Nghe An province issues directive to proactively respond to Typhoon SAOLA.

Accordingly, the dispatch was sent to the Steering Committee for Disaster Prevention and Search and Rescue in coastal districts and towns; the Departments of Agriculture and Rural Development, Information and Communications, and Transport; the Provincial Border Guard Command; the North Central Region Meteorological and Hydrological Station; the Provincial Radio and Television Station, Nghe An Newspaper, and the Ben Thuy Coastal Information Station.

According to the National Center for Hydro-Meteorological Forecasting, on August 29th, Typhoon SAOLA was active in the sea northeast of Luzon Island (Philippines). At 13:00 on August 29th, the typhoon's center was located at approximately 18.8 degrees North latitude; 123.1 degrees East longitude, in the sea northeast of Luzon Island. The strongest winds near the center of the typhoon reached level 14, gusting to level 17, moving northwest at a speed of about 5-10 km/h. In the northeastern part of the South China Sea, winds were strong at level 6 from the night of August 29th, increasing to levels 7-8 from the afternoon and night of August 30th, with winds near the center reaching levels 10-11, gusting above level 14; the sea was extremely rough. In the eastern part of the South China Sea, waves were 3.0-3.5 meters high.

To proactively respond to the developments of the storm, the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense requests the Steering Committees for Disaster Prevention, Search and Rescue of coastal districts, cities, and towns; relevant departments, agencies and organizations to direct the implementation of the following contents:

1.Regularly and closely monitor the storm's development, strictly manage vessels at sea; organize the counting and notification of vessel owners and captains of ships and boats operating at sea regarding the storm's location, direction of movement, and development so that they can proactively take preventive measures, evacuate, or avoid moving into dangerous areas. The dangerous zone in the next 24 hours: North of latitude 18.0N, East of longitude 118.5E; in the next 48 hours: North of latitude 18.5N, East of longitude 115.5E (the dangerous zone will be adjusted in future forecast bulletins).

2.Prepare personnel and equipment for rescue operations when required.

3.The provincial Radio and Television Station, Nghe An Newspaper, Ben Thuy Coastal Information Station, and other mass media agencies should strengthen measures to inform all levels of government, owners of vessels operating at sea, and the public about the storm's developments so that they can proactively prevent and respond to it.

4.Maintain a strict duty roster and regularly report to the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense./.
