Nghe An creates new impetus for key projects.
In the first seven months of 2026, Nghe An province continued to promote improvements in its investment environment with a focus on the people and businesses. Through a series of decisive solutions to remove bottlenecks in procedures, land, and infrastructure, the province not only strengthened investor confidence but also strongly attracted new capital flows, further boosting socio-economic growth.
Proactively create land reserves and provide legal support for investors.
These efforts have been clearly reflected in the province's financial picture, business development, and investment attraction. The scale of newly registered and adjusted investment capital increased sharply compared to the same period last year, with foreign direct investment (FDI) continuing to play a bright spot, making a significant contribution to economic growth and affirming Nghe An's increasing attractiveness to international investors.

In addition to focusing on attracting new investment, the province is also allocating significant resources to remove bottlenecks hindering project implementation. The work of creating land funds, resolving investment procedures, and addressing difficulties for key projects is being carried out synchronously and decisively.

In the first seven months of the year, the province advised and submitted to the Provincial People's Council for promulgation many resolutions supporting investment policies for businesses. For example, Resolution 28/NQ-HĐND approving the list and adjusting the list of land areas for bidding to select investors to implement investment projects using land in Nghe An province; Resolution 16/2026/NQ-HĐND of the Nghe An Provincial People's Council promulgating regulations on some policies to support the development of science, technology, innovation and digital transformation in Nghe An province for the period 2026-2030; and Resolution 11/2026 on policies to support access to land and production and business premises in industrial parks in Nghe An province (applicable to newly established industrial parks after the resolution takes effect). Accordingly, the provincial budget will partially support the investment in the construction of industrial park infrastructure (including transportation infrastructure, electricity supply, water supply, drainage, wastewater treatment, and telecommunications) corresponding to the land area allocated for high-tech enterprises in the private sector, small and medium-sized enterprises, etc., to lease or sublease.

According to the Head of the Department of Finance, following the directives of the Standing Committee of the Provincial Party Committee and the Provincial People's Committee, the departments and agencies are focusing on appraising and finalizing dossiers for many large-scale projects that are significant in creating momentum for development, such as the Quynh Lap LNG Thermal Power Plant, the infrastructure of Vinh International Airport, smart urban areas in the old Vinh city, resort golf courses, and transmission grid projects...
The regular efforts of leaders in departments and agencies to implement the conclusions of the Provincial Party Standing Committee at working sessions with strategic investors have also contributed to strengthening confidence and creating reassurance for businesses to continue expanding investment in Nghe An. For example, the Department of Science and Technology, with its function of advising on science and technology, has organized working sessions with several investors, assessing the quality and impact of equipment lines when investing in new construction. In some projects, with the advice and recommendations of the department, investors have made adjustments to ensure environmental protection in the future.

Resolving investment bottlenecks and expanding into new areas.
Alongside attracting new investments, the province is also resolutely addressing slow-progressing projects and inefficient land use to prevent resource loss and waste. Following the directives of the Provincial Party Standing Committee and the Provincial People's Committee, functional agencies have coordinated with inspection and auditing bodies to focus on resolving long-standing issues, while also advising on the termination of projects that are no longer feasible or violate investment commitments. Many projects in the tourism, forestry, and office rental sectors have been reviewed, and obstacles have been addressed in the North Central Region High-Tech Forestry Application Zone, as well as some slow-progressing projects in Vinh City and the former Cua Lo town.
The Provincial People's Committee also issued Official Letter No. 6019/2026/UBND-CN regarding the plan for handling the Cau Cau Mixed-Use Tourism, Service and Resort Project. Meanwhile, the remaining obstacles in mineral exploitation projects continue to be addressed, and progress is regularly updated on the Ministry of Finance's management system.

At the Southeast Economic Zone, Mr. Nguyen Manh Loi, Deputy Head of the Management Board of the Southeast Economic Zone in Nghe An, stated that the Board has implemented comprehensive solutions to support investors and businesses. The Management Board proactively coordinates closely with major infrastructure investors such as VSIP and WHA to provide comprehensive support for secondary investors in terms of procedures; and promptly addresses requests regarding planning adjustments, infrastructure, labor, and production and business policies. In addition, the Board continuously monitors and proposes solutions to address obstacles for key infrastructure projects such as VSIP 1, VSIP 2 (Tho Loc Industrial Park Phase 1), VSIP 3, VSIP 4, Hoang Mai I and II, WHA Phase 2, Cua Lo Deepwater Port, and inter-regional connecting transportation projects (overpasses connecting National Highway 7C with N5 via National Highway 1 and the North-South railway...).
Given that attracting investment remains affected by numerous fluctuations in the global economy, focusing on supporting businesses is even more crucial. Efforts to remove obstacles related to procedures, infrastructure, and land clearance not only help existing projects accelerate progress and become operational sooner, but also build confidence among new investors, gradually enhancing the competitiveness of Nghe An's investment environment.
The effectiveness of this collaborative process was partly demonstrated at the Nghe An Provincial Planning Announcement Conference, when the province attracted an additional approximately 110,450 billion VND in registered investment capital, including both FDI and DDI.
The registered capital at the planning conference focused largely on large-scale infrastructure projects aimed at laying the foundation for a breakthrough in the new generation of FDI. Typical examples include VSIP Nghe An 5 Industrial Park with a total registered capital of approximately VND 6,900 billion, Ngoc Chau Industrial Park (phase 1) with nearly VND 7,500 billion, and the Dong Hoi Port Complex and port logistics and service area exceeding VND 8,000 billion, alongside a series of other key development projects...

The announcement of the revised Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, along with a series of sub-area plans, including the 1/2,000 scale sub-area plan for Dien Quynh 1 Industrial Park, attracting VSIP 4 and VSIP 5 industrial parks, is opening up new development opportunities for the business community. The publicly available and transparent planning helps investors proactively access land, orient their industries, and build long-term production and business strategies.
Simultaneously, Nghe An is promoting the development of digital government, digital economy, and digital society, contributing to shortening the time for handling administrative procedures, creating a transparent and favorable investment environment, increasing connectivity between businesses and state management agencies, and enhancing competitiveness in the coming period.

Nghe An province has also implemented a comprehensive set of activities to connect labor supply and demand, strengthening coordination between the government, businesses, training institutions, and employment service centers to meet the recruitment needs of domestic and FDI enterprises. Job fairs, career counseling activities, and human resource demand forecasts are organized regularly, contributing to ensuring a stable labor supply for industrial zones and new projects.
According to the Standing Vice Chairman of the Nghe An Provincial People's Committee, Bui Thanh An, the strong development of the electronics and high-tech industries in Nghe An is opening up many new job opportunities, while also requiring workers to proactively learn and improve their skills to meet the requirements of businesses. He also hopes that workers will access recruitment booths, directly discuss job positions, income levels, and benefits to choose suitable jobs. Recently, the Provincial People's Committee sent a document to the Nghe An Outstanding Business Association and other business associations to implement the "Digital Literacy Program" on digital platforms, helping businesses access new requirements of the State in the digital transformation process.

At the regular meeting in July 2026, Chairman of the Provincial People's Committee Vo Trong Hai emphasized the determination to direct departments, agencies, and localities to focus their efforts on achieving double-digit growth targets. The focus is on accelerating the progress of key projects, definitively resolving land clearance issues, and promptly addressing difficulties and obstacles for the business community, creating strong momentum for breakthroughs in the remaining months of the year.
