Nghe An launches the Science and Technology Sector Database System.

The conference was attended by Comrade Nguyen Quy Linh - Member of the Provincial Party Committee, Director of the Department of Science and Technology. Also present were representatives from provincial departments and agencies.

Digitizing industry data Science and Technology

In implementing the Party, State, and National Assembly's policies and guidelines on promoting digital transformation, and with the active cooperation of VNPT Nghe An over the past period, the Department of Science and Technology has completed the construction of the industry's database system.

The database system for the Science and Technology sector is built with 10 main functional subsystems to serve the entire digitization process and create electronic data for digital transformation.

First, the Legal Documents Subsystem serves as the "information storage and retrieval center" for the entire system. Here, all legal documents, directives, official letters, decisions, and notices are digitized, stored, and retrieved centrally. Officials can quickly search and find information, saving time, reducing paperwork, and enhancing transparency and accuracy in management.

The Technical Center for Standards, Metrology and Quality Control subsystem is built as a comprehensive digital business management tool for the Technical Center for Standards, Metrology and Quality Control. This makes quality control activities more accurate and transparent.

The Advanced Science and Technology Application Subsystem plays a crucial role in monitoring, managing, and scaling up advanced science and technology application models throughout the province. From high-tech agricultural production models to technical innovation initiatives in businesses, all data is centralized and updated. This serves as a bridge between research and practice, ensuring that science truly serves life and production.

The Social Sciences and Humanities subsystem is where research topics and projects in the social sciences and humanities are stored, managed, and disseminated. It serves as an open source of knowledge, affirming the role of research in the social sciences and humanities in guiding sustainable socio-cultural development.

For the Science, Technology and Communication subsystem, it serves as the digital communication window for the entire industry. The subsystem helps to aggregate news, events, and outstanding activities of the industry. Simultaneously, it manages information on training, certification, and scientific and technological research projects. As a result, scientific achievements, innovations, and exemplary models are widely disseminated to the community, contributing to enhancing the image and social awareness of the role of science and technology.

The Quality Measurement Management subsystem is responsible for monitoring, evaluating, and aggregating product and goods quality data within the province. Officials can quickly search the list of businesses, products, and inspection results, while also analyzing quality trends by industry and locality. The system helps improve the efficiency of state management and ensures that products meet standards.

The Technology Management subsystem supports the monitoring, evaluation, and updating of information on technologies being applied, transferred, and innovated in the area. From this, leaders can analyze technological development trends, build appropriate policies and planning to support innovation, contributing to promoting technology transfer in businesses and research institutions.

The Science Management subsystem is designed to manage all scientific tasks, including: lists of research topics, data on scientists, experts, and science and technology organizations. Simultaneously, the system can update, report, and evaluate results, creating a comprehensive, transparent, and scientific overview for the management of science and technology tasks at all levels.

The Digital Mapping subsystem is a tool for visualizing all telecommunications infrastructure data on a smart map platform. Each cable system, base station, telecommunications and postal business and service is assigned location, information, and updated status. This allows managers to instantly observe and analyze data space, supporting planning and enabling quick and accurate decision-making.

The Passive Telecommunications Infrastructure subsystem is the technical foundation supporting the entire digital transformation of the Science and Technology sector. It manages, monitors, and plans cable routes, mobile base stations, antenna infrastructure, and related passive technical infrastructure, ensuring stable, secure, scalable, and integrateable system operation in the future. This is the "backbone" of data connectivity, ensuring seamless information flow throughout the sector.

Putting the Science and Technology Sector Database System into operation will help unify, digitize, and centrally manage all sector data, supporting leaders and staff in searching, monitoring, and making decisions more quickly and accurately.

Automated business processes significantly reduce time, costs, and errors in work handling. Simultaneously, the system creates a platform for connecting and sharing research results, initiatives, and applications of science and technology with businesses and citizens, contributing to promoting innovation, developing a knowledge-based economy, and modernizing state management in the province's digital transformation process.

Pioneering in digital transformation

The system not only opens up a more scientific, transparent, and efficient way of working, but also contributes to the modernization of state management, making Nghe An one of the pioneering localities in building a digital government.

At the same time, the Science and Technology sector database system will become an important digital bridge between the State and the people, contributing to realizing the aspiration of developing Nghe An province into an innovation center of the North Central region.

Speaking at the conference, Mr. Nguyen Quy Linh, Director of the Department of Science and Technology, emphasized: The Department of Science and Technology is the permanent agency advising the province on science and technology and digital transformation; therefore, the department has determined that it must be a pioneer in digital transformation. With a spirit of innovation, creativity, and high political determination, the launch of the Science and Technology Sector Database System is clear evidence of the digital transformation efforts of the Science and Technology sector.

The Director of the Department of Science and Technology requested that the content on the Nghe An province's Science and Technology database system must ensure "integration, standardization, connectivity, and sharing." Standardization is necessary to ensure that the data complies with the regulations of the Ministry of Science and Technology and is integrated into the province's overall system.

Comrade Nguyen Quy Linh requested that agencies and units within the sector continue to improve the digitization of records; continue to provide and enrich data; and promptly synchronize sector data with data from the Ministry of Science and Technology. The Department's Office should coordinate with VNPT Nghe An to develop a process for managing and exploiting VNPT sector data.

For VNPT Nghe An, the plan includes coordinating training on the use of the Science and Technology sector's database system; continuing research and improvement of the software, adding data fields; and implementing the smartening of the database system.
