Nghe An will establish a Department of Tourism in early 2017.
(Baonghean.vn) - On the morning of July 22nd, under the chairmanship of Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, the Provincial People's Committee continued its regular July meeting to hear and give opinions on a number of issues presented by the Department of Culture, Sports and Tourism and the Department of Agriculture and Rural Development.
Also attending were the Vice Chairmen of the Provincial People's Committee, members of the committee, and leaders of provincial departments and agencies.

At the meeting, delegates focused on discussing and giving opinions on the following contents: the draft Resolution of the Provincial Party Committee on building cultured people and cultured families in Nghe An to meet the requirements of integration and development; and the draft Project on establishing a Department of Tourism presented by the Department of Culture, Sports and Tourism.
Commenting on the two aforementioned issues, Chairman of the Provincial People's Committee Nguyen Xuan Duong requested the Department of Culture, Sports and Tourism to incorporate the opinions of the committee members and finalize the draft Resolution for approval by the Provincial Party Standing Committee in September 2016.

Regarding the proposal to establish the Department of Tourism, the Provincial People's Committee agreed and unanimously approved it; the Department of Culture, Sports and Tourism and the Department of Home Affairs will finalize the proposal and submit it to the Provincial People's Council at the end-of-year session; the Department of Tourism will begin operations in early 2017.

Also at this morning's meeting, delegates listened to and commented on the following reports from the Department of Agriculture and Rural Development: Assessment of the three-year implementation of the Nghe An province's agricultural restructuring plan towards increasing added value and sustainable development for the period 2013-2020; Results of the five-year implementation of Resolution 03-NQ/TU of the Provincial Party Committee (17th term) on promoting the implementation of the new rural development program for the period 2011-2020; Planning for the conversion of crop structure on rice-growing land in Nghe An province for the period 2015-2020; Planning for the development of citrus fruit trees in Nghe An province until 2020, with a vision to 2030; Assessment of the two-year implementation of the plan for developing key crops and livestock associated with land management mechanisms, creating raw material areas for processing to serve domestic consumption and export in Nghe An province until 2020. After nearly three years of implementing the agricultural restructuring plan, significant results have been achieved. By the end of 2015, the basic indicators of the sector had all met or exceeded the targets of Resolution XVII, the restructuring goals, and the 2011-2015 five-year plan. The growth rate of production value in 2015 reached 4.72%, averaging 4.65% for the entire 2011-2015 period; the internal economic structure of the sector continued to shift in a positive direction.

The New Rural Development program has yielded good results, with Nghe An being one of the top provinces nationwide in terms of the number of communes meeting the New Rural Development standards. Notably, Thach Giam commune in Tuong Duong district, one of the first disadvantaged communes in the country under the 30a program, was recognized as meeting the New Rural Development standards (in 2015). The average number of criteria met across the province has increased significantly, reaching 12.4 criteria per commune, an increase of 8.76 criteria compared to 2010. One district-level unit, Thai Hoa town, has completed the New Rural Development program.

Regarding the project "Developing key crops and livestock, linked with land management mechanisms, creating raw material processing zones to serve domestic consumption and export in Nghe An province until 2020", to date, the province has formed many concentrated raw material zones for processing and export, such as tea growing areas in Thanh Chuong, Anh Son, Con Cuong, and Ky Son; export peanuts in Dien Chau and Nghi Loc; sugarcane in Quy Hop, Tan Ky, and Anh Son; and aquaculture in Quynh Luu and Dien Chau… Infrastructure in these concentrated raw material and crop production zones has received investment in transportation roads and irrigation systems.
After listening to the opinions of the meeting participants and concluding the contents presented by the Department of Agriculture and Rural Development, Chairman of the Provincial People's Committee Nguyen Xuan Duong acknowledged and highly appreciated the preparation of the Department of Agriculture and Rural Development; unanimously approved 5 contents, and requested the Department of Agriculture and Rural Development to finalize the project and prepare for approval at the next regular meeting of the Standing Committee.
At the same time, the Chairman of the Provincial People's Committee emphasized that the project to restructure the agricultural sector of Nghe An province towards increasing added value and sustainable development in the period 2013-2020 is an important content in the development of agriculture, rural areas and farmers, encompassing other projects. To successfully implement it, attention must be paid to science and technology, introducing new plant and animal varieties into production; joint ventures and linkages to develop production, balancing resources to implement the project; linking production with modern processing, and shifting the structure of the agricultural sector.

To plan for the restructuring of crop patterns on rice-growing land in Nghe An province during the 2015-2020 period, it is necessary to develop specific plans and solutions and organize the implementation of rice-growing land conversion according to the approved plan; and to effectively carry out propaganda and mobilization efforts to encourage people to convert inefficient rice-growing land according to the plan to other crops with higher economic efficiency.
Furthermore, relevant sectors should ensure sufficient funding is allocated to implement policies for agricultural and rural development, and the construction of new rural areas. This includes policies for developing raw material areas for various crops and livestock along the value chain; supporting businesses in developing production and applying science and technology; and investing in agricultural and rural infrastructure throughout the province.
