(Baonghean.vn) - This was the opinion of Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, at the meeting of the Provincial People's Committee to hear and give opinions on the draft regulations on coordination in inspection, examination, and supervision of multi-level marketing business activities in Nghe An province, which took place on the afternoon of March 17.

The draft Regulations on coordinating state management of multi-level marketing activities in Nghe An province replace Decision No. 52/2016 of the Provincial People's Committee and was drafted by the Department of Industry and Trade. The development of the Decision promulgating the Regulations on coordinating state management of multi-level marketing activities in Nghe An province is in accordance with the provisions of the law and the Circulars and Decrees of the Government and the Ministry of Industry and Trade.
The draft consists of 4 chapters and 21 articles, stipulating the principles, content, and responsibilities for coordination in the inspection, examination, and supervision of multi-level marketing business activities in the province. The regulations apply to provincial departments and agencies; People's Committees of districts, cities, and towns; and relevant organizations, units, and individuals involved in the inspection, examination, and supervision of multi-level marketing business activities.

According to the draft, coordinated management will be based on the functions, tasks, and powers of relevant departments, district-level People's Committees, and current regulations to ensure uniformity and create conditions for multi-level marketing businesses to comply with the law.
Businesses are only permitted to organize multi-level marketing activities and conferences/seminars within the province after obtaining written confirmation of registration, or registration of amendments/supplements to multi-level marketing activities in the locality, from the Department of Industry and Trade...

In their comments on the draft, delegates suggested reviewing the contents of the draft regulations, emphasizing that any content falling under the functions of a vertical sector should be handled by that sector without coordination with others. They also proposed adding roles for associations, organizations, commune-level authorities, the Fatherland Front, etc.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Hong Vinh stated that multi-level marketing is currently very complex, and the issuance of regulations on coordination in the management of multi-level marketing is essential. The draft regulations on monitoring multi-level marketing activities aim to ensure that state management coordination is carried out uniformly, effectively, and with accountability from relevant agencies and units.

Considering that the draft regulations do not adequately reflect the roles and responsibilities of various sectors, and therefore require clearer assignment of responsibilities in inspection and supervision, along with specific timelines, the Vice Chairman of the Provincial People's Committee requested the Department of Industry and Trade to finalize the draft as soon as possible, based on feedback from relevant departments. He also suggested adding the roles and responsibilities of political and social organizations and local authorities in communication and management; and unifying the general name as the "Regulations on Coordination in Multi-Level Marketing"...
