Nghe An accelerates support for people to switch tax declaration methods.
The "30-day campaign to transform the model and methods of tax management for household businesses" is being implemented vigorously by the Nghe An Tax Department. Not only working during office hours, many tax officials are also taking advantage of their days off to visit businesses, guiding each household in the process of registration and application installation.
On November 2nd, despite it being a weekend, the atmosphere in Truong Vinh ward was bustling with activity among tax officials from Nghe An province and local tax office 1. The officials were divided into small teams, visiting businesses to guide residents in installing the eTax Mobile application, registering for electronic invoices generated from point-of-sale systems, and switching their tax payment method from lump-sum to declaration-based.

Ms. Nguyen Thi Hoai Thuong, a tax officer from Nghe An province, shared while guiding businesses in Truong Vinh ward with her colleagues: "We are divided into groups, each responsible for a specific street, ward, or commune. Many people even bring laptops and phones to assist households with installation and processing on the spot."

On Nguyen Van Cu Street, Ms. Nguyen Thi My Dung, a long-time business owner, shared: “Previously, I was quite hesitant because I heard that filing taxes and issuing electronic invoices was complicated. But when tax officials came to guide me, I found the process not difficult at all. The eTax Mobile application helps me quickly look up revenue and pay taxes electronically, which is very convenient and transparent. Now I feel completely at ease.”
According to Ms. Nguyen Thi Mai Phuong, a tax officer at Branch 1, the initial implementation process was challenging but received positive support from the people. “Most businesses cooperated and were proactive. For older people who are less tech-savvy, we patiently guided them step by step. The goal wasn't just to meet targets, but more importantly, to help them truly understand and use the new tool,” Ms. Phuong shared.

According to statistics, Nghe An province currently has over 67,600 business households, of which only 1,100 have switched to paying taxes using the declaration method, nearly 29,000 households still pay taxes using the lump-sum method, and about 1,300 households have registered to use electronic invoices generated from cash registers...
The 30-day campaign to transform the tax management model and methods for household businesses when eliminating lump-sum tax will be implemented from November 1 to 30, 2025.
The targets are: 100% of businesses required to use electronic invoices generated from cash registers must register and use them correctly; 80% of businesses in economically disadvantaged areas and 100% of businesses in other areas must install and use the Etax Mobile application; 100% of businesses with annual revenue of VND 1 billion or more must complete the conversion to the declaration method before November 30, 2025; and be ready to convert all businesses from lump-sum tax to declaration method before January 1, 2026…

To achieve this result, the Nghe An Provincial Tax Department directed its subordinate units to mobilize maximum human resources and develop detailed plans for each area. Tax officials were assigned the task of not only guiding and supporting but also urging households to complete the registration, declaration, and electronic tax payment. For households that deliberately delay payment despite repeated guidance, the tax authorities will coordinate with the People's Committee and the commune/ward police to draw up a report and take appropriate action according to regulations.

Previously, at the launching ceremony of the "30-Day Campaign to Transform the Model and Methods of Tax Management for Household Businesses," the Standing Vice Chairman of the Provincial People's Committee, Bui Thanh An, emphasized that the Tax Department and authorities at all levels need to strengthen propaganda to help household businesses understand the benefits of transforming the tax management model; at the same time, localities need to support the tax authorities with facilities, personnel, and ensure security and order throughout the implementation process.
