Nghe An: Growth in 2020 estimated at 4.45%
(Baonghean.vn) - According to the General Statistics Office, the province's Gross Regional Domestic Product (GRDP) in 2020 reached approximately VND 84,625 billion, an estimated increase of 4.45%, ranking among the top 19 out of 58 localities with positive growth, and second in the North Central region.
On the morning of December 8th, at the 3rd Conference of the Executive Committee of the Nghe An Provincial Party Committee, 19th term, the meeting heard and gave opinions on the socio-economic situation in 2020 and the socio-economic development plan for 2021.

Gross Domestic Product (GDP) increased by 4.45%.
In 2020, despite facing numerous difficulties, particularly the impact of the Covid-19 pandemic, Nghe An province, with the determination and great efforts of the entire political system, the people, and the business community, focused on achieving a "dual goal": resolutely preventing and controlling the disease while concentrating on economic and social recovery and development, and achieved significant results.
According to the latest data from the General Statistics Office, the province's Gross Regional Domestic Product (GRDP) in 2020 (at 2010 constant prices) reached approximately VND 84,625 billion, an increase of 4.45%, ranking among the top 19 out of 58 localities with positive growth and second in the North Central region. GRDP per capita in 2020 is estimated at VND 44.01 million. Notably, the agriculture, forestry, and fisheries sector maintained strong growth, reaching 5.06%.

Estimated budget revenue for the whole year of 2020 reached approximately over 15,991 billion VND, equivalent to 105.1% of the projected figure. Total social investment capital is estimated at 78,847 billion VND. The disbursement rate of public investment capital was quite high; the implementation of the National Target Program for building new rural areas achieved many important results.

As of the end of November 2020, the province had granted new licenses (investment approval/investment certificates) to 75 projects with a total registered investment capital of over 7,798 billion VND; and adjusted 92 projects, including adjustments to the total investment capital of 26 projects (an increase of over 7,173 billion VND).
The VSIP and WHA industrial parks have actively attracted secondary investors. The province issued new business registration certificates to 1,716 enterprises, an increase of 4.44% compared to the same period; the total registered capital was VND 14,260.9 billion, equivalent to 94.7% of the same period. The number of enterprises resuming operations was 568, an increase of 0.9% compared to the same period in 2019.

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that, in order to achieve the above results, besides the efforts of all levels and sectors, the most important factor was the guidance of the Provincial Party Committee and the coordination between the Provincial People's Council and the Provincial People's Committee, which facilitated the implementation of tasks. Administrative reform, including the reform of administrative procedures, especially for businesses and investors, has shown positive progress.
Regarding the tasks for 2021, the Chairman of the Provincial People's Committee assessed that the overall context would remain very difficult due to the impact of the Covid-19 pandemic, so he carefully considered and set a GRDP growth target of 7.5 - 8.5%.
To achieve the above goals, utmost effort is required. The Chairman of the Provincial People's Committee requested that localities focus their efforts and cooperate with the province. The Provincial People's Committee will focus on carrying out tasks related to its management and operational responsibilities. Specifically, the province will review and revoke projects registered by investors who lack the capacity or have not yet implemented them, creating opportunities for capable investors; and will continue to innovate and effectively implement investment attraction efforts.

Comrade Nguyen Duc Trung stated that the Provincial People's Committee's perspective is to change the approach and mindset from waiting for investors to proactively approaching and accompanying investors from the research stage to implementation and even after the project becomes operational.
From that perspective, the Chairman of the Provincial People's Committee requested that localities cooperate with the province in attracting investment to contribute to achieving socio-economic goals in the next five years, through attracting substantive investment projects to the province.
IMPLEMENT THE ACTION PROGRAM IN A COORDINATE AND DECISIVE MANNER.
Concluding this discussion, Provincial Party Secretary Thai Thanh Quy emphasized that despite the very difficult circumstances of 2020, the province remained undaunted and steadfast in its leadership and management.
The Provincial Party Committee unanimously agreed with the assessment that the province had basically completed the targets and tasks set for 2020 despite extremely difficult circumstances. A key reason for this was the unity, solidarity, coordination, collaboration, sharing, cooperation, and numerous innovations in management and leadership. The Provincial Party Secretary emphasized the need to maintain this spirit into 2021 and the following years.
Expressing agreement with the goals, targets, tasks, and solutions for 2021 presented by the Party Committee of the Provincial People's Committee, Comrade Thai Thanh Quy urged localities and sectors to implement the Action Program for the implementation of the Resolution of the Provincial Party Congress early, synchronously, and decisively.

From now on, all sectors and localities must be highly proactive in preparing and advising competent authorities to issue programs, projects, and resolutions related to the Action Program, with the view that implementation must be early, synchronized, and closely linked to available resources.
The head of the Provincial Party Committee also requested a high level of focus on the election of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; ensuring security and order; and organizing emulation movements to celebrate election day.
On the other hand, the entire province must not be complacent or negligent in the work of preventing and controlling infectious diseases in general; especially, it must always be ready with a proactive mindset to respond to the Covid-19 pandemic.
In addition, the province and district-level localities need to prepare well for the provincial People's Council meeting in the first six months of 2021, as this meeting will review, develop, supplement, and adjust mechanisms and policies. The principle is that policies must be feasible, consistent with reality, linked to resources, and create a foundation for economic development.
At the same time, this session needs to discuss and agree on the public investment plan for the entire 2021-2025 period with a focus on key areas, avoiding scattered investments; public investment must create momentum, have a ripple effect, and promote development, and especially, businesses must not be allowed to manipulate the process of building the public investment plan.

On the other hand, there are plans to enhance effective investment attraction, paying attention to strategic investors; this is linked to improving the investment environment and reforming administrative procedures with the view that they must be implemented correctly and quickly for investors.
Furthermore, given the ongoing difficulties caused by the Covid-19 pandemic, all levels and sectors need to continue focusing on socio-cultural development; in the immediate future, preparations should be made to provide good care for the poor and vulnerable groups in society during the upcoming Lunar New Year; and social order and safety should continue to be ensured.
Given the increasing impacts of natural disasters due to climate change, the Provincial Party Secretary requested that, within 2021, the Party Committee of the Provincial People's Committee research and develop specific plans and programs for disaster prevention and control, especially landslide prevention and control. The Standing Committee will issue a conclusion or directive on this matter.
