Nghe An province stipulates the level of support for health insurance contributions for certain groups.
On the morning of June 13th, the Culture and Social Affairs Committee of the Provincial People's Council held a review of the draft resolution stipulating policies to support health insurance contributions for certain groups in Nghe An province during the period 2026-2030, to be submitted to the 30th session of the 18th Provincial People's Council.
Health insurance is a very important social policy, a main pillar of the social security system, and has always been a priority for the Party and State in terms of leadership, guidance, development, and implementation. It aims to make a significant contribution to achieving social progress and equity, ensuring political and social stability, improving people's lives, and promoting sustainable national development.
In implementing the Party's Resolution and the State's policies and laws on health insurance, in recent times, Party committees, authorities, and the entire political system in Nghe An have synchronously and decisively implemented various groups of solutions and issued many important documents, especially those aimed at strengthening the protection, care, and improvement of people's health in the new situation.
In particular, Nghe An is one of the localities that promptly issued resolutions to support health insurance contributions according to a roadmap for disadvantaged and vulnerable groups in society.
The issuance of policies on health insurance contribution rates for ethnic minorities and certain other groups in Nghe An province has a positive and direct impact on the social security system, contributing to social progress and equity, ensuring political and social stability and socio-economic development of the province; helping people to have their medical examination and treatment costs covered by the Health Insurance Fund, thereby alleviating financial difficulties when they are sick or ill.
At the same time, increase the health insurance coverage rate, striving to complete and exceed the targets set in Plan No. 81-KH/TU dated March 7, 2022, of the Standing Committee of the Provincial Party Committee on implementing the targets of the Resolution of the 13th National Congress of the Party and the Resolution of the 19th Provincial Party Congress on the social insurance and health insurance coverage rate in Nghe An province by 2025, towards the goal of universal health insurance.
According to the draft resolution, the drafting agency proposes that, in addition to the health insurance premium subsidy from the central budget, the following support will be provided: 30% subsidy on health insurance premiums for ethnic minority people living in communes that are no longer classified as economically and socially disadvantaged or extremely disadvantaged areas, and whose health insurance premiums are subsidized by the State budget as stipulated by the Government.
A 30% subsidy on health insurance premiums is provided for individuals belonging to near-poor households. A 20% subsidy on health insurance premiums is provided for individuals belonging to households engaged in agriculture, forestry, fisheries, and salt production with an average standard of living.
In cases where an individual belongs to multiple categories of health insurance participants, they may choose to participate in the category with the highest level of support. The estimated budget for support during the period from 2026 to 2030 is 1,067.73 billion VND.
Commenting on the draft Resolution, delegates suggested adjusting the title to: Resolution stipulating policies to provide additional support for health insurance contributions for certain groups in Nghe An province; and further clarifying criteria such as income level and living conditions to identify eligible recipients for support,...
During the review, the members unanimously approved the Resolution for submission to the 30th Session - a special session of the 18th Provincial People's Council. However, they also requested the drafting committee to revise the Resolution's title to better suit the target audience. In addition, they requested adjustments to some wording to ensure the Resolution's consistency.
