Nghe An accelerates the completion of its land database - the foundation for comprehensive digitalization.

From individual land plots to shared data

In Van Kieu commune, the task forces not only work during office hours but also go to the hamlets in the evenings and on weekends to support the people.

Mr. Le Dinh Thiet, from Hamlet 14, Van Kieu Commune, believes that updating land data brings practical benefits to the people. Previously, each time they needed to verify or check land information, they might have to travel multiple times. Now, with the data fully updated, people can more easily look up information and conduct transactions.

According to Mr. Thiet, having officials directly guide and update information in the hamlet greatly benefits the people. For example, while working in the fields, he hears the announcements over the loudspeaker and takes the opportunity to go to the hamlet's cultural center to check and update the information. Once the data is verified, people can feel more secure about the information regarding their family's land.

In reality, the situation in Van Kieu commune shows that transforming a land parcel into valuable digital data requires a tremendous amount of work. According to data updated on the VBDLIS system as of April 8, 2026, the entire commune has 21,238 land parcels included in the land database, of which 9,000 are clean; while 55,287 land parcels remain unregistered and need to be completed in 2026. The review is based on 127 cadastral maps, and is also compared with 44 agricultural maps surveyed and revised in 2024 when implementing Directive No. 08-CT/TU.

Mr. Tran Van Sao, Chairman of the People's Committee of Van Kieu commune, said that the workload is large, while the historical data left in the localities before the merger is not synchronized. Some old maps have to be redone; previous surveying still resulted in discrepancies and duplication of plot numbers between map sheets. These shortcomings make the process of compiling, comparing, and standardizing data take a lot of time.

To resolve the issue, Van Kieu commune established a Steering Committee and 8 working groups, assigning specific tasks with timelines and schedules. After agreeing on data with the Nghi Loc Branch of the Land Registration Office, the local authorities mobilized all available resources, working even on Saturdays, Sundays, and evenings.

To date, the commune has synchronized data for nearly 27,000 plots out of a total of nearly 51,000 plots that have been handed over. More than 24,000 plots are still being reviewed and updated, with the goal of completion by mid-October.

Accelerate the construction of the land database.

From a grassroots level, the construction of the land database is being accelerated throughout the province. According to a report from the Nghe An Department of Agriculture and Environment, updated as of August 7, 2026, the results on the national land database system VNLIS show that the total number of land parcels in the database synchronized on the local software system to the VNLIS system is 2,194,420 parcels.

Of these, 1,262,717 parcels belong to Group 1, which have met the criteria of "accurate - complete - clean - viable". Group 2 has 931,703 parcels, which are land parcels whose data has been built but need further enrichment, cleaning, matching, and supplementation of information.

On the VBDLIS local software system, the total number of land parcels in the database as of August 7, 2026, is 2,304,881, an increase of 1,097,963 parcels compared to the time of implementation of Plan 2959.

Notably, the number of land parcels in Group 1 reached 1,814,539, an increase of 1,227,873; while Group 2 had 490,342 parcels, a decrease of 129,910 compared to the start of the plan.

These figures show that progress in building and cleaning up the land database in the province is clearly improving. However, for a database to be truly effective, uploading information to the software is only one step.

More importantly, it is necessary to verify the information, compare it with the original records, supplement any missing data fields, handle cases of changes, discrepancies, and duplications; and at the same time accurately identify the land user.

At the Thanh Chuong Branch of the Land Registration Office, several solutions are being implemented simultaneously to accelerate progress. The unit is coordinating with the police force to collect complete information on the land users' identification numbers; reviewing and supplementing missing scanned documents; improving the transmission system; and assigning weekly and monthly targets to communes to promote data updating progress.

Ms. Nguyen Thi Huong, Deputy Director of the Thanh Chuong Branch of the Land Registration Office, said that after the merger, the former Thanh Chuong district now has 9 communes. The Land Registration Office Branch has established 3 working groups to directly visit the communes and guide professional staff in their work. When difficulties arise, local staff can communicate via Zalo, phone, or TeamViewer for support. The unit also takes advantage of working on Saturdays, Sundays, and evenings to speed up progress.

Technology acts as a "lever" forupdate data

To complete a land database with such a large volume, technology is becoming one of the decisive factors.

According to Mr. Le Quang Huy, Deputy Director of the Nghe An Department of Agriculture and Environment, in the current period, technology is the decisive factor in improving the quality of land management and accelerating the progress of building a database.

With a data-centric approach, Nghe An province is synchronously applying various technological solutions in all stages, from surveying and mapping cadastral records to managing, exploiting, and updating the database.

In land surveying and cadastral mapping, the province is deploying specialized software for data processing and map editing according to technical standards, ensuring accuracy, consistency, and direct integration into land databases (such as Micro Station, gCadas, TMV.Map, Famis, etc.). For areas with significant changes due to land consolidation, industrialization, and modernization, the sector is coordinating with relevant agencies and units to accelerate the progress of land surveying, mapping, cadastral record keeping, and database construction.

Currently, Nghe An operates the VBDLIS software system, a platform for centrally managing land parcel information, cadastral records, land registration, certificate issuance, updating changes, and data exploitation throughout the province. The province has also implemented a plan to outsource IT services to ensure the system operates stably and continuously, meeting long-term management requirements.

One of the key tasks currently is to use verification, cross-checking, and standardization tools to detect cases of missing information, duplication, or discrepancies between paper records and digital data. Land data is also being compared with the National Population Database to verify land user information, gradually improving it according to the criteria of "accurate - complete - clean - viable - unified - shared use".

Land data - the province's digital resource.

From the need to manage a particularly important sector, land databases are gradually being recognized in a broader sense: as a crucial digital resource for the province.

Mr. Le Quang Huy, Deputy Director of the Department of Agriculture and Environment, affirmed: "We recognize that land data is one of the province's important digital resources."

According to the direction of the Ministry of Agriculture and Environment, successfully building a land information system and database not only aims to modernize state management but also creates a foundation for digital transformation, administrative reform, digital economic development, and the building of a digital government.

To achieve this, in addition to the determination of all levels, sectors, and local authorities, the support of the people is of paramount importance.

Because every piece of information declared by citizens, every plot of land that is accurately checked and verified, contributes to the completion of the common data warehouse. When citizens proactively cooperate in updating information, management agencies have more basis to standardize data; when data is standardized, administrative procedures will be more convenient; and when systems are connected, the value of the data will continue to multiply.

According to the leaders of the Department of Agriculture and Environment, a land database is only truly valuable when it is built from accurate information, regularly updated, and effectively utilized. The department hopes to continue receiving cooperation from departments, agencies, local authorities, the business community, and especially the people in declaring and updating land information fully and accurately.
