(Baonghean.vn) - On the morning of July 22, under the chairmanship of comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, the Provincial People's Committee continued its regular meeting in July to listen to and give opinions on a number of contents presented by the Department of Culture, Sports and Tourism and the Department of Agriculture and Rural Development.

Also attending were Vice Chairmen of the Provincial People's Committee, members of the committee, and leaders of provincial departments and branches.

At the meeting, delegates focused on discussing and giving opinions on the following contents: Draft Resolution of the Provincial Party Executive Committee on building cultural people and cultural families in Nghe An to meet the requirements of integration and development; Draft Project on establishing the Department of Tourism presented by the Department of Culture, Sports and Tourism.

Commenting on the above two contents, Chairman of the Provincial People's Committee Nguyen Xuan Duong requested the Department of Culture, Sports and Tourism to request the Department of Culture, Sports and Tourism to absorb the opinions of the committee members, complete the draft Resolution to be approved by the Provincial Party Committee Standing Committee in September 2016.

Regarding the Project to establish the Department of Tourism, the Provincial People's Committee agreed and unanimously approved; the Department of Culture, Sports and Tourism and the Department of Home Affairs completed the project and submitted it to the Provincial People's Council in the year-end meeting; the Department of Tourism went into operation in early 2017.

Standing Vice Chairman of the Provincial People's Committee Le Xuan Dai spoke, requesting the Department of Culture, Sports and Tourism to organize a workshop to clarify the contents of building cultural people and cultural families in Nghe An to meet integration requirements.

Comrade Dau Van Thanh - Director of the Department of Home Affairs spoke, suggesting that the cultural sector needs to be more specific about the contents related to cultural people and cultural families of Nghe An.

Also in this morning's meeting, delegates listened to and commented on the contents reported by the Department of Agriculture and Rural Development: Evaluation of 3 years of implementing the project to restructure the agricultural sector of Nghe An province towards increasing added value and sustainable development in the period 2013-2020; Results of 5 years of implementing Resolution 03 - NQ/TU of the Provincial Party Committee (17th term) on promoting the implementation of the new rural construction program in the period 2011-2020; Planning for converting crop structure on rice-growing land in Nghe An province in the period 2015-2020; Planning for developing citrus fruit trees in Nghe An province to 2020, with a vision to 2030; Evaluation of 2 years of implementing the project to develop plants and animals mainly associated with land management mechanisms, creating raw material processing areas to serve domestic consumption and export in Nghe An province until 2020; Tasks and solutions for the 2016-2020 period.

After nearly 3 years of implementing the Project on restructuring the agricultural sector, important results have been achieved initially, the basic targets of the sector by the end of 2015 have all reached and exceeded the targets of Resolution XVII, the restructuring targets and the 5-year plan 2011-2015 of the sector. The growth rate of production value in 2015 reached 4.72%, the average for the whole period 2011-2015 reached 4.65%; The economic structure within the sector continues to shift in a positive direction.

The construction of the new rural area has achieved good results. Nghe An is one of the top provinces in the country in terms of the number of communes meeting the new rural standards. In particular, Thach Giam commune, Tuong Duong district, is one of the first disadvantaged communes in district 30a in the country to be recognized as meeting the new rural standards (in 2015). The average number of criteria meeting the standards in the whole province has increased, to 12.4 criteria/commune, an increase of 8.76 criteria compared to 2010. There is one district-level unit that has completed the construction of the new rural area, which is Thai Hoa town.

Vice Chairman of the Provincial People's Committee Dinh Viet Hong said that in addition to Thai Hoa, this year Nghe An will have another locality reaching the NTM finish line, Vinh City.

Regarding the Project "Developing key plants and animals, associated with land management mechanisms, creating raw material processing areas to serve domestic consumption and export in Nghe An province by 2020", up to now, the province has formed many concentrated raw material areas for processing and export such as tea raw material areas in Thanh Chuong, Anh Son, Con Cuong, Ky Son, peanuts for export in Dien Chau, Nghi Loc, sugarcane in Quy Hop, Tan Ky, Anh Son, aquaculture in Quynh Luu, Dien Chau... Infrastructure of raw material areas, concentrated plant and animal production areas has received investment in roads, irrigation systems...

After listening to the opinions of the meeting participants and concluding the contents presented by the Department of Agriculture and Rural Development, Chairman of the Provincial People's Committee Nguyen Xuan Duong acknowledged and highly appreciated the preparation of the Department of Agriculture and Rural Development; unanimously approved 5 contents, and requested the Department of Agriculture and Rural Development to complete the project and prepare for approval at the next regular meeting of the Standing Committee.

At the same time, the Chairman of the Provincial People's Committee emphasized that the project to restructure the agricultural sector of Nghe An province towards increasing added value and sustainable development in the period of 2013-2020 is an important content in the development of agriculture, rural areas and farmers, covering other projects. To successfully implement it, it is necessary to pay attention to science and technology, introduce new varieties of seedlings into production; joint ventures to develop production, balance resources to implement the project; Link production with modern processing, and shift the structure of the agricultural sector.

Nghe An has formed a concentrated tea material area for export and at the same time serving tourists visiting scenic spots.

To plan the conversion of crop structure on rice-growing land in Nghe An province in the period of 2015-2020, it is necessary to develop a plan, specific solutions and organize the implementation of rice-growing land conversion according to the approved plan; carry out well the propaganda work, mobilizing people to convert ineffective rice-growing land according to the plan to other crops with higher economic efficiency.

In addition, the sectors are interested in ensuring the allocation of sufficient financial resources to implement policies on agricultural and rural development and new rural construction, including policies on developing raw material areas for crops and livestock according to value chains; supporting enterprises in developing production and applying science and technology; and investing in agricultural and rural infrastructure in the province.
