Nghe An province has issued a plan to conduct a vote of confidence for leading and managerial officials in agencies and units.
(Baonghean.vn) - The Standing Committee of the Nghe An Provincial Party Committee has issued a plan for conducting confidence votes for officials holding leadership and management positions in agencies and units within the political system.
In accordance with Regulation No. 96-QD/TW, dated February 2, 2023, of the Politburo "on conducting confidence votes for leadership and management positions in the political system," the Standing Committee of the Nghe An Provincial Party Committee has issued a plan for conducting confidence votes for officials holding leadership and management positions in agencies and units within the political system.

According to the plan, a vote of confidence will be held for officials holding leadership and management positions in agencies and units within the political system from the provincial level down to the level with subordinate units, including:
- Member of the Standing Committee of the Provincial Party Committee.
- Heads and deputy heads of the Party building departments of the Provincial Party Committee, the Provincial Party Committee's Inspection Committee, and the Provincial Party Committee Office; heads and deputy heads of departments, agencies, and equivalent bodies; heads and deputy heads of the Fatherland Front and provincial-level political and social organizations, and public service units under the Provincial Party Committee and the Provincial People's Committee.
- Secretaries and deputy secretaries of district, city, and town Party committees.
-Voting for confidence in positions elected or approved by the National Assembly and People's Councils at all levels shall be carried out in accordance with the regulations of the National Assembly.
The vote of confidence for each official position (including cases where one person simultaneously holds multiple positions) shall not exceed two locations in order of priority, including: within the highest-level Party committee (for members of the Party committee's standing committee), the People's Council (for those as stipulated by the National Assembly), or the place where the official is currently working (for other officials).
Officials who have announced their resignation pending retirement or who have been appointed or elected during the year of the confidence vote will not be subject to the confidence vote.
Regarding the timing of the vote of confidence:
The vote of confidence is conducted periodically in the third year (mid-term of the Party congress at all levels), specifically as follows:
- Voting for confidence in positions elected or approved by the National Assembly and People's Councils at all levels shall be conducted in accordance with the regulations of the National Assembly.
- The confidence vote for leadership positions in Party committees at all levels will be conducted after the confidence vote for positions elected by People's Councils at all levels.
- Voting for confidence in other leadership and management positions will be conducted after the mid-year review of the third year of the term of the Party congresses at all levels.
Party committees, party organizations, agencies, and units are responsible for leading and organizing the confidence vote for cadres under their management; leading the confidence vote for cadres elected by the People's Council at the same level; directing, inspecting, and guiding subordinates in conducting the confidence vote; and compiling and reporting the results of the confidence vote for cadres under the management of the Provincial Party Standing Committee (through the Provincial Party Organization Committee) before August 31, 2023.
District Party Committees, City Party Committees, Town Party Committees, and directly affiliated Party Committees; departments, boards, and agencies; the Fatherland Front and political and social organizations at the provincial level, when organizing confidence vote conferences, must invite officials from the Provincial Party Committee's Party Building Departments, the Provincial Party Committee's Inspection Committee, the Provincial Party Committee Office, and the organizational and personnel departments of higher-level State agencies to attend and supervise the activities of the vote counting committee at the confidence vote conference.
The Party Committee of the Provincial People's Council leads and directs the organization of confidence votes for positions as prescribed by the National Assembly; compiles the results of the confidence votes and reports them to the Standing Committee of the Provincial Party Committee and competent authorities as prescribed.
The Provincial Party Committee's Organization Department will advise on and prepare the content for organizing the confidence vote for members of the Provincial Party Standing Committee (at the Provincial Party Committee's Executive Committee meeting); compile and report the results of the confidence vote for cadres under the Central Committee's management working in the province and cadres under the Provincial Party Standing Committee's management; preside over and coordinate with the Provincial Party Inspection Committee and relevant agencies to guide, monitor, and inspect the implementation of this Plan, and report to the Provincial Party Standing Committee.
The Provincial Party Committee Office, in coordination with the Provincial Party Committee's Organization Department and other relevant agencies, will prepare the necessary documents and other related conditions for organizing the Provincial Party Committee's Executive Committee meeting to conduct a vote of confidence for the following positions: Secretary of the Provincial Party Committee, Deputy Secretary of the Provincial Party Committee, members of the Provincial Party Standing Committee; members of the Standing Committee who are the Chairman and Vice-Chairman of the Provincial People's Council, Chairman and Vice-Chairman of the Provincial People's Committee; members of the Provincial Party Committee's Executive Committee; and delegates to the Provincial People's Council (if applicable, as stipulated by the National Assembly).
