01-HD/TW to the cadre and nearly 194,000 Party members throughout the province and the people, so that the people can monitor and thereby effectively implement the Party Charter.

Therefore, Party members who are leaders and committee members need to thoroughly and firmly grasp the contents of the Party Charter, as well as the new points, amendments, and additions in related Regulations and Guidelines, in order to effectively disseminate them widely. In addition, they should choose a method of dissemination that is appropriate to the local conditions and the specific characteristics of their agency or unit. The head of the Party committee, agency, or unit must be responsible for disseminating and ensuring understanding.

In implementing the Party Charter, Regulation No. 24-QĐ/TW and Guidance No. 01-HD/TW, it is necessary to closely link it with inspection and supervision work, paying attention to the cultivation and improvement of the ethics and lifestyle of cadres and Party members.

The implementation of these two tasks must be closely linked to emulation and reward programs; identifying and replicating exemplary individuals, good practices, and innovative and effective approaches in the process of implementing the Party Charter.

Also at the conference, before key leaders at all three levels in the province, the Provincial Party Secretary further emphasized the tasks for the last three months of 2021. Accordingly, given that Nghe An is the largest province in the country, with a large population, diverse modes of transportation, and a long border, the Party committees, government, steering committees, and command centers for COVID-19 prevention and control at all levels in the province must focus more intensely than in the previous period, while also assigning responsibility to the heads of departments and ensuring strict and consistent implementation from top to bottom to maintain the achievements in epidemic prevention and control.

Through this, Nghe An effectively implemented the new strategy, along with the rest of the country, to "adapt safely, flexibly, and effectively control the Covid-19 pandemic"; thereby creating a foundation for restoring and accelerating production, achieving the targets and tasks of 2021 at the highest level, and simultaneously creating a foundation for socio-economic development in the following years.

Given the complex and unpredictable nature of natural disasters, the Provincial Party Secretary also emphasized that all levels need to be highly proactive in implementing the "four on-the-spot" principles to ensure comprehensive disaster prevention and control.

On the other hand, it is necessary to properly conduct the review, evaluation, and classification of Party organizations, Party members, and leadership and management teams at all levels in 2021 in accordance with the guidelines and procedures, ensuring objectivity.

Recently, the 4th Central Committee Conference (13th term) reached a high level of consensus on the policies, objectives, tasks, and solutions to further promote the implementation of the 4th Central Committee Resolution (12th term), with a focus on preventing, repelling, resolutely fighting against, and strictly handling the decline in political ideology, morality, and lifestyle, acts of corruption and negativity, and manifestations of "self-evolution" and "self-transformation" within the Party. Therefore, the Provincial Party Secretary requested that the advisory agencies and units of the Provincial Party Committee prepare thoroughly to organize a conference to thoroughly disseminate this very important content and to conduct a widespread political activity campaign.

Immediately following the online conference to disseminate the Regulations and Guidelines for the Implementation of the Party Charter, the Organization Department of the Nghe An Provincial Party Committee held an online training conference on professional skills in Party building and organization work.
