Nghe An province will strengthen inspections and monitoring of the quality of E10 bioethanol at production, blending, storage facilities, and distribution systems in the area to ensure product quality, protect consumer rights, and stabilize the petroleum market.
The Provincial People's Committee has just issued Document No. 6767/UBND-VX dated June 10, 2026, on the implementation of the Plan for inspection and monitoring of E10 bioethanol quality in 2026, as requested by the Ministry of Science and Technology in Official Letter No. 3985/BKHCN-TDC dated June 8, 2026.
Accordingly, Vice Chairman of the Provincial People's Committee Thai Van Thanh assigned the Department of Science and Technology to take the lead and coordinate with the Department of Industry and Trade and other relevant departments and agencies to develop a plan for inspecting and monitoring the quality of E10 bioethanol in the province according to their assigned functions, duties, and authority. At the same time, they are to monitor, compile, provide information, and coordinate with the National Standards, Metrology and Quality Committee and the inspection team of the Ministry of Science and Technology when requested.
The Provincial People's Committee requests an updated list of organizations and individuals in the petroleum supply chain within the province that are involved in activities related to E10 bioethanol fuel, including production and blending facilities; warehouses, main depots, and transit depots; distributors, general agents, agents, authorized retailers, and retail gasoline stations that sell E10 bioethanol fuel. Particular attention should be paid to facilities with a high risk of quality or measurement issues, or those that have received complaints from consumers.
The relevant departments and agencies are tasked with strengthening inspections and monitoring of compliance with regulations on technical standards, measurement, and product quality for E10 bioethanol in the area. Inspections will focus on documentation of applicable standards, conformity declarations, or conformity certifications; origin of goods; quality assurance conditions in production, blending, storage, distribution, and circulation; sampling, testing, and conformity assessment; compliance with measurement regulations in the petroleum business; the status of inspection and use of measuring instruments, fuel dispensers, standard containers, measuring systems, and related legal requirements.
The Provincial People's Committee requires that inspection activities be conducted in a focused and targeted manner, within the correct scope and authority; avoiding overlap and duplication with other inspection and auditing activities, and not hindering or affecting the normal operations of the organizations and individuals being inspected. In cases where signs of violations falling under the jurisdiction of other agencies are detected, units should promptly coordinate, transfer information and documents, or make recommendations to the competent authority for consideration and handling in accordance with regulations.
For cases of violations of technical standards, regulations, measurements, and product quality for E10 bioethanol, the competent authorities are responsible for handling or recommending strict handling in accordance with the law. At the same time, they shall monitor, urge, and inspect compliance with administrative penalty decisions, decisions on applying remedial measures, and recommendations for handling after inspections.
In addition, the Provincial People's Committee requested proactive information and communication to ensure that petroleum businesses and consumers understand the purpose and requirements of the inspection and monitoring of E10 bioethanol quality; ensuring that the inspection activities effectively serve state management, protect consumer rights, contribute to maintaining stability in the petroleum market, and avoid causing instability or unnecessary impacts on the market.
Relevant units are responsible for compiling the results of the implementation of E10 bioethanol quality control in their respective areas; promptly reporting any difficulties, obstacles, complex or serious incidents beyond their authority, or any content requiring adjustment or supplementation to the National Committee for Standards, Metrology and Quality for guidance, compilation, and reporting to the competent authority for consideration and direction.
