Draft Regulations on coordination of state management of multi-level business activities in Nghe An province replace Decision No. 52/2016 of the Provincial People's Committee, drafted by the Department of Industry and Trade. The development of the Decision to promulgate the Regulations on coordination of state management of multi-level business activities in Nghe An province is in accordance with the provisions of the law and Circulars, Decrees of the Government and the Ministry of Industry and Trade.
The draft has 4 chapters and 21 articles, stipulating the principles, contents, and responsibilities for coordination in the inspection, examination, and supervision of multi-level business activities in the locality. The regulations apply to provincial departments and branches; People's Committees of districts, cities, towns, and relevant organizations, units, and individuals involved in the inspection, examination, and supervision of multi-level business activities.

According to the draft, management coordination is based on the functions, tasks, and powers of relevant departments, district-level People's Committees, and current regulations to ensure consistency and create conditions for multi-level marketing businesses to comply with legal regulations.
Enterprises are only allowed to organize multi-level sales activities and organize conferences and seminars in the province after receiving confirmation of registration, registration of amendments and supplements to multi-level sales activities in the locality in writing from the Department of Industry and Trade...

Commenting on the draft, delegates suggested that it is necessary to review the contents of the draft regulations, and that any content that is within the functions of a vertical sector should be implemented by that sector, without the need to coordinate with other sectors. They also suggested adding the role of associations, unions, commune-level authorities, and the Fatherland Front, etc.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Hong Vinh said that multi-level marketing business is currently very complicated, and the issuance of coordination regulations in multi-level marketing management is very necessary. The draft supervision of multi-level marketing business activities aims to ensure that state management coordination is carried out in a unified, effective manner, and with accountability of agencies and units.
