Nghe An tightens control over informal lending groups and associations.
In response to numerous cases of failed informal lending schemes causing significant losses, the People's Committee of Nghe An province has issued a document requesting departments, agencies, and localities to strengthen prevention, combat, and strictly handle violations of the law related to informal lending activities.
The Provincial People's Committee issued Official Document No. 7062/UBND-NC dated June 16, 2026, directing departments, agencies, and localities to strengthen measures to prevent, combat, and strictly handle violations.
According to the Provincial People's Committee, from 2022 to the present, many cases of illegal lending and capital mobilization schemes have occurred in (former) localities such as Yen Thanh, Hung Nguyen, and Quynh Luu, causing particularly serious damage. Recently, in Tan Ky commune, individuals have continued to set up lending schemes with the aim of misappropriating assets.
These individuals often exploit people's greed and gullibility to raise capital with high interest rates or organize illegal rotating savings schemes. They use Facebook to post public appeals, then create private groups on Messenger to manage their operations. After a while, when the amount of money raised increases, the scheme organizer shows signs of delayed payments or suddenly declares bankruptcy, then absconds with assets to embezzle the members' money.

This situation has caused widespread public concern and frustration, potentially leading to large gatherings demanding debt repayment, the posting of negative information on social media, and impacting local security and order. Currently, the Provincial Police Investigation Agency is receiving and handling several complaints and reports of related crimes.
To proactively prevent and address this situation, the Provincial People's Committee has assigned the Provincial Police to strengthen propaganda and warnings about the methods and tactics of crimes in the field of informal lending schemes, especially in remote areas, ethnic minority areas, and rural areas. At the same time, it has directed local police to review and compile statistics on the networks and individuals involved for management purposes; improve the quality of receiving and handling reports and information on crimes; and focus on investigating and strictly prosecuting acts of fraud, embezzlement, and usurious lending through informal lending schemes.
The Department of Justice is tasked with leading and guiding departments, agencies, and commune-level People's Committees in implementing state management of informal lending schemes (such as rotating savings and credit associations) according to Decree No. 19/2019/ND-CP; guiding people in implementing written agreements and resolving difficulties and obstacles in handling related administrative violations.

The Provincial People's Committee also requested strengthening communication efforts, guiding public opinion, and warning against fraudulent schemes exploiting informal lending groups to illegally raise capital; and requested the State Bank of Vietnam Region 8 to diversify forms of capital mobilization and disseminate preferential credit policies to attract idle capital from the people.
In addition, the Provincial People's Procuracy and the Provincial People's Court are requested to closely coordinate with the investigating agency in prosecuting and trying related cases; and to organize mobile trials for cases that cause public outrage to increase deterrence and education.
The Provincial People's Committee assigns the People's Committees of communes and wards to closely manage the activities of informal lending groups at the grassroots level; promptly detect and report cases with signs of fraud or usurious lending; proactively develop plans to ensure security and order when large-scale informal lending group collapses or fraud occur, preventing the emergence of complicated situations in the area.
