To implement the social housing development project, the People's Committee of Nghe An province has assigned provincial departments, agencies, and the People's Committees of districts, cities, and towns to continue effectively implementing the tasks and solutions.
The Provincial People's Committee has also issued a document urging focused direction and timely resolution of difficulties and obstacles to promote the implementation of social housing projects and the plan for implementing the social housing construction scheme for low-income earners and industrial park workers in the period 2021 - 2030…

In fulfilling its assigned tasks, the Department of Construction has recently developed plans and solutions to strive for the completion of the social housing construction targets assigned for 2025 and subsequent years. Simultaneously, it has coordinated with the Management Board of the Southeast Economic Zone and the People's Committees of districts, cities, and towns to conduct reviews and surveys on the social housing needs in the province. Initial findings show that all 18 businesses that submitted survey results have a need for social housing for their industrial park workers.

Kim Thi Real Estate Joint Stock Company is currently implementing a social housing project for workers and laborers in industrial zones within the Southeast Economic Zone. Recognizing this as one of the important social housing projects in the province, the investor has always received attention from all levels and sectors during its implementation. Currently, the project has completed 4 high-rise apartment buildings in phase 1.
At the social housing project invested by Hanoi Housing Investment and Development Joint Stock Company No. 30, specifically the CC-A1 apartment building project within the high-rise, townhouse, and villa project south of Nguyen Viet Xuan Street, Hung Dung Ward, Vinh City, the company has focused its human resources, equipment, and modern machinery to ensure the project's timely completion.
Ms. Le Thi Huong, Deputy General Director of Hanoi Housing Investment and Development Joint Stock Company No. 30, said: “The social housing project includes an 8-story apartment building with a construction area of 710.4 square meters.”2 with a total floor area of 5,805.2 m²2and there are 68 apartments. To date, the floor of the 5th level has been poured, and the columns for the 6th level have been erected. The company has also published necessary information about regulations for purchasing social housing on mass media so that people are aware and can register to buy, ensuring they meet the criteria.”

At the Hung Loc HOMES social housing project, invested by Nghe An Petroleum Investment and Trading Joint Stock Company, construction is currently underway on building number 1, a 5-story building comprising 60 apartments with areas starting from 34m².2 - 69m2Building No. 1 is expected to be completed by Q1/2026. The company is also finalizing procedures to begin construction of Building No. 2 in Q3/2025 and complete it in Q3/2026.
To facilitate investors in implementing social housing projects, Nghe An province recently issued a decision to allocate land in the first phase to Eurowindow Sport City Real Estate Investment and Development Co., Ltd. to carry out the investment project to build a new urban area in Dong Vinh and Cua Nam wards. Following the issuance of the "1 Million Social Housing" project by the Prime Minister, Nghe An province has so far invested in and completed the construction of 1,756 social housing units and worker accommodation in industrial zones across three projects: the social housing area for workers and laborers in industrial zones within the Southeast Economic Zone (phase 1: over 300 units); the dormitory project for workers of Everwin Precision Technology (Vietnam) Co., Ltd. in the VSIP Nghe An Industrial, Urban and Service Zone in Hung Tay commune (215 units); and the worker dormitory of Luxshare - ICT Company (1,241 units).
Focus on unlocking capital flows.
During the implementation of social housing projects in Nghe An province, investors encountered many difficulties and obstacles such as capital, land, and regulations.
To address difficulties and obstacles for investors, relevant levels and sectors need to promptly resolve land-related issues, such as: allocating land for social housing development; ensuring that detailed planning and approval are carried out in parallel with zoning plans; expediting land compensation and clearance, and ensuring the availability of clean land in convenient locations for investors; establishing a mechanism for reimbursing investors for advance land compensation to accelerate progress; and facilitating access to preferential loans under the social housing credit program…”.

One of the key "boosts" of the social housing development support program is the 120,000 billion VND credit package for preferential loans to develop social housing and housing for workers.
In Nghe An province, the Provincial People's Committee has publicly announced the list of social housing projects requiring loans (under the 120,000 billion VND credit program) on its electronic portal for three projects: the Social Housing Project for workers and laborers in industrial zones within the Southeast Economic Zone; the Renovation Project of Area A of Quang Trung Apartment Complex, Vinh City; and the Renovation Project of Area C of Quang Trung Apartment Complex, Vinh City, so that banks have a basis for applying preferential loan terms.

According to the plan, Nghe An province needs to complete 1,420 social housing units by 2025. This is also an important driving force for the province to successfully implement the Government's "Investment in the construction of at least 1 million social housing units for low-income earners and industrial park workers in the period 2021-2030" project.
In the coming period, the province and relevant sectors will actively engage in specific actions such as: Promoting the introduction of land plots designated for social housing construction to attract interested businesses for research and investment proposals; Organizing reviews to address legal difficulties and obstacles for projects; Simultaneously, holding monthly meetings between provincial leaders and businesses to promptly identify and resolve any issues related to social housing projects under their jurisdiction; Continuing to strengthen administrative reform, ensuring quick and efficient processing of procedures for social housing investment and construction, and improving the investment and business environment.

Strengthen the direction, management, supervision, and monitoring of officials and civil servants; ensure there is no shirking of responsibility or delays in resolving procedures for social housing projects; Strengthen guidance, supervision, and regular monitoring of the progress of social housing projects and constructions; Continue to review and compile eligible projects that need to borrow capital from the 120,000 billion VND credit package for public announcement in accordance with regulations; Review and recommend the revocation of social housing projects that lack investment and construction plans or do not ensure completion according to the set schedule, and assign them to other capable investors;…
Currently, within the province, there are 41 projects with planned social housing for low-income earners and housing for industrial zone workers, covering a total land area of approximately 107 hectares. Upon completion, these projects are expected to provide approximately 35,000 apartments for around 140,000 people. Of these, 2 social housing projects have been completed, 4 have commenced construction, and 35 projects are in the process of completing the legal procedures for investment and construction.
