Nghe An: Tightening management of passenger and cargo transport during Tet holiday.

Strengthen traffic violation enforcement and inspection.

Even before the Lunar New Year, the Inspectorate of the Nghe An Department of Transport mobilized maximum manpower and resources to organize 8 task forces on duty throughout the province, with 6 task forces stationed in Vinh City. Priority was given to deploying forces in locations and areas with a high risk of traffic congestion and violations of traffic order and safety.

The main tasks of the task forces are to coordinate with functional forces to regulate and guide traffic during peak hours; inspect and handle violations of road and inland waterway traffic order and safety within their jurisdiction.

Faced with the increasing number of illegal taxis and unauthorized bus stops during holidays and Tet (Lunar New Year), posing potential risks to security, order, and traffic, the inspection force of the Department of Transport and the Traffic Police have intensified patrols of passenger transport activities at bus stations in Vinh City and surrounding districts.Ensuring traffic safetyOn transportation routes, promptly detect and handle cases of violations related to passenger transport, overcrowding, illegal taxis, and shared taxis…

During the inspection process, the inter-agency task force focused on checking for violations such as the condition of vehicles and drivers before departure, and ensuring the safety of passengers on board. They monitored and supervised passenger vehicles through vehicle tracking devices, and strictly penalized cases of stopping to pick up or drop off passengers in unauthorized locations.

During the inspection, authorities required transport companies to sign a commitment to strictly comply with the law.

Since January 1, 2023, the Department of Transport's inspection force has processed 240 traffic violations, contributing over 260 million VND to the state budget.

Strengthen specialized inspection and supervision activities in the transportation sector; focusing on passenger and freight transport; strictly handle violations such as: operating transport businesses without meeting the required conditions; violating regulations in the business of transport support services; carrying more passengers than permitted; illegally raising transport fares and rates; operating off-route; and picking up and dropping off passengers at unauthorized locations.

Directing the public posting of the department's hotline number on public transport vehicles, assigning staff to be on duty, and receiving and processing information from the hotline 24/7 during peak periods.

Strengthen coordination with railway sector units and the People's Committees of districts, cities, and towns with railway lines to effectively carry out the task of ensuring railway safety in the province in accordance with the law. Provide sufficient transportation to serve the people.

To meet the travel needs of passengers during the Lunar New Year holiday, it is estimated that the entire province will mobilize nearly 19,000 vehicles to serve nearly 450,000 people. The Nghe An Department of Transport has planned to increase the number of vehicles on 5 routes including Nghe An-Hanoi, Nghe An-Hai Phong, Nghe An-Da Nang, Nghe An-Hue, and Nghe An-Ho Chi Minh City.

Approximately two months before the Lunar New Year, the Provincial People's Committee issued a Decision establishing the Steering Committee for passenger transport services during the Tet and Spring Festival 2023. Accordingly, the Department of Transport was assigned the main responsibility of directing and coordinating with functional forces to organize and control passenger transport during the Tet holiday.

To best serve the travel needs of the people during Tet, the Steering Committee requests that transportation businesses arrange vehicles, increase, supplement, or transfer vehicles, drivers, and service personnel as needed by the public. At the same time, they must effectively manage their drivers, ensure smooth operations, and strictly comply with the Road Traffic Law.

Bus and train stations need to be cleaned and tidied up, with information points arranged to allow passengers to proactively choose their trips. The Department of Transportation has requested transportation businesses to proactively sell tickets in advance to passengers through various methods. Information technology should be applied to facilitate ticket purchases for the public, while measures should be taken to combat speculation and ticket trading that disrupt social order.
