The People's Committee of Nghe An province is implementing the 2026 Economic Census throughout the province to collect comprehensive information on various types of production and business activities, serving to assess the current situation and formulate socio-economic development policies for the coming period. More than just a periodic statistical activity under the Statistics Law, the 2026 Economic Census is significant as a comprehensive "inventory" of all economic entities operating within the province.

Mobilizing the power of the system

To ensure the 2026 Economic Census is implemented systematically, seriously, and effectively, the People's Committee of Nghe An province has issued a plan for its implementation and established the Provincial Steering Committee for the 2026 Economic Census. According to Decision 4393/QD-UBND dated December 31, 2025, of the People's Committee of Nghe An province on the establishment of the Steering Committee for the 2026 Economic Census, the Steering Committee is chaired by the Standing Vice Chairman of the People's Committee of Nghe An province, Bui Thanh An, with the participation of leaders from many departments and agencies such as Statistics, Public Security, Finance, Interior, Industry and Trade, Health, Education and Training, Agriculture and Environment, Construction, and Science and Technology.

The establishment of the Inter-Ministerial Steering Committee demonstrates that the General Economic Census is not solely the responsibility of the statistics sector, but a shared task for the entire political system. Each sector and field has a specific role to play in reviewing survey subjects, sharing administrative data, coordinating communication, and monitoring the data collection process.

The Nghe An Provincial Statistics Department was assigned as the permanent agency, responsible for advising, providing professional guidance, and organizing the implementation of all stages of the survey. In addition, the Standing Committee assisting the Steering Committee was restructured to directly coordinate activities from compiling the list of survey units, selecting surveyors, providing professional training, to checking, monitoring, and verifying data.

At the grassroots level, the Steering Committee for the 2026 National Economic Census will be established in communes and wards. This level directly impacts the local economic realities, where individual production and business establishments and households operate. Clearly defined responsibilities at each level and for each individual are considered key factors in ensuring that collected information accurately reflects reality, avoiding omissions, duplications, or inaccuracies in data.

Comprehensive investigationflexible format

According to the approved plan, the 2026 Economic Census in Nghe An will be implemented throughout the province, covering almost all types of active economic activities, from enterprises, cooperatives, non-public service units to individual non-agricultural production and business establishments, cooperative groups, and religious and belief establishments.

The survey content focuses on five major groups of information. First, information on identifying and classifying the surveyed units, aiming to build a comprehensive "map" of economic entities in the area. Next is information on production and business conditions, including labor, assets, capital, and input factors. The third group reflects production and business results such as output, revenue, costs, and tax obligations. The fourth group focuses on the level of application of science and technology, information technology, and the digital economy, an increasingly decisive factor in the competitiveness of the economy. Finally, there is thematic information serving management and policy planning requirements.

The survey was conducted flexibly in two forms: a full survey and a sample survey, depending on the target group. For businesses, non-public service units, associations, and branches and representative offices of foreign businesses, information collection was mainly done indirectly through an online electronic questionnaire system. Meanwhile, for individual production and business establishments, cooperatives, and religious and belief institutions, surveyors conducted direct interviews and recorded information using electronic devices.

According to the plan, the data collection period for individual production and business establishments, cooperatives, and religious and belief institutions will take place from the beginning of January to the end of March 2026. For enterprises and non-public service units, the data collection period will extend from April to the end of June 2026, with some groups continuing until July 2026. After this period, relevant authorities will organize inspections, monitoring, acceptance, and data processing according to a strict process, ensuring accuracy, consistency, and comparability.

A key highlight of the 2026 Economic Census is the increased application of information technology throughout the entire process. The use of electronic questionnaires and online management and monitoring systems not only improves data quality but also significantly reduces time, costs, and errors caused by subjective factors.
